There is not an anticipated number at this time. Counts are requested as needed.

4. How many Turning Movement Counts locations were conducted in 2019?

In 2019, approximately 44 turning movement counts were conducted at various locations.

5. How much was spent on turning movement counts during 2019?

In calendar year 2019, approximately $19,000 was spent on turning movement counts.

6. For Roundabout video per leg processing. Is the bid per leg or for the whole roundabout?

This price would be for the whole roundabout.

The Roundabout (to include legs) video collection and processing count data from the video collection file. (Example: 4-HOUR Roundabout Video Collection for four (4) legs and to process count data from the video collection file)

*In addition, the Roundabout (to include legs) Video Collection and Processing Count Data from the Video Collection File Pricing Schedule has been amended from Six (6) legs to Five (5) or more legs.

7. What software does SCDOT accept to merge video for multiple cameras?

The vendor will be responsible for merging all video from multiple cameras. See Solicitation page 18 – For all Video Processing. The final product shall be viewable on a Windows 10 computer

8. Is it possible to provide insurance information post-award.

Yes

9. On the pricing schedule, under the “Turning Movement/Bicycle Count”, section, will we be allowed to use video data collection practices as well as in person manual counts?

If SCDOT only authorizes the “Turning Movement/Bicycle Count” and the vendor elects to also use video collection, the video collection will be at the contractor’s expense.

10. On the pricing schedule, under the “VIDEO COLLECTION/Processing Count data from Video File”, section is this a price per hour of video collected and/or counted? Or is it a price for, as an example for Cell 18A of the pricing spreadsheet, a “4-HOUR” count using video data collection techniques (which involves physically hanging the cameras, collecting video, counting video, and submitting final count product)?

It is the price, inclusive of all necessary labor to complete the count. There is not a separate pay item for the items listed above.

11. Under Instructions to Offerors on Page 13, the Solicitation states that "(c) The contents of your offer must be divided into two parts, the technical proposal and the business proposal. Each part should be bound in a single volume." This does not match the requested documents for the online uploads. Can you clarify that the two documents to be uploaded are 1. Proposal with Attachments and 2. Excel Spreadsheet?

You should have two documents, uploaded separately. One is your proposal, i.e.

technical proposal, with the attachments. The other is the Excel spreadsheet.

12. Under Information for Offerors to Submit on page 20 there is the Minority Participation Questionnaire. In each submission are you expecting to see this document? If so, does it count towards the 15 page limit?

Yes, this should be submitted. No, it does not count toward your 15 page limit.
