About this file
This document is Amendment 1 to Solicitation No. 5400025192 issued by the South Carolina Department of Environmental Control (DHEC) for environmental consulting services related to ACA Cleanup at the Former Rhodes Service Station (UST Permit #08562), located at 410 Spartanburg Highway South, Spartanburg, South Carolina. The project requires excavation and remediation of contaminated soil, including removal of approximately 3,912 cubic yards of soil to a depth of 25 feet, placement of 4,500 pounds of Oxygen Releasing Compound (ORC) mixed with coarse gravel in the bottom 3-foot interval (25 to 22 feet), backfilling with compacted structural fill material, installation of replacement monitoring wells to approximately 20 feet depth, and site restoration with sod replacement in excavated areas. Offers must be submitted online at http://www.procurement.sc.gov by June 8, 2023, at 2:30 PM ET. A non-mandatory pre-bid conference was held on May 18, 2023, at 10:00 AM ET via Microsoft Teams. Award notification was posted June 15, 2023. Offerors must acknowledge receipt of this amendment and hold their offers open for a minimum of 60 calendar days following the opening date.
The amendment incorporates responses to twelve prospective offeror questions addressing site mapping availability, excavation volume calculations, ORC placement specifications, site restoration requirements, and geotechnical investigation needs. Key clarifications include confirmation that backfill soil should be sourced as clean material without contamination sampling requirements, excavation dimensions may be modified for safety reasons near active UST systems with approval, and deviations from specified restoration methods (such as hydroseed substitution for sod or gravel replacement for concrete/asphalt) require written approval from the property owner. Contractors may submit requests for extensions to the Corrective Action Plan preparation timeline with appropriate justification, and variances to compaction testing requirements may be submitted for review. No maximum tonnage allowance was specified for soil removal, and alternative bid approaches to ORC deployment were not entertained. Public notice to affected property owners will be conducted following receipt of the corrective action plan.

AMENDMENT ONE
Solicitation No. 5400025192 DESCRIPTION: ACA Cleanup UST Permit # 08562, Former Rhodes Service Station 410 Spartanburg Hwy. S., Spartanburg, SC 29385
AMENDMENTS TO SOLICITION (JAN 2004)
(a) The Solicitation may be amended at any time prior to opening. All actual and prospective Offerors should monitor the following web site for the issuance of Amendments: www.procurement.sc.gov (b) Offerors shall acknowledge receipt of any amendment to this solicitation (1) by signing and returning the amendment, (2) by identifying the amendment number and date in the space provided for this purpose on Page Two, (3) by letter, or (4) by submitting a bid that indicates in some way that the bidder received the amendment. (c) If this solicitation is amended, then all terms and conditions which are not modified remain unchanged. [02-2A005-1]
QUESTIONS FROM OFFERORS – AMENDMENT (JUN 2017)
This solicitation is amended as provided herein, information or changes resulting from questions will be shown in a question–and-answer format. All questions received have been reprinted below. The “State’s Response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “State’s Response” does. Any restatement of part or all of existing provision of the solicitation in an answer does not modify the original provision except as follows: underlined text is added to the original provision. Stricken text is deleted. [02-2A097-1]
The following prospective offeror questions and agency responses are hereby incorporated into the solicitation.
1. We request a complete, scaled Site Map showing the entire property, all monitoring wells associated with the project and any adjoining streets, etc.
State’s Response: All available maps are located in the technical file, which can be reviewed here: https://scdhec.gov/sites/default/files/media/document/08562A%28ALL%29.pdf
2. Clarification Needed Regarding Site Restoration.
On Page 22, item 10, EQUIPMENT, section C, it states the following:
10. EQUIPMENT
C. The area to be excavated is square shaped, and at a depth of 25 feet, with dimensions shown on Figure B in the Appendix. The expected volume to be removed is 3,912 cubic yards.
Since the map provided is not a scaled version, upon scaling up the drawing, the sketch showing the excavation area calculated to 71.5 ft x 65 ft x 25 feet (deep). Based on our calculations the volume to be excavated is actually 4,303 cubic yards and not 3,912 cubic yards as stated in the bid solicitation. Please clarify.
State’s Response: The provided cubic yards is an estimated volume based on the approximate measurements of 65 feet by 65 feet by 25 feet in depth. The actual volume removed will be dependent on the actual area the contractor removes.
