About this file

This is an Amendment 1 document to an Invitation for Bid solicitation issued by the State of South Carolina, Division of Procurement Services, on behalf of the SC Commission for the Blind for Armed Security Services. The solicitation requires security services contractors to provide armed security guards and clearly marked security vehicles. Security guards must work 16-hour shifts with vehicles parked on the SC Commission for the Blind premises throughout the duration of each shift; guards will conduct foot patrols and arrive and depart in marked company vehicles. A pre-bid conference was held virtually on January 9, 2024, at 10:00 AM ET via Microsoft Teams, and offerors were required to submit questions by January 9, 2024, at 4:00 PM ET. Bids were due by January 24, 2024, at 11:00 AM ET through the online procurement portal at https://procurement.sc.gov. The award was scheduled to be posted on January 30, 2024. Offerors were required to submit one original and one redacted copy of their proposals, with a minimum 30-calendar-day offer hold period following the opening date.

Offerors must be registered with a South Carolina Vendor Number and possess a City of Columbia business license. No separate line item was added to the bid schedule for the vehicle requirement, with the vehicle cost incorporated into overall pricing. The solicitation did not establish set-asides, specify an incumbent contractor, or identify funding amounts or sources in this amendment document. Procurement Officer Anastasia Singh managed the solicitation and can be contacted at 803-896-8334 or asingh@mmo.sc.gov.

The following questions were received pursuant to the date and time specified on the cover page of the solicitation:

Question: Security Vehicle

The security services contractor shall provide a security vehicle to always be on site along with security guard(s).

Question: 1a. Will you add a separate line item on the bidding schedule for the vehicle requirement?

State’s Response: a. A separate line item will not be added to the bid schedule for the vehicle.

Question: 1b. Is the vehicle only needed during night shift or 24hrs?

State’s Response: b. Security Guard must arrive in a clearly marked Security Co. vehicle, which will be parked on SCCB premises for the duration of the Guard’s 16-hour shift. Vehicle will not be used for making rounds. Rounds will be made by Security Guard on foot patrol. The guard will arrive and leave the premises in the marked Security Co. vehicle.

Question: 2. We have been in contact with Richland county concerning the business license. They have advised that a business license for Richland county is not what we need. It is a business license for the city of Columbia. Anyway, you can shed some light on that?

State’s Response: A City of Columbia business license is required.
