1. Since we were unable to get on roof to measure we need the actual measurements of the length of walkways across the roof and from the roof to the concrete landings. The walkway runs approximately 58 feet across the roof and the roof is approximaetly 20 feet from the bottom of stairway number 2.
2. We will need the number of Penetrations on the roof surface from the walkway and stair supports. There are 26 roof penetrations.
3. Height of Building at Stairs. As indicated on sheet 3 of the drawings, the height of the building above the bottom landing is 15’-2”.
4. Does support for Walkways and Stairs also have to be Fiberglass? Or can that material be
Steel? The supports must also be fiberglass.
5. “252.204-7012 SAFEGUARDING COVERED DEFENSE INFORMATION AND CYBER
INCIDENT REPORTING (DEC 2019). “
a. Does this contract contain “Controlled Unclassified Information (CUI)”? If so, is there a
NIST requirement for bidders? If so, what is our requirements for NIST? The contract does not inculde CUI.
b. “252.204-7020 NIST SP 800-171 DoD Assessment Requirements NOV 2020”. No additional information is provided. Can you please clarify the extent of this NIST requirement for contractors, as it relates to this solicitation? What action is there for contractors/bidders? Are there any actions for any vendors and materials supplies?

6. Please confirm which resin is to be used for the FRP products, paragraph 2.1 in specification 06 73 01 state isophthalic polyester resin, the drawing details (note 1 under grating/stair treads & structural shapes etc.) state VINYL ESTER RESIN. Use vinyl ester resin.
7. Confirm the material to be used for the bracing/wall brackets for Stair No. 1 is to be FRP.
Yes, use FRP for the bracing/wall brackets.
8. Confirm that FRP Columns attached to the concrete slab below can be utilized at Stair No. 1 in lieu of existing/shown diagonal bracing/brackets that attach to the building. No, due to an existing steam line below stair no. 1, diagonal bracing/brackets must be used. Refer to attached photos #7 and #8.
9. Please provide details similar to those given on sheet 5 of the drawings for the 2 new small
FRP stairs shown abutting north and south of the walkway on top of BLDG 116CC. The new walkway will be 2 feet above the roof. Provide stairs from the new walkway down to the roof. Provide stairs consistant with those shown in existing details.
10. Can drawings of the roof walkways be provided for take offs? Drawings of the existing walkway are already included on sheet 3 of the drawings.
11. Can we get measurements of the two small stairways on the roof? Refer to attached photos #2 and #3.
12. Can we get measurements of the total walkway on the roof? Refer to question #1.
13. How many existing penetrations are on the roof? Refer to question #2.
14. Can you verify how the existing steel for the main walkway on the roof is connected, bolted or welded? The steel is welded together and bolted to the roof deck.
15. Can you provide some more pictures that are more detailed/closer of the entire existing walkway, if drawings cannot be provided? Refer to attached photos.
16. Per scope, shuts down are required. Can you clarify what existing utilities need to be moved and/or those that will need to be shut down during our work? There are no existing utilities that are expected to be moved. The existing steel is coated with lead paint. Based on the lead abatement plan, adjacent air intakes may need to be shut down during the demolition process.
17. SECTION 06 82 14 Page 4 Spec 2.1.3 asks for ASTM D1148 and ASTM D430. FFI has testing for ASTM G 154 for 750 hours. Will this test suffice for 1148/430? Note that Section 06 73 01 (FRP Grating) notes G154 as a reference. Yes, this will suffice.
18. SECTION 06 73 01 Page 5, Spec 2.2 Dictates a specific method of construction which utilizes square handrail tube post which is an alternative to industry standard method of fabrication. Contract drawings (20-008A) detail round handrail tube post which is industry standard method of construction. Please confirm round tube is the accepted material and method of fabrication. Provide round tube.
19. Please confirm if taxes should be carried in proposals? Local sales taxes should be included in proposal; however, taxes should be deducted when calculating profit.
20. Please confirm if taxes should be carried in proposals? Refer to answer #19.
21. Please confirm if there are any known hazardous materials? Refer to Appendix B of the specification. The existing steel is known to be coated with paint containing lead.
22. What is the EPS Insulation thickness required for the EIFS replacement areas shown on the above noted drawings? The maximum insulation thickness is 6 ½”. The minimum insulation thickness is 1 ½”.
23. The hazardous materials note on sheet 1 states the roof was done in 2005. Please confirm if the existing roof is still under warranty and if so, please provide roofers information? The roof is not under warranty.
24. Please confirm if the existing EIFS is still under warranty? If so, please provide installers information? The EIFS is not under warranty.
25. Sheet 5 of 6 / detail new stair elevation 1 states provide bracing / wall brackets as required to secure the landing. Please confirm if we are to carry design and calculations as a part of this project for these items? Yes, provide design and calculations for the new stairs and walkways.
26. Please confirm if new rebar being installed should be epoxy coated? No, epoxy coated rebar is not required.
27. Sheet 5 of 6 states to patch with asphalt around concrete landings. If the asphalt gets saw cut, can the new concrete be placed against the existing asphalt? No.
28. Concrete note #7 states to compact the gravel base to 95%. The drawings do not state to replace the gravel under the concrete walks. Please confirm if the existing subbase will meet this 95% compaction rate? The existing subbase is unknown. Expect to remove and provide 8” of gravel beneath the new concrete walkway.
29. Please confirm if any quality control testing is required for the concrete work? Refer to specification section 03 30 00. The following test reports are required: cocrete mix design, aggregates, compressive strength tests, slump tests.
30. General notes #5 states existing utilities and obstructions shall be temporarily removed by the contractor and reinstall after completion of work. Please confirm what existing utilities will required to be temporarily moved? No existing utilities are expected to be moved.
31. Please confirm where a lay down area for dumpsters and equipment will be provided? A laydown area will be coordinated through the contracting officer after award. The likely location will be in the parking area adjacent to Stairway No. 1.
32. Please confirm the spacing and width for the existing walkway roof supports that we assume will stay in place for the FRP material to attach to? The existign roof supports are 5’4” on center and beams are 6’0” on center. New roof supports must be provided under this contract.
33. Please confirm if the wall brackets for stair no. 1 are to be FRP material or is this steel? Refer to answer number 7.
34. Will FRP columns for the stair no. 1 be acceptable so that attaching wall bracing to the building will not be required? Refer to answer number 8.
35. Please clarify which resin is to be used for this project. Specs call out for iso-polyester resin but the drawings call out vinyl ester resin? Refer to answer number 6.
36. On the site walk we were not allowed on the roof or to take pictures. Please provide pictures of the roof mounts and a count of how many are on the roof? Refer to answers number 2 and 15.
37. Please provide an overall length of walkway? Refer to answer number 1.
38. Please confirm if the foundation base is to stay and the pad is to be removed on the concrete walkway located at the top connecting to the street. Yes, the top slab (landing) is to be removed and a new slab placed on the existing foundation.
39. Please provide drawings to show how new grating is to be supported? The design and structural calculations for the new grating and FRP members must be provided under this contract.
40. Other than the two eif’s connections does the stairway #1 connect to the building? The drawings show above the roofline but the pictures seem to indicate that it could connect to the building. Additional photos are attached for clarification.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)
and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
