About this file
This is Amendment 1 to a Request for Proposal (RFP) issued by the South Carolina Department of Education Administration through the State Fiscal Accountability Authority (SFAA) Division of Procurement Services for the Growth Measures project. The solicitation seeks a solution capable of calculating school-level growth for all students participating in prescribed assessments, with the mathematics assessment changing in the 2025-26 school year and a potential social studies test addition during the contract period. Offerors must submit one online submission along with one technical proposal, one business proposal, and one redacted technical and business proposal by February 3, 2025, at 11:00 AM ET. A non-mandatory pre-proposal conference will be held on November 20, 2024, at 10:00 AM via Microsoft Teams, with attendees required to email akshell@mmo.sc.gov by 12:00 PM on November 19, 2024, for login instructions. Written questions must be received by November 20, 2024, at 5:00 PM ET. Award notification is scheduled for April 28, 2025, and offerors must hold their offers open for a minimum of 120 calendar days after the opening date.
The procurement document specifies that the solution must calculate growth only for students with necessary pretests for measuring growth. All preferences must be claimed by line item, and vendors claiming resident vendor or resident contractor preferences must provide an in-state office address. Offerors should monitor www.procurement.sc.gov for any additional amendments prior to the submission deadline. The document includes standard provisions regarding entity type certification, payment address designation, and acknowledgment of amendments. No specific pricing terms, set-asides, incumbent information, or funding amounts are detailed in this amendment.
