The amendment addresses thirteen questions and answers from the bidders conference and provides a revised bidding schedule. Key clarifications include confirmation that storm sewer line depths are unknown, removal of ground/soil stabilization bid items and injection grouting from the scope, and allowance for work outside standard 9:00 a.m. to 4:00 p.m. Monday-Friday hours with prior approval from the Lexington County Resident Maintenance Engineer. The Hallmark Drive location was removed from the road list. No prevailing wage requirements apply to the project, no set budget was established, and no NTP date was specified beyond referencing the cover page and Section I of the solicitation. AMENDMENTS TO SOLICITATION

QUESTIONS FROM OFFERORS - AMENDMENT
The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “state’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does. Q-1 Are the depths of the storm sewer lines to be lined with CIPP known? Is this information available?
A-1 No, depths are not known and information is not available
Q-2 Per the Pre-Bid meeting, it was stated that the Bid Items for Ground/Soil Stabilization will be removed from the Bid Schedule. Will a revised Bid Schedule be provided?
A-2 Yes, see below revised bidding schedule
Q-3 Per the Pre-Bid meeting, it was stated that the 450 gallons of injection grouting would be removed from the scope. Please confirm.
A-3 450 gallons of injection grout is not needed.
Q-4 The specifications list standard working hours as 9am to 4pm, M-F. This type of work will not be able to be performed in those restrictive work hours. After setting up MOT and tearing it down for normal traffic flow, that would leave the Contractor approximately five (5) hours of working time. Will SCDOT allow work to be performed outside of those hours (preferably during the day time with proper traffic control)? Something more along the lines of 7am to 7pm. Most of these lines are on low volume roads.
A-4 Yes, SCDOT will allow work to be performed outside of the hours of 9am-4pm, Monday – Friday, with prior approval from the Lexington County Resident Maintenance Engineer.
Q-5 Hallmark Dr – The only pipe that I found that meets the criteria listed for the location seems to be a newly installed RCP pipe. Please confirm that this is the pipe that needs to be rehabilitated. See attached picture Hallmark – Site 1.
A-5 This location is removed from the road list. Also, reference the revised bidding schedule below.
Q-6 Pleasant View Dr – The Scope of Work calls for 267 LF of 18” RCP to be rehabilitated. Along this road there are multiple line segments of 18” RCP. Which ones need to be rehabilitated? Is it from outlet pipe to outlet pipe, or is there only certain sections in between?

Q-7 Church St – The Scope of Work calls for 270 LF of 18” RCP to be rehabilitated. Is it from the outlet pipe south of the driveway to the outlet pipe right before the bridge?
A-7 Yes
Q-8 Church St – The appears to be a location where a pipe repair was performed (see attached picture).
Can SCDOT confirm a repair was done here and what diameter/material pipe was installed.
A-8 Yes, a 24” plastic pipe was installed.
Q-9 Pine Plain Rd – The Scope of Work calls for 80 LF of 48” RCP to be rehabilitated. There are two (2) 48” pipe located here. Is it both pipes or just one pipe? If just one pipe which one?
A-9 Only one (1) pipe to be rehabilitated. From Old Sandy Run Road, the second crossline pipe. (80’ length)
Q-10 Will the Owner/Engineer please provide the budget for this project?
