About this file

This is Amendment #1 to a Request for Quotes issued by the South Carolina Department of Natural Resources for removal and replacement of roofing at the Cohen Campbell Fishery residence. The project encompasses replacing architectural shingles on the main residential structure, rolled roofing on low-slope areas (approximately 445 square feet), and roofing on ancillary structures including a woodshed and flat roof section. The scope also includes installation of new guttering and downspouts (seamless preferred but not required), drip edge installation on the carport, house, and wood rack, and ensuring the finished product meets code requirements with a flawless aesthetic appearance. A pre-bid conference is scheduled for March 8, 2022, at 1:30 PM EST at Cohen Campbell Fisheries Office, 2726 Fish Hatchery Road, West Columbia, SC 29172. Questions must be received by March 9, 2022, at 3 PM EST, with sealed offers due by March 22, 2022, at 10 AM EST. Award will be posted on March 22, 2022, and offerors must hold their offers open for a minimum of 90 calendar days following the opening date.

The solicitation permits CertainTeed shingles or equal products of similar style, color, and quality, with specifications required to be attached to bids for verification by SCDNR staff. Rolled roofing is acceptable in low-slope areas, and new guttering should be installed in areas lacking current systems while ensuring the finished product functions as new. Gutter guards are not required. One hard copy of the sealed offer must be submitted to the SC Department of Natural Resources, 1000 Assembly Street, Room 142, Columbia, SC 29201, either via mail or delivery. The document does not specify pricing terms, set-asides, funding amounts, or contract duration in the provided amendment.

Vendor Questions & Answers:

1. The scope mentions (A. 3.2.1.) Certainteed shingles used or equal. There is an area approximately 445 square feet on the residence that is rolled roofing. This was likely used due to the low slope in that area. Will we be going back with similar material (rolled roofing) or do you specifically want architectural shingles over the entire residential structure?

Answer: Rolled roofing is allowed in this area

2. Scope (A. 4.) mentions soffit, fascia, and other materials. There is no mention of drip edge, yet it may be beneficial to install drip edge on the carport. Does drip edge need to be added on the carport?

Answer: Yes

1. Scope (A. 5.) says to install new guttering and downspouts. There is already an effective gutter system on the residence. Would you like the gutter system to be removed and replaced with a new gutter system?

Answer: It is not necessary to remove or replace the entire system, however finished product must function as new and aesthetically pleasing with a flawless appearance.

Other possibilities:

i. Unit price gutter repair by the foot? No, new gutters are to be installed

ii. Install new gutter in areas on the residence that don’t currently have gutter? Yes

iii. If we are removing and replacing gutter system, will we go back with the same specs (4” K-Style) or will you be wanting a different system (5” K-Style, 6” K-Style, seamless, etc)? Seamless is preferable but not required

3. The scope mentions (A. 3.2.1.) Certainteed shingles. The woodshed (32 square feet) is very low slope. Would it be possible to use rolled roofing (similar to the back porch) due to the low slope of the woodshed structure?

Answer: Yes

4. On the back of the house there is a flat section that currently has a cap sheet on it. Do you want to go back with that or put shingles on it? It is really too flat in my opinion for shingles.

Answer: The roofing must replaced to code with the correct material.

5. The current gutters have a gutter guard on them, do you want gutter guards added to the scope?

Answer: No

6. Would you guys also like an alternate price for just doing a base architectural roof as well?

Answer: No

7. Concerning the flat roof attached on back of the house, will we be installing rolled rubber on that section as it does tie in to the existing shingle roof?

Answer: Yes

8. Do you want new gutter guards, gutters, and downspouts?

Answer: Yes per specifications

9. Do you want drip edge installed on the rake and eaves of carport, house, and wood rack?

Answer: Yes

10. We will be providing an estimate for CertainTeed presidential shake which is a premium style shingle. Is that firm or would you like a CertainTeedLandmark Pro architectural shingle that's similar in style as an option?

1. Answer: Similar style, color and quality is allowed, must attach specifications with bid for verification by SCDNR staff.

All other terms and conditions remain unchanged
