Road Maintenance Specifications

Road Maintenance: Commensurate with use, all road maintenance responsibilities within the work area shall be performed in a timely manner so to prevent rutting, seasonal weather damage and to safeguard soil and water quality.

a. Blading: Surface blading is keeping an existing native or aggregrate Roadbed in a condition to facilitate traffic and provide proper drainage. Contractor shall maintain the roads cross-section by blading and shaping the traveled way, turnouts, and shoulders; maintaining existing crown or sloping for drainage. Surface material shall not be side-cast but shall be returned onto the traveled way. Banks, backslopes and berms shall not be undercut or newly established. Established berms shall be maintained. Waterbars, dips, and overside drains shall be installed as directed by the Forest Service

b. Surface Protection: While performing ordinary road maintenance work, Contractor shall avoid permanently fouling gravel or asphalt surfaces through covering them with earth or debris from side ditches, slides or other sources. Contractor shall avoid blading the surface course off of the road. Rocks or other material remaining on the travel way that are 4 inches or larger shall be removed but not sidecast into streams, lakes, or other water courses.

c. Slide Removal and Disposal: Slide material, including rock, soil and vegetative matter which encroaches into the roadway shall be removed. The deposit location for removed material from slides or other sources shall be chosen with the objective that such material will not erode into streams, lakes or reservoirs. Material shall not be wasted over planted road fills, unless otherwise agreed. Road surface and base courses shall not be excavated during the slide removal. If the amount of slide is great enough to require reshaping of the slope area above the roadway which generated the slide, Forest Service personnel will need to evaluate the slope for safety and stability.

d. Visibility: Contractor shall remove brush, tree growth or other obstructions to visibility, as they develop during the contract period. All treated vegetation shall be lopped and scattered within open areas adjacent to the road.

e. Normal Seasonal Cleanup: Contractor shall perform a normal amount of seasonal weather cleanup which will include the removal of bank slough, minor slides, and fallen timber, replacing material washed out of fill slopes and cleaning out drainage ditches and culverts.

f. Drainage Maintenance: Ditches, culverts, waterbars and other drainage facilities shall be kept clear and functioning.

Over side drains shall be installed and maintained to prevent damage to fill slopes. Any erosion channels on fill slopes shall be filled with rock or other material and be re-vegetated.

g. Preventive Maintenance: Preventive maintenance shall be performed at the end of Contractor’s use, each season, to minimize weather damage during the non-use period. Work shall consist of blading to remove ruts or other surface irregularities, cleaning of ditches and culverts and any other work that would prevent excessive erosion or bank slough.

Damage resulting from Contractor’s use or failure to perform required preventive maintenance, shall be repaired.

h. Dust Abatement: Unless otherwise authorized by the COR, water shall be used to keep loss of fines to a minimum and reduce safety hazards. The water source(s) must be approved by the COR.

1. Bid Items 1 and 2: Meyer Flat Well the designated water source.

2. Bid Item 3: Ash Creek is the designated water source.

i. Snow Removal: Snow removal shall be done in a manner to preserve and protect the roads, to the extent necessary to ensure safe and efficient transportation of materials, and to prevent excessive erosion damage to roads, streams and adjacent lands. Snow removal work by the contractor shall include the following specifications:

1. Removal of snow from entire road surface width including turnouts.

2. Removal of snow slides, fallen timber and boulders that obstruct normal road surface width.

3. Removal of snow, ice and debris from culverts so that the drainage system will function efficiently at all times.

4. All items of snow removal shall be done currently as necessary to ensure safe, efficient transportation. Work shall be done in accordance with the following minimum standards of performance:

a. All debris, except snow and ice that is removed from the road surface and ditches, shall be deposited away from stream channels at agreed locations.

b. During snow removal operations, banks shall not be undercut nor shall gravel or other selected surfacing material be bladed off the roadway surface.

c. Ditches and culverts shall be kept functional during and following roadway use.

d. Snow berms shall not be left on the road surface. Berms left on the shoulder of road shall be removed and/or drainage holes shall be opened and maintained. Drainage holes shall be spaced as required to obtain satisfactory surface drainage without discharge on erodible fills.

e. Dozers shall not be used to plow snow on system roads without written approval of the Forest Service.

f. Snow must not be removed to the road surface. A minimum two (2) –inch depth must be left to protect the roadway.

g. Contractors’ damage from, or as a result of, snow removal shall be restored in a timely manner.
