About this file

This is Amendment 1 to an Invitation for Bid (IFB) issued by Winthrop University Procurement Services for grounds maintenance services on the university's main campus and farm property. The solicitation requests comprehensive grounds maintenance services including mowing, landscape bed maintenance, debris removal, and related grounds upkeep to maintain campus appearance at APPA service levels 2-3. The main campus encompasses approximately 100 acres and the farm area comprises approximately 218 acres (excluding buildings, parking lots, roadways, and woods). Services are to be performed Monday through Friday between 7:00 AM and 6:00 PM, with flexibility for weekend work to accommodate rain days and university events, subject to coordination. The deadline for submitting questions was August 11, 2022 at 5:00 PM, with offers due by August 24, 2022 at 3:00 PM. No pre-bid conference or site visit was required. Award was scheduled for August 29, 2022, with an anticipated contract start date of September 1, 2022.

The contract may be awarded to one or two responsive and responsible vendors. Winthrop University currently does not have a contract in place, and there are no incumbent contractors. Weed control on sidewalks, roadways, parking lots, and concrete cracks will be provided on a time and material basis. Additional services such as fertilization, turf treatments, and leaf removal are not included in the base scope of work but may be added as time and material additions at the university's discretion. Limited equipment and vehicle storage is available at the facilities area (349 Columbia Avenue), provided the contractor supplies a trailer or shipping container for secured storage. The solicitation includes questions and answers addressing service hours, scheduling restrictions, weed control procedures, and scope clarifications regarding APPA service level expectations.
