About this file
This Amendment 1 document modifies the Request for Proposal issued by the South Carolina State Election Commission (SCSEC) through the State Fiscal Accountability Authority's Division of Procurement Services for a public-facing website redesign. The project involves redesigning the SCVotes.gov website to be user-friendly, ADA accessible, and professionally branded while maintaining existing content and functionality. Offerors must submit proposals online at http://www.procurement.sc.gov by September 16, 2021 at 11:00 AM ET. Questions must be received by August 12, 2021 at 3:00 PM ET, and a pre-proposal conference is scheduled for August 11, 2021 at 3:00 PM ET via WebEx. Award notification is anticipated on October 22, 2021. The contract term is five years with potential renewal periods, and offerors must hold their proposals open for a minimum of 120 calendar days after the opening date. The amendment includes detailed responses to 59 vendor questions addressing technical specifications, including confirmation that the site currently operates on Drupal 8.9.18 core with 27 contributed modules, contains approximately 600 nodes, and requires migration of approximately 919 files, 6 user accounts, and associated press releases and election results taxonomy.
The price proposal must itemize all costs including design, development, implementation, testing, training, maintenance, and support across a five-year period, with one-time implementation costs clearly separated from annual recurring costs. Pricing should reflect scalable solutions with functional upgrade options that do not require major system refits. The amendment clarifies that training may be conducted remotely if acceptable to the SCSEC, and the state indicated it is open to alternatives to Azure for hosting, other content management systems beyond Drupal, and additional vendor recommendations for features such as multilingual support, personalization, and FedRamp hosting as optional pricing line items. The SCSEC will not disclose the budget for this project. No set-asides, incumbents, or specific funding sources are identified in this amendment.

2. Is the SCSEC open to using a low-code tool that is specifically built for Drupal? (Assuming it meets all technical & security requirements)
a. Yes.
3. How does the team currently perform security patches & Drupal updates?

b. The SCSEC is open to hearing vendor suggestions for securing the site.
5. Is the team open to alternatives to Azure for hosting?
a. Yes.
6. What is the average number of monthly page views on the website?

7. Are there any traffic spikes based on seasonality, events, etc.?
a. The number of page views and bandwidth varies and directly corresponds to the status of the election calendar—i.e., very high traffic leading up to a statewide election, but very little traffic in the months following.
8. Please describe the makeup of the team that will be managing the websites & application - are users technical/non-technical? How large is the team?
a. The awarded vendor will be managing the technical and security aspects of the site.

a. Please see RFP section, “Evaluation Factors.”