3. Clarification Needed Regarding ORC and Amendments for 22 to 20 feet depth range On Pages 22 and 23, item 11, Backfill & Completion, it states the following:
The open excavation pit shall be 25 feet deep. 4,500 pounds of Oxygen Releasing Compound (ORC) shall be mixed with coarse gravel/rock and placed in the bottom of the open excavation pit from 25 to 22 feet below grade. Addition of the ORC shall be completed in accordance with the manufacturer’s instructions. The excavation shall continue to be backfilled in compacted lifts with subsoil type S-1 structural fill material. Thickness of the lifts should be determined based on the compaction method to be utilized. No amendments to the structural fill shall be added shallower than 20 feet below grade.
Further, it is stated that no amendments to the structural fill shall be added shallower than 20 feet below grade. It does not specify whether there should be any amendments (ORC or otherwise) blended with the structural fill from 22 to 20 feet below grade. Are we to assume that in this depth range (22 to 20 feet below grade) there are to be no amendments? Or if there are any amendments required – please specify the pounds needed and blend ratio if any.
State’s Response: The intent is to place the ORC in the 25-to-22-foot interval; however, there is some flexibility provided during the excavation activities. The intent is not to have any ORC less than 20 feet below grade.
4. Clarification Needed Regarding Site Restoration On Page 23, item 15, Site Restoration, it states the following:
15. SITE RESTORATION: Disruption to the site’s normal business will be kept to a minimum. The grass currently present in the area of excavation will need to be replaced with sod after completion of corrective action. Photographs of the site before, during and after excavation shall be included in the final Excavation Report.
We wanted to get clarification that any adjacent areas that may have concrete or asphalt, which may be affected during excavation activities can be replaced with gravel. That it is not expected of us to pave the affected concrete areas with concrete once the excavation and backfilling activities are completed. Please clarify whether a surface gravel layer is acceptable in all the excavation affection areas that have concrete or asphalt.
State’s Response: The replacement should be with like material. Any deviation must have written approval from the property owner.
5. In lieu of sod, would hydroseed be an acceptable means for site restoration? From experience with sod, it requires a lot of irrigation for several weeks for it to take and will require someone to water it for that amount of time.
State’s Response: Any deviation from the requirements specified must have written approval from the property owner.
6. Any shoring system for an excavation deeper than 20 feet requires design by a P.E. per OSHA regulations (29 CFR Part 1926, Subpart P). Any effective shoring system design depends on the subsurface conditions (soil, rock, and groundwater). Is there geotechnical soil boring data to support the design of an excavation shoring system? If not, will the State’s period of performance milestones be revised to accommodate for proper geotechnical investigation and subsequent design of the shoring system and dewatering system?
State’s Response: Any available soil boring data is available in the technical file which may be reviewed here: https://scdhec.gov/sites/default/files/media/document/08562A%28ALL%29.pdf If any extension for the CAP preparation is required, the contractor may submit a written request for an extension with applicable justification.
7. Can the excavation dimensions be altered from what is specified if it is required for safety? The eastern boundary of the excavation is immediately adjacent to an active tank basin and other heavy surcharge such as the concrete and pavement in the active station lot in addition to potentially significant dynamic loads such as cars traveling in the service station parking lot and tanker trucks that will be filling the active USTs.
State’s Response: The excavation should be kept as close as possible to the original dimensions without compromising the integrity of the existing UST system. The area to be excavated is located on the property with the current active UST system.
8. Will alternative bids be entertained to deploy the ORC? In example, a much smaller limited excavation for some source area removal followed by injection of ORC as a slurry via a network of injection wells.
State’s Response: The bid request is for the specifications as written.
9. The compaction standards outlined in the solicitation require a materials technician and workers to enter an excavation that is at an unsafe depth. Can this compaction testing at depth requirement be waived if a certified materials inspector observes and documents the backfill procedure and mechanical compaction methods? The inspector would conduct and document compaction tests once the excavation is at a safe depth to enter.
State’s Response: Previous excavations to a similar depth have not had this concern. However, a variance can be submitted in the Corrective Action Plan for review.
10. Do the adjacent property owners know about the proposed excavation dimensions?
State’s Response: Public notice will be conducted once a corrective action plan is received, and notice will be provided to all affected property owners.
11. Does the backfill soil need to be sampled (VOCs, SVOCs, etc) prior to import? A standard proctor will be collected for compaction testing reasons but analytical is not specified for the backfill.
State’s Response: The backfill coarse gravel/rock and structural fill should be sourced as “clean” and should not require sampling for potential contamination.
12. The solicitation species 3,912 cubic yards of soil removal, is there a max tonnage allowance?
State’s Response: No
13. What is the maximum depth of the replacement monitoring wells?
State’s Response: The replacement wells should be installed to a depth of approximately 20 feet with a 10 feet screen interval. This depth may vary depending on the depth at which groundwater is encountered post excavation.
