APPENDIX C

Road Maintenance and Erosion Control: The following is intended as a set of operating conditions and erosion control needs for the use of roads, landings, and forwarding trails within summer or winter operating seasons. Included in this Item is equipment mobilization, and the costs associated with seasonal move-in and move-out requirements. Ground disturbing work cannot begin in any unit until FS personnel have determined operable soil conditions exist. Work must be in compliance with all applicable Best Management Practices (BMPs) listed here, applicable water quality BMPs from Appendix F of the Waste Water Discharge Permit (WWDR), and the LTMBU Agreement for Wet Weather Operations and Operations Outside Normal Operating Season.

Contractor shall perform specified road maintenance and erosion control activities, which includes but not limited to road blading, drainage maintenance, preventative maintenance, and dust abatement on designated Forest Roads, and any unnumbered newly constructed roads, channel crossings, landings, forwarder trails, existing non-system roads and existing and new temporary roads.

Water for performing road maintenance may be obtaining from hydrants in the project vicinity. The contractor is responsible for obtaining a water use permit and encroachment permit for use of county/city/state roads. Specific road maintenance and erosion control requirements for temp roads/landings are listed below. Ripping of landings and temporary roads is not permitted in known noxious weed sites and in rocky soils. A slash mat or construction of temporary crossings will be required when crossing areas of wet soils or stream courses in Stream Environment Zones. Equipment will not be required to operate over a slash mat outside of wet Stream Environment Zones, but where a slash mat is not present on equipment trails, water bars shall be installed upon completion of use of each equipment trail.

· Unit 170: Reopen existing temporary road off Fallen Leaf Rd. and construct landing.

· Unit 169: Construct temporary road off Tahoe Mtn. Rd. and construct 3 landings.

· Units 184, 186, 187 & 216: Utilize forest road 12N20 and engineer to a maintenance level suitable for hauling.

· Unit 186: Utilize forest road 12N20C and engineer to a maintenance level suitable for hauling.

· Unit 184: Construct 2 landings along forest road 12N20.

· Unit 187: Construct 2 landings along forest road 12N20.

· Unit 186: Construct 1 landing along forest road 12N20C.

· Units 12: Utilize forest roads 12N17 & 12N08 and engineer to a maintenance level suitable for hauling.

· Unit 12: Construct 2 landings along forest road 1201, 3 landings along forest road 12N17, and 1 landing along forest road 12N08.

· Unit 193: Construct 2 landings along forest road 1201.

· Unit 192: Construct 3 landings along forest road 1201, construct temporary road off 12N01 and construct landing.

· *The Saxon Creek crossing on Forest Road 1201 may not be available in 2017 due to bridge replacement. An alternate route will be available during this period utilizing Forest Roads 12N08 and 1204 to Pioneer Trail. The distance from the intersection of Forest Road 12N08/12N17 to Pioneer Trail using this route is approximately 1 mile (see map). This route includes 0.54 mile of native surface, and 0.46 mile of paved road.

· During closeout of landings spread chipped material over the landing not to exceed 6 inches in depth. Rip the landing to a depth of 12 inches.

· All temp roads shall be mulched then ripped to incorporate material into soil. Rip to a depth of 18 inches.

· At the intersection of roads where native surface material and pavement meet - Install rock or chip apron at intersection of paved road. If rock is used, rock shall be 3+ inches in size and placed to a 4 inch depth for 25 feet from the paved road. If chip is used, place to a 4 inch depth for 25 feet.

· Install barriers to effectively block vehicular access as determined by the Contract Administrator.

· Water bar spacing shall be in accordance with the California Department of Forestry and Fire Protection’s California Forest Practice Rules, 2009.

The following Best Management Practices (BMP) are applied to this contract for erosion control purposes. 2. Cooperative Road Use: When two or more commercial users are simultaneously using the same road, they shall agree on a maintenance plan and arrangements for accomplishing the work. The Forest Service shall approve this plan.

3. Temporary Roads: As necessary to attain stabilization of roadbed and fill slopes of Temporary Roads, Contractor shall employ such measures as out-sloping, drainage dips, and water-spreading ditches. After a Temporary Road has served Contractor’s purpose, Contractor shall give notice to Forest Service and shall remove bridges and culverts, eliminate ditches, out-slope roadbed, remove ruts and berms, effectively block the road to normal vehicular traffic where feasible under existing terrain conditions, and build cross ditches and water bars, as staked or otherwise marked on the ground by Forest Service. When bridges and culverts are removed, associated fills shall also be removed to the extent necessary to permit normal maximum flow of water.

4. Landings: After landings have served Contractor’s purpose, Contractor shall ditch and slope them to permit water to drain or spread. Unless agreed otherwise, cut and fill banks around landings shall be sloped to remove overhangs and otherwise minimize erosion. Landings shall not be constructed in wet or difficult to drain areas, in depressions, or within designated SEZ’s.

5. Forwarder Trails: When log forwarding is completed and portions of forwarder trails are not covered by slash, Contractor shall construct cross ditches on forwarder trails where staked or otherwise marked on the ground by Forest Service. By agreement, Contractor may use other comparable erosion control measures, such as backblading forwarder trails, in lieu of cross ditching.

6. Wetland Protection: Use mechanical treatments or systems that avoid or minimize disturbance to the ground and vegetation in or near the wetland. Conduct equipment operations in a manner that maintains or provides sufficient ground coverage. Contractor shall use slash mats or other approved methods of protection to travel in or near wetlands. Vehicular or skidding equipment shall not be used except where roads, landings, and tractor roads are pre-approved. When travel routes and landings are no longer needed the Contractor shall removal slash mats or other protective materials from the wetland. Where feasible, directional felling will be used to avoid felling trees into wet areas. Unless otherwise agreed, trees felled into wet areas or identified for removal shall be removed by endlining or fully suspended, slash removed, and resulting disturbance will be repaired where necessary to protect vegetative cover, soil, and water quality. Resulting logging slash shall be removed where necessary to protect cover, soil, and water. The Contractor will repair damage to a wetland caused by unauthorized purchasers’ operations in a timely and agreed-upon manner.

7. SEZ Vegetation Protection: Contractor's Operations shall not unnecessarily damage SEZ vegetation to include but not limited to aspens, willows, etc. in the stands and in protected areas.

8. Erosion Prevention and Control: All work must comply with all applicable BMPs listed in this appendix, applicable water quality BMPs from Appendix F of the Waste Water Discharge Permit (WWDR), and the LTBMU Agreement for Wet Weather Operations and Operations Outside Normal Operating Season.
