About this file

This is Amendment #2 to a Request for Proposal issued by the South Carolina Department of Transportation (SCDOT) for on-call public involvement services. The solicitation (5400024507) was issued on January 20, 2023, with a pre-proposal conference scheduled for January 10, 2023, at 10:00 AM via teleconference (dial-in: 1-800-753-1965, access code: 7236783), with in-person attendance available at SCDOT Headquarters, 955 Park Street, Columbia, South Carolina. The deadline for submitting questions was January 12, 2023, at 10:00 AM, and the offer submission deadline is February 3, 2023, at 2:30 PM through the online portal at http://www.procurement.sc.gov. Award notification is scheduled for March 9, 2023. Offerors must hold their offers open for a minimum of ninety calendar days after the opening date and submit one copy of the signed solicitation cover page with their proposal.

Amendment #2 addresses additional questions from prospective offerors regarding proposal submission requirements. Key clarifications include: qualifications and required information may be submitted as a separate, clearly labeled document that does not count toward page limits; no specific formatting requirements exist, though readable font styles and sizes are expected; and references to South Carolina public bodies served in the past three years should include all types of services provided, not limited to public involvement services specifically. Offerors are responsible for contacting the procurement officer, Jeffery Schwalk (SchwalkJC@scdot.org, 1-803-737-1018), for any additional clarification regarding this amendment or the original solicitation.

SCDOT RESPONSE

In Section V: Qualifications: Required Information (March 2015) item (c) asks for a detailed narrative of the three recent, most comparable contracts. Item (d) asks for a listing of every business for which substantially similar services have been provide. Item e) asks for a list of every South Carolina public body for which service have been provided. The intent of item (e) is for proposer to reference all types of services provided to public bodies in the past three years.
