Questions and Answers NIST Solicitation No. AMDTCRQ2300505 Strategic Planning Support Services for Measurement Science Manufacturing Robotics Program

1. Question: The solicitation states that “to assist the Government in evaluating firm fixed price quotations, the offeror shall provide a breakdown of the proposed firm fixed price for each required Contract Line-Item Number (CLIN), which details prices for all products or services required by the SOW in terms of cost of material and labor, to demonstrate how the total firm-fixed price was derived”. As there is only one CLIN, is the Government merely looking for a proposed fixed price or is further breakdown required? If further information is required, please provide what level of detail the Government is looking for- labor, ODCs, travel? And if detail is required, is a labor category, hourly rate and number of hours sufficient?

Answer: In addition to providing a firm fixed price for the single CLIN, please provide as supporting information including the levels of effort, fully burdened hourly rates, and labor categories used to develop the firm fixed price. The supporting information is to help the Government evaluate the firm fixed price quoted.

2. Question: Is an Excel sheet sufficient for submission of the pricing?

Answer: Yes, pricing may be submitted in an Excel spreadsheet.

3. Question: Is there a format for the technical response- i.e. font size, type, margin width requirement, spacing? And is there a page limit for the technical response?

Answer: No specific format is required for the technical response.

4. Question: Should the resume for the key personnel be included with the technical response? Is there a special format that should be used?

Answer: Yes, please include the key personnel resume with the technical response. There are no specific format requirements for the resume.
