About this file
This is Amendment 1 to an Invitation for Bid issued by the State of South Carolina's Division of Procurement Services on behalf of the State Board for Technical and Comprehensive Education for HVAC maintenance and repair services at two training facilities. The solicitation encompasses preventive maintenance and repair services for the Workforce Training Center located at 1090 Newton Way, Summerville, SC and the Volvo Training Center located at 251 Three Point Drive, Ridgeville, SC. Services include quarterly preventive maintenance at the Workforce Training Center and semi-annual filter replacement at the Volvo Training Center, with technician labor available for repairs during standard business hours (8:00 AM to 5:00 PM, Monday through Friday), overtime hours (5:01 PM to 7:59 AM), and weekend/holiday service. The bidding schedule includes line items for preventive maintenance services, hourly technician labor rates across multiple service tiers, and repair parts markup percentages. The original bid opening date was April 14, 2021, with the amendment extending the submission deadline to April 21, 2021 at 11:00 AM. The question submission deadline was March 25, 2021 at 11:00 AM. Award notification was scheduled for May 10, 2021, with the contract effective date of May 21, 2021. The resulting contract is effective for an initial one-year period with four additional one-year renewal options, for a maximum contract term of five years.
The amendment clarifies that preventive maintenance for lines 0001 and 0002 includes only standard PM costs, while repair labor and materials are estimated separately on lines 0003 through 0009 and subject to approval by the Using Governmental Unit. Contractors must be certified Metasys Controls BAE system service and maintenance providers and must meet specific equipment maintenance requirements including Johnson Controls roof top units, VAV-VFD terminal units, and exhaust fans at both locations. The amendment incorporates responses to 12 vendor questions, including confirmation that no current HVAC maintenance contract is in place and that mechanical drawings and equipment lists are available upon request through site visits coordinated with Brandi Bryant. South Carolina resident contractor and subcontractor preferences are available per Section 11-35-1524 of the South Carolina Code of Laws. All offers must be submitted online through www.procurement.sc.gov, with one copy required. Vendors were required to acknowledge receipt of the amendment and are responsible for obtaining necessary clarifications from the procurement officer, Nakendra Perry, at (803) 896-0022 or nperry@mmo.sc.gov.
