Performance Work Statement Strategic Planning Support Services for Measurement Science for Manufacturing Robotics Program
BACKGROUND:
The Intelligent Systems Division (ISD) in the Engineering Laboratory at NIST is developing standards and test methods as part of the Measurement Science for Manufacturing Robotics (MSMR) Program. The program is on a five-year cycle and FY23 is the final year of the cycle. Current efforts are starting to perform strategic planning activities to determine the structure and focus areas of the next iteration of the robotics program and to determine how the program can make the maximum impact moving forward. This effort is extremely important to ensure that NIST delivers on the MSMR goals to assess and assure the key attributes of robotic systems necessary to enable flexible and dynamic production.
OBJECTIVES:
The purpose of this requirement is to procure contractor services to support the planning of the future iteration of the Measurement Science for Manufacturing Robotics program.
The contractor shall assist NIST robotics staff in developing a landscape document describing the opportunity areas that the NIST robotics program should consider moving into, including recommendations for areas to grow and areas to sunset. The contractor shall also develop a Marketing plan document suggesting ways to increase the impact of the NIST robotics program.
SCOPE:
The Contractor shall perform the following tasks to support the future iteration of the MSMR program and the development of research in the areas of measurement science for manufacturing robotics.
REQUIRED TASKS:
1. Develop a landscape document describing the opportunity areas that the NIST robotics program should consider moving into, including recommendations for areas to grow and areas for which growth is not required (i.e. to sunset).
1.1. Internal Calibration: Meet with Program Management and Project/Technical Leaders at NIST to understand current efforts and trajectory.
1.2. Perform an External Scan of needs by key stakeholders in the manufacturing robotics community.
1.2.1. Research the trends in application needs for robotic system performance, collaboration, agility, autonomy, safety, and ease of implementation by manufacturing industries through reports, other documents, and potentially interactions with Advanced Robotics for Manufacturing (ARM) Institute stakeholders
1.2.2. Research emerging technologies in application of measurement science for manufacturing robotics and their maturation progress through literature surveys, conference trends, and other means
1.3. Provide an Interim version of the landscape document
1.3.1. Report interim findings to NIST at a virtual meeting.
1.3.2. Present interim findings and landscape document to NIST staff to get interactive feedback from Program Leadership
1.4. Produce final document based on NIST feedback from the meeting.
2. Produce a marketing plan document suggesting ways to increase the impact of the NIST robotics program.
2.1. Examine current outreach techniques to make NIST’s work more visible to our stakeholders and assess their effectiveness in maximizing the probability of adoption. Conduct discussions (apart from the discussions in Task 1) with Program Leadership to understand their perspectives and priorities.
2.2. Investigate other technical transfer approaches and means of raising awareness of NIST products for the different project areas in the program.
2.3. Provide an Interim version of the initial marketing plan document
2.3.1. Report interim findings and initial marketing plan document to NIST at a virtual meeting.
2.3.2. Give a presentation to get interactive feedback from Program Leadership
2.4. Produce final document based on NIST feedback from the meeting.
Monthly Task Reports/Status Meetings The Contractor shall provide a monthly oral report through telephone or online virtual meeting containing details of activities accomplished, findings established, deliverables completed, outstanding deliverables, any delays, reasons for delays or other problems encountered and proposed resolutions, and recommendations.
