About this file

This is Amendment #1 to a Request for Proposal issued by the South Carolina Department of Transportation (SCDOT) for an update to the state's Construction Standard Specifications. The selected firm will conduct a comprehensive evaluation of all sections and subsections of the existing Standard Specifications, recommend necessary revisions to subject matter experts, and update the specifications with consistent methodology throughout. The project scope includes identifying sections requiring significant revision (such as Division 600, Section 107, and Section 714), addressing identified industry problems including the age of the specifications and proliferation of supporting documents, and ensuring consistency in writing style, active voice, and imperative mood. Deliverables include printing and binding 2,000 perfect-bound copies of the updated specifications in the current dimensions (approximately 6" x 9") with a new cover color, and producing 1,000 USB flash drives with a single-color SCDOT logo. Questions from offerors were due by December 12, 2019 at 12:00 PM, with offers due online by January 21, 2020 at 2:30 PM. Award was scheduled for posting on January 30, 2020. Offerors were required to hold their offers open for a minimum of thirty calendar days after the opening date.

The amendment clarifies specifications regarding the physical format and production requirements for the deliverables, confirming that the updated specifications will be perfect-bound rather than placed in three-ring binders and will maintain consistency with the current publication standards. The solicitation specifies submission of one copy online through http://www.procurement.sc.gov, with questions directed to Procurement Officer Emmett Kirwan at (803) 737-0676 or KirwanEI@scdot.org. No pre-bid conference or site visit was required for this solicitation. Offerors must sign and submit the RFP cover page with their offer, indicating their type of entity and providing their South Carolina vendor number.

[02-2A097-1]

1. On p. 13 of the RFP, SCDOT has stated the following: “The selected firm will complete a thorough review of the existing technical content and recommend changes to subject matter experts within the department.” Has SCDOT identified specific Sections or Subsections of the Standard Specifications that require significant evaluation and revision?

SCDOT is seeking a complete evaluation of all sections and subsections of the Standard Specifications along with necessary revisions to produce a concise Standard Specifications that covers most of the common contractual requirements and work items used by SCDOT. SCDOT anticipates sections requiring significant revision have current supplemental specifications and/or common special provisions that could be incorporated into the Standard Specifications such as Division 600, Section 107, Section 714, etc.

2. Has SCDOT identified any Sections or Subsections that require a total rewrite or major expansion?

Division 600 could potentially benefit from a “total rewrite.” It now contains a fair amount of repetitive language and is not always consistent with notes in standard drawings.

3. Page 13 of the RFP states the following, “The selected firm will update the standard specifications with a consistent method of specifications throughout.” Can SCDOT elaborate on this objective? Has SCDOT identified specific Sections or Subsections within the Standard Specifications where a performance-based specification is preferred?

SCDOT specifications currently utilize a combination of Method, End Result, and QC/QA specifications. We are seeking more consistency in the method, where appropriate, and are willing to take performance-based into consideration but we have not identified any specific areas where it is preferred.

4. Does the goal of consistency also apply to other aspects of the Standard Specifications (e.g., writing style, reducing complexity, limiting the scope to common work items)?

Yes, consistency across all aspects is desired to include retention and improvement of Active Voice and Imperative Mood. If current items included in the specifications are no longer warranted, they could be potentially removed to reduce complexity and limit scope as long as adequate coverage is retained.

5. Has the construction industry identified any serious problems with the current Standard

Specifications that need to be evaluated in the update?

The following have been identified as problems that need to be evaluated in the update.

• Age of Standard Specifications

• Number, type, and proliferation of supporting specifications (special provisions, supplemental specifications, supplemental technical specifications, etc.)

• Consistency in how specifications are organized and coordinated.

Printing and Binding Questions

1. On p. 13 of the RFP, Section III. Scope of Work/Specifications, it states: “The selected firm shall perform the necessary work to print and bind 2,000 copies of the updated standard specifications.” The following questions apply:

a. Will the updated Standard Specifications be placed loose-leaf in 3-ring binders, or will the Standard Specifications be perfect bound like the current Standard Specifications?

The updated Standard Specifications will be perfect bound.

b. If perfect bound, will there be significant changes to the cover design (e.g., different cover material, add picture on the cover)?

The cover will be very similar to the current cover in content. The color of the cover will be determined and will be different from the current color.

c. If the Standard Specifications will be bound similar to the current Standard Specifications, what will the page size be ― 6x9 or 8.5x11?

The intent is to maintain the current dimensions (approximately 6” x 9”). If the volume of the content creates issues with those dimensions, this can be reconsidered.

d. The following questions apply if the Standard Specifications will be placed in a 3-ring binder:

i. The SCDOT Construction Manual was printed using 24/60 3HD White Bond/Offset mylar reinforced paper. Will this be required for the updated Specifications?

N/A. The updated Standard Specifications will not be placed in a three ring binder.

ii. Will the tabs be required to be mylar reinforced?

N/A. The updated Standard Specifications will not be placed in a three ring binder.

iii. Will the vendor be required to assemble the Standard Specifications (i.e., placing the text, tabs, sheet lifters, etc., into the binders and shrink wrapping everything together).

N/A. The updated Standard Specifications will not be placed in a three ring binder.

2. For the required 1000 USB flash drives, will there be a printed logo or text on the drives? If yes, will the logo/text be in a single color or multiple colors?

Yes. Single color “SCDOT” logo.
