About this file
This is Amendment #1 to an Invitation for Bids issued by the South Carolina Department of Parks, Recreation & Tourism for grounds maintenance services at the Dillon Welcome Center. The solicitation number is 5400019912, issued on August 20, 2020, with a procurement officer contact of Scott Dobereiner at (803) 734-1302. Bidders were required to submit offers online at http://www.procurement.sc.gov by September 1, 2020 at 2:00 PM. The pre-bid conference was previously held prior to the amendment issuance. Award notification was scheduled for September 4, 2020. Offers must remain open for a minimum of thirty calendar days following the opening date. The amendment addresses two primary clarifications: (1) the clear zone mowing frequency, which will be maintained according to every completion of the regular mowing schedule rather than the previously assumed weekly schedule for 52 weeks, and (2) the bid bond requirement, which is set at $5,000 as specified in Section III of the solicitation.
The amendment does not provide pricing information, specific contract term details, or renewal options in the content provided. However, reference is made to historical bid bond calculations based on 5 percent of the total five-year contract price, though the fixed bid bond amount of $5,000 supersedes any percentage-based calculation. No set-asides, incumbent information, or specific funding sources are detailed in this amendment document.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)
THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1]
The following questions have been received, questions and answers are below. The State’s response is in red.
Q1. The clear zone is presently being maintained weekly x 52 weeks of service. This is the requirement we have been told. Property is cut front interstate to all boundaries each week. Is this still the case. SCPRT has stated to us this has been the requirement from the present landscaping company. Please advise.
Clear zone will be mowed every time the mowing is completed.
Q2. Bid bond--I may be overlooking it however don't see it. Its usually 5% of the total 5 year price of contract. Is this how its going to be calculated. No problem with us if its this way. We just need to insure its still the same.
Bid bond is $5,000, see Section III.
