INSTRUCTIONS FOR OFFERORS SUBMITTING BIDS ON LINE
All Offerors desiring to respond to this solicitation should register and submit your response online. To respond online, Offeror must follow the new South Carolina Enterprise Information System (SCEIS) vendor registration instructions found at the South Carolina Procurement Information Center website address of: https://procurement.sc.gov/. If Offeror is registered in the old procurement system, Offerors must register or update their information in the new SCEIS system. Once the registration process is complete, the system will generate a SCEIS vendor user ID and password. The Offeror must keep this information current or the Offeror will not be able to submit future bids.
Offerors will need to follow these instructions carefully when responding to the solicitation online.
1. The original solicitation response should be submitted online and it will be the official response.

CHANGES
The bid opening date, 5/27/2021 at 2:30 PM ET has changed. The new date of opening will be June 3, 2021, at 2:30 PM ET.
QUESTIONS AND ANSWERS
The following prospective offeror questions and responses are hereby incorporated into the above referenced solicitation.
1. Will each completed report require a full-time registered professional’s signature and stamp to include groundwater contour potentiometric maps with for a minimum of shallow and deep aquifers and COC isopleths maps at the discretion of the registered professional reviewer in coordination with the SCDHEC Project Manager?
A. State’s Response- Change: Per DOCUMENTATION/REPORTING/INVOICING (b) “The report submitted to the UST Management Division must be signed and sealed by a Professional Engineer or a Professional Geologist registered in the State of South Carolina.” Under no circumstances should a report be submitted without meeting this requirement.
2. Will the SCDHEC Project Manager be required to designate specific COC constituents for isopleth generation in the SSWP request memorandum?
A. State’s Response- No Change: The UST Project Manager will be required to designate the specific CoC constituents for isopleth map generation in the SSWP request. The Contractor also has the ability, although not required, to coordinate with the project manager to develop isopleth maps to better represent CoC distribution more efficiently across the site.
3. If the quality of a site map provided by the SCDHEC Project Manager is insufficient, how will the contractor be reimbursed for time spent at SCDHEC Freedom of Information Office? Perhaps a comprehensive survey should be added to address inadequate site maps.
A. State’s Response- Change: The UST Management Division will not reimburse for time spent at the SCDHEC FOI office. Comprehensive surveys are outside the intended scope of this contract. If the quality of the information provided by the UST Project Manager is insufficient to perform any part of the requested work or meet the specifications of the contract it will be up to the Contractor to request more adequate information from the UST Project Manager or return the request to the UST Contract Manager and a new SSWP request will be provided.
SSWP requests should be returned in the same manner as requests above the minimum described in PERFORMANCE (b)(1).
4. If a receptor survey or tax maps are not requested, is the contractor obligated to include receptor information and tax map owner names, addresses, and phone numbers as well as a list of sampling points on each parcel in tabular form in the completed report?
A. Yes, but only as a summary of the information provided by the UST Project Manager in the Field Activity Package.
5. If a conflict should arise during sampling activities, would a contractors ACQAP or SOP on file supersede the SCDHEC UST QAPP Revision 4.0?
A. State’s Response- No Change: All sampling points should be sampled in accordance with the UST
Programmatic Quality Assurance Program Plan (QAPP 4.0), unless otherwise specified in the Contract. Any conflict while on site should be addressed with the UST Project Manager. If a resolution cannot be attained or the conflict is a recurring issue, then the Contract Manager or Section Manager should be notified to address any quality assurance issues.
6. If the quality of provided information/site maps is not sufficient to produce reasonable groundwater contour maps/COC isopleths, is the registered professional required to stamp the report?
A. State’s Response- No Change: Per DOCUMENTATION/REPORTING/INVOICING (b) “The report submitted to the UST Management Division must be signed and sealed by a Professional Engineer or a Professional Geologist registered in the State of South Carolina.” Under no circumstances should a report be submitted without meeting this requirement.
If the quality of the information provided by the UST Project Manager is insufficient to perform any part of the requested work or meet the specifications of the contract it will be up to the Contractor to request more adequate information from the UST Project Manager or return the request to the UST Contract Manager and a new SSWP request will be provided. SSWP requests should be returned in the same manner as requests above the minimum described in PERFORMANCE (b)(1).
7. Will the contractor be required to collect photo documentation of inactive water supply wells? If so, will the contractor be compensated?
A. State’s Response- Change: Photo documentation will be required even when a sample is not collected.
Compensation would fall under WORK SCOPE/LINE ITEM/SPECIFICATIONS FOR SAMPLING (y) to be specified when completing Attachment A – Bidding Schedule ITEM S. Report Preparation/Project Coordination percentage.
8. If a monitoring well is purged dry and does not equilibrate while the contractor is on-site, will SCDHEC allow for additional mobilizations or supplementary compensation to remobilize to the site and collect a sample.
A. State’s Response- Change: For wells that are purged dry, the well should be allowed to equilibrate for at least three hours or until the water level has reached eighty (80) percent of its level prior to purging before sampling.
Additional mobilizations or supplementary compensation will not be considered.
9. What is the one required isopleth that needs to be included in the completed report according to the Bidding Schedule?
A. State’s Response- No Change: Isopleth maps are only required upon request. In a set of Isopleth maps, one will serve as a substitute for the required CoC Site Map. For example, if three isopleths were requested one would be considered a substitute for the required CoC site Map and the other two would be reimbursed as additional Isopleth maps.
