PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. AMENDMENTS TO SOLICITATION (JAN 2004) (modified): (a) The Solicitation may be amended at any time prior to opening. All actual and prospective Offerors should monitor the following web site for the issuance of Amendments: www.procurement.sc.gov (b) Offerors shall acknowledge receipt of any amendment to this solicitation by identifying the amendment number and date in the space provided for this purpose on Page Two and returning with solicitation response (c) If this solicitation is amended, then all terms and conditions which are not modified remain unchanged.
Changes to Section III – Scope of Work/Specifications (change or remove from bid specifications) Change #1: 12.5 ton Package Unit (remove wording spilt heat pump) for Urban Search and Rescue (Building #22) Change #2: 6 ton Package Unit (remove wording split heat pump) for Urban Search and Rescue (Building #22) Change #3: Remove – Air handlers with condensate overflow protection and phase monitoring or surge devices.
Change #4: Add - All new PVC drain lines/traps Change #5: Remove – Heat strips must meet or exceed existing heat strips.
Change #6: Remove - If line set is not replaced, it must be pressure tested, flushed and inspected and covered under warranty Change #7: Remove - Replace all drain pans
Vendor Questions and Answers:
Question 1: Is a new gas pressure regulator desired for either of the (2) units in the solicitation?
Answer: Yes with proper outdoor vent caps for each unit.
Question 2: Is a new gas cock (gas shut off valve) desired for either of the (2) units in the solicitation? Answer: Yes for each unit Question 3: Shall the new systems have same outdoor air exchange capabilities (is manual outdoor air damper acceptable or is an economizer required)?
Answer: Economizer required
Question 4: Will alternates to Trane equipment be considered? (ICP, Carrier, Daikin, Johnson Controls, etc.)
Answer: Trane is preferred but alternates are acceptable.
Question 5: Is aluminum flashing required? Or will galvanized be acceptable?
Answer: Aluminum flashing required.
III. SCOPE OF WORK/SPECIFICATIONS

The following specifications are provided as a minimum HVAC replacement requirement.
The scope of work includes the labor, supervision, materials and equipment to remove existing HVAC units, install new units, connect, start and verify proper operation as defined below.
Remove existing HVAC systems to include disposal/debris removal and install replacement HVAC units and accessories identified below.
Trane HVAC units are preferred as we are seeking to maintain consistency in service, parts and maintenance.
· 12.5 ton Package Unit for Urban Search and Rescue (Building #22)
· 6 ton Package Unit for Urban Search and Rescue (Building #22)
· Honeywell T6 Thermostats
· Condensers with phase monitoring or surge protection devices
· All new PVC drain lines/traps
· Connections to existing duct work and existing power requirements.
· Meet all applicable codes
The successful bidder will be required to incorporate all costs to complete the work above to include any permits and fees for the HVAC replacement.
Installation is defined as installing of the new equipment into the designated position of the old system unless specified differently by State Fire.
Once vendor begins unit replacement/installation in the assigned buildings, work will continue uninterrupted during normal working days until operational.
The successful bidder shall guarantee that the newly installed equipment is functioning as defined by the manufacturer.
