AMENDMENTS TO SOLICITATION (JAN 2004)

The Solicitation may be amended at any time prior to opening. AMENDMENTS TO SOLICIATION (JUN 2017)

The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “State’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows: Underlined text is added to the original provision. Stricken text is deleted. [02-2A097-1]

The following changes have been incorporated to Solicitation 5400026841:

SECTION 2 – TECHNICAL INFORMATION

Offeror will provide a detailed description of its proposed services. Included will be a point-by-point response to all requirements of Section III. Scope of Work in the same order they are presented in the solicitation. Each requirement will be restated from the solicitation and the Offeror will then explain how they will meet or exceed the requirement. This must include details on all techniques, processes, and methods the Offeror will use. Offeror will also address and state how the services will be completed according to the schedule requirements stated in Section III. Scope of Work. In addition, please provide the following information:

4. The Offeror shall provide documentation demonstrating their leadership skills including their ability to secure the respect of the members and the ability to hold RBC members accountable for the commitments made to each other and to the goals they set for the Pee Dee RBC Santee RBC.

Answers to Bidders questions are below:

1. RFP p. 21 Section 5 - Work Examples requires the submission of work samples, including (A) no more than 3 examples of work related to the services being provided and (B) no more than 1 example of a Final Report or River Basin Management Plan. Can one (1) or more Final Reports or River Basin Management Plans be submitted to demonstrate the required services for part A, along with a different Final Report or River Basin Management Plan as an example Plan for part B? The offeror wants to be sure that the submission of multiple Final Reports or River Basin Management Plans to meet the combined requirements of Part A and B, is allowed, since Part B notes that offeror must provide no more than 1 example of a Final Report or River Basin Management Plan.

State’s Response:

The intent of Section 5 (A) was for the offeror to submit up to 3 summaries or short descriptions of their work, rather than complete reports. The intent of Section 5 (B) is for the offeror to submit one complete, full copy of a Final Report of River Basin management Plan. The report submitted to satisfy (B) may be the final report prepared for one of the projects described in (A).

2. RFP p. 21 Section 7 – Other Required Documents references IX. Attachments to Solicitation, Minority Participation. Section IX of the RFP does not contain any information on Minority Participation. However, p. 22 of the RFP includes Minority Participation (APR 2024) information that appears to be required. Please confirm the information on p. 22 is the information that should be completed and included in Section 7 of our submittal.

State’s Response: Page 22 of the RFP includes the Minority Participation (APR 2024) document that should be completed and included in Section 7 of offeror’s submittal.

3. Section IV Information for Offerors to Submit, Section 2 Technical Information (p. 19-20) - For the list of nine (9) items of additional information, some of our “documentation” will be included in Section 4 Experience and Qualifications. Please confirm it is acceptable to include documentation for these nine items in Section 4 as long as we have clearly referenced and identified where it is located in our proposal. This approach is consistent with our previous qualification’s submittals for all prior South Carolina River basin facilitation and authorship services projects.

State’s Response: If some of the documentation requested in Section 2 is provided in Section 4, it is acceptable to clearly reference the information in Section 4, rather than having to provide the same information twice.

4. Section IV Information for Offerors to Submit, Section 2 Technical Information (p. 19) - Please confirm that the reference to the Pee Dee RBC in #4 of the listed additional information is a typo and it should be “Santee RBC”.

State’s Response: The reference to the “Pee Dee RBC” in Section 2 is a typo. It should read “Santee RBC”.

5. Section IV Information for Offerors to Submit, Section 4 Experience and Qualifications, Item E References (p. 20-21) – For the first two items in the bulleted list of references (i.e., list of all contracts awarded for the required services and list of all South Carolina government awards to the Offeror), do we include the contact information, contract award beginning and ending dates, contract value, and description of services for each contract and SC award on these lists? As a national firm, the information for the first two bullets is quite lengthy. We want to be respectful of the evaluators’ time and present our information in a straightforward and concise manner. Therefore, is it acceptable to SCDNR to provide the contracts and SC government awards for the first two items in list format as requested, and then include the contact information, contract beginning and end dates, contract value, and description of services for the references that will address the last 3 bullets (i.e., “list of up to three (3)…”)? This approach is consistent with our previous qualification’s submittals for all prior South Carolina River basin facilitation and authorship services projects.

References to provide (from RFP p. 20-21):

• List of all contracts awarded for the required services

• List of all South Carolina government awards to the Offeror

• List of up to three (3) current customers

• List of up to three (3) customers the Offeror currently or has in the past provided facilitation services to

• List of up to three (3) customers the Offeror currently or has in the past provided River Basin Planning services to

State’s Response: If the number of all contracts awarded and all South Carolina government awards (i.e., the first two bullets) is extensive, providing this information in a list form (without details such as contact information, beginning and end dates, and contract value) is acceptable. The Offeror should include all information originally requested in its responses to the last three bullets.
