About this file
This document is Amendment #1 to an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) for the procurement of a Large Tandem Roller. The solicitation, numbered 5400019749, was issued on June 9, 2020, with an initial deadline of June 18, 2020, subsequently amended to June 25, 2020, at 2:30 PM EST. The procurement officer is Jeffery C. Schwalk, reachable at (803) 737-1018 or SchwalkJC@scdot.org. Offerors were required to submit questions by May 29, 2020, at 10:00 AM, with offers submitted online through http://www.procurement.sc.gov. No pre-bid conference or site visit was scheduled. The award was posted on July 2, 2020. Offerors were required to submit one copy of their offer and hold it open for a minimum of thirty calendar days after the opening date.
The amendment addresses two technical specification clarifications submitted by potential bidders. Question #1 requested modification of the inside drum turning radius from a maximum of 182 inches to 187.55 inches; SCDOT approved an increase to 188 inches maximum. Question #2 requested modification of the vibration and oscillation requirements for both drums; SCDOT agreed to amend the specification to require both drums to perform vibration with at least one drum performing oscillation, accommodating current manufacturer capabilities. All amendments and related notices were posted at http://www.procurement.sc.gov, and offerors were required to acknowledge receipt of amendments through signing, identification of the amendment number and date, letter, or submission of a bid indicating receipt.
