This is Amendment 01 to a Request for Proposal issued by the State Fiscal Accountability Authority on behalf of the State Housing Finance & Development Authority for Master Servicer services in the SFH Mortgage-Backed Securities Program. Questions from offerors must be received by August 28, 2025, at 4:00 p.m. EST. The award is anticipated to be posted on October 23, 2025. Offerors must acknowledge receipt of this amendment and agree to hold their offers open for a minimum of 90 calendar days after the opening date.

Pricing shall be submitted as a Servicer Retention Percentage (SRP) in basis points, calculated against an assumed average loan amount of $225,000 with a projected volume of 300 units. The current administration fee is $400 per loan, with SC Housing announcing an increase to $500 effective October 1, 2025; this fee is to be split equitably (50/50) between SC Housing and the Master Servicer. The incumbent contractor is Lakeview Loan Servicing. Offerors must provide three references demonstrating Master Servicer experience within the past five years, detailed qualifications in underwriting, closing, shipping, purchase, securitization, and servicing of residential mortgage loans, and current portfolio status or insurer scorecards from FHA, VA, RDS/USDA, GNMA, FNMA, and FHLMC. SC Housing reserves the right to reference all potential servicers with FNMA, FHLMC, and GNMA prior to approval. SC Housing retains ownership of downpayment assistance loans while the Master Servicer services conventional and government-backed mortgages.

AMENDMENTS TO SOLICITATION (JAN 2004)

The Solicitation may be amended at any time prior to opening. III. SCOPE OF WORK/SPECIFICATIONS

PROGRAM BACKGROUND

(sub-paragraph 3)

The Master Servicer purchases loans from South Carolina lenders daily and issues or causes the issuance of FNMA, FHLMC, and GNMA mortgage-backed securities on a weekly basis if the aggregate amount of qualified mortgage loans on hand is enough to satisfy delivery requirements. [Note: Based on current program activity, bi-monthly issuance has been adequate.] In addition, Master Servicer collects an Administration fee from participating lending partner on each loan purchased. The administration fee should be equitably split (50/50) between SC Housing and Master Servicer The administration fee should be equitably split between SC Housing and Master Servicer.

E. Reporting The awarded Contractor may be required to submit a semi-annual self-attestation certifying compliance with all applicable laws related to performing the contracted services and shall, at the request of SC Housing, provide other such documentation as may be reasonably required to establish contractor’s ongoing compliance with the standard requirements of United States Government Agencies and Government Sponsored Enterprises, including FHA, USDA-RD, VA, Fannie Mae and Freddie Mac, that purchase or issue mortgage-backed securities.

V. QUALIFICATIONS

QUALIFICATIONS - SPECIAL STANDARDS OF RESPONSIBILITY (MOD)

This section establishes special standards of responsibility. All parties should consider the requirements outlined herein this solicitation. Offeror must provide in detail and provide answers to all requests for explanation of qualifications, with their offer.

1. Provide three (3) references with names current email and current phone number that you have provided Master Servicer Services you provided within the past five (5) years.

2. Provide your company’s qualifications and experience in underwriting, closing, shipping, purchase, securitization and servicing of residential mortgage loans.

3. Provide your current portfolio status and/or insurer score cards, or any combination thereof, with the following agencies: FHA, VA, RDS/USDA, GNMA, FNMA, and FHLMC.

Questions from Offerors - amendment (Jun 2017) The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. Questions and Answers

1.It appears that this program has been in operation for many years based on the revision history in the document? Can you please share the name of the company currently functioning as the Master Servicer? If I found the correct agreement on your website, it looks like Lakeview Loan Servicing is in this role today?

2.The agreement mentions an administrative fee that would be split between the Master Servicer and SC State Housing. However, it doesn’t mention the amount of the administrative fee. Can you share that information?

State’s Response: Currently, the administration fee is $400.00. SC Housing is announcing an increase in this administration fee on October 1, 2025 to $500.00. Currently, all proceeds of the administrative fee that are collected cover the cost from the master servicer. SC Housing does not charge any additional administrative fee, at the time of closing, on behalf of the master servicer. If willing, SC Housing is looking for the Master Servicer to provide SC Housing with an equitable split.

3.The proposal mentions that the Master Servicer will purchase the servicing rights from the originating lender, it also mentions that the Master Servicer will sell or deliver these loans to FannieMae, FreddieMac, and/or GinnieMae. Does the SC State Housing Authority retain ownership of the other loan types such as the downpayment assistance loans?

State’s Response: SC Housing will retain ownership of the downpayment assistance loans.

4. Under V. Qualifications, number 3: Provide your current portfolio status with the following agencies: FHA, VA, RDS/USDA, GNMA, FNMA, and FHLMC. What specifically is being requested? Will servicer ratings with FNMA and FHLMC, but not FHA, VA, RDS/USDA suffice?

State’s Response: See updated Qualifications, number 3

5. Can you provide additional clarification regarding an administration fee that the Master Servicer is to collect from participating lender partners? This is referenced in two places under Section III, Scope of Work. Is this a new fee that SC Housing plans to begin charging to lenders, or are you referencing the funding fee that the current Master Servicer charges per loan?

State’s Response: See response to question #2.

6. How should we calculate the subtotal in the price proposal section? The requirement is to provide an SRP in basis points, but that is calculated vs the loan amount and not the number of units.

State’s Response:

Assume an average of $225,000.00 when completing the schedule below.

Example: $225,000.00 * (SRP Value as a percentage) * 300 units $225,000 * .00145 * 300 = $978,750.00
