INSTRUCTIONS FOR OFFERORS SUBMITTING BIDS ON LINE

All Offerors desiring to respond to this solicitation should register and submit your response online. To respond online, Offeror must follow the new South Carolina Enterprise Information System (SCEIS) vendor registration instructions found at the South Carolina Procurement Information Center website address of:

http://www.procurement.sc.gov/. If Offeror is registered in the old procurement system, Offerors must register or update their information in the new SCEIS system. Once the registration process is complete, the system will generate a SCEIS vendor user ID and password. The Offeror must keep this information current or the Offeror will not be able to submit future bids.

Offerors will need to follow these instructions carefully when responding to the solicitation online.

1. The original solicitation response should be submitted online and it will be the official response.

2. All Offerors must attach all additional requested documents to their response in the online system. These documents can be attached under the “Notes and Attachments” tab of the online solicitation either on the main page or under the necessary line item.

This solicitation is amended as provided herein, information or changes resulting from questions will be shown in a question–and-answer format. All questions received have been reprinted below. VENDOR QUESTION 1. Are you looking for state-specific bidder or open to bidders from other states also?

STATE’S RESPONSE: DHEC is open to bidders from other states.

VENDOR QUESTION 2. We are an AWS Public Sector Partner for cloud hosting. Are you open to host the new website on AWS Cloud?

STATE’S RESPONSE: DHEC expects that AWS’ metering service will be ill-suited to the high variability of traffic and unpredictable spikes of the coming year.

VENDOR QUESTION 3. Do you currently have a disaster recovery process in place?

STATE’S RESPONSE: Yes.

VENDOR QUESTION 4. How do you keep the website secure? Do you have a security policy in place that we can look at?

STATE’S RESPONSE: Please contact DHEC’s FOIA Office if viewing the Security Policy is necessary.

VENDOR QUESTION 5. Do you have a style guide or brand standards? If not, would you like to have it developed as part of this project?

STATE’S RESPONSE: Yes, we have a style guide. DHEC is not interested in a new style at this time.

VENDOR QUESTION 6. Do you have any development or programming capabilities in-house?

STATE’S RESPONSE: Yes, we do.

VENDOR QUESTION 7. Is there anything specific you like about the current website and wish us to retain or expand on its functionalities?

STATE’S RESPONSE: We wish to retain all functionality.

VENDOR QUESTION 8. Do you wish to migrate all of 5500 pages to the new website?

STATE’S RESPONSE: Yes, if migration is necessary for the awarded offeror.

VENDOR QUESTION 9. Does the vendor have to create content for the website?

STATE’S RESPONSE: No.

VENDOR QUESTION 10. Are you looking for any kind of post launch of support and maintenance?

STATE’S RESPONSE: We are not currently looking for support as it is not part of the invitation for bid.

STATE’S RESPONSE: DHEC’s Division of Communications and Public Affairs, and Office of Information Technology.

VENDOR QUESTION 12. What is the budget for the project STATE’S RESPONSE: The budget for this project was not disclosed.

VENDOR QUESTION 13. Where is the site hosted currently?

STATE’S RESPONSE: Pantheon is the current host.

VENDOR QUESTION 14. Are all the requirements under 3.1 currently being met by the incumbent vendor? If not, which requirements are new?

STATE’S RESPONSE: All requirements under 3.1 are met by incumbent vendor.

VENDOR QUESTION 15. How much file storage is used by the site currently?

STATE’S RESPONSE: About 103 Gigabytes are currently used.

VENDOR QUESTION 16. At what rate is that storage growing?

STATE’S RESPONSE: This varies greatly, anywhere from 5 megabytes to 1 gigabyte per day.

VENDOR QUESTION 17. What are the current traffic stats for the site?

STATE’S RESPONSE: There were 1,721,863 pageviews for the month of June. Be advised we have had spikes as high as 1.5 million in a 2 hour period.

VENDOR QUESTION 18. At what rate is traffic growing?

STATE’S RESPONSE: Traffic is currently decreasing, with an expectation to increase in the fall. Be advised we do experience very large traffic spikes.

VENDOR QUESTION 19. Since this is a lowest cost acquisition, are migration costs being counted against any potential new vendor?

STATE’S RESPONSE: DHEC will consider the total cost of all items that would be necessary for each offeror.

VENDOR QUESTION 20. Who will be responsible for evaluating responses (people and/or roles)?

STATE’S RESPONSE: DHEC’s Division of Procurement Services.
