Amendment 1 is Provide pertinent information on Item 3. Yellow Star Thistle Plantation Treatment. Due to the relevant information provided close to closing the Solicitation is extended and will close on Thursday, 7 May 2015 at 4:00 PM. See Attached changes to scope of work. Please use this schedule of items.

1.8-b(7) Herbicide Mix Specifications:

Where the herbicide mix specification is “1.5% Glyphosate w/ R-11” (Item 1), the mix shall contain 1.5% glyphosate herbicide (53.8% formulation), 1% “R-11” adjuvant, and 0.25% “Colorfast” purple dye. 100 gallons of herbicide mixture would thus be as follows:

1.50 gal glyphosate herbicide

1.00 gal “R-11” adjuvant

0.25 gal “Colorfast” purple dye

Where the herbicide mix specification is “3% Glyphosate w/ R-11” (Items 2 & 3), the mix shall contain 3% glyphosate herbicide (53.8% formulation), 1% “R-11” adjuvant, and 0.25% “Colorfast” purple dye. 100 gallons of herbicide mixture would thus be as follows:

Spray Buffers (Exclusion Areas):

Buffers will be designated by the Contracting Officer’s personnel at time of treatment. In the event the contractor encounters undesignated water features, the contractor shall notify the Contracting Officer’s personnel immediately, and proceed to implement the standard buffer width shown below. In general, buffers will be as follows:

Perennial streams = 50’ unless flagged otherwise

Any other standing and/or running water = 25’ unless flagged otherwise

Other resource protection areas = pink & green flagging and/or pink & black flagging

Excluded Vegetation:

Black oak (Quercus kelloggii)

Live oak (Quercus wislizenii)

Elderberry (Sambucus Spp.)

1.8-c Contractor-Furnished Equipment

1.8-c(1) Required Materials:

The contractor shall provide the following herbicides, adjuvants, and dye:

1. A 53.8% glyphosate herbicide formulation without an integrated surfactant. E.g. Accord Concentrate (EPA Reg. No. 62719-324), Foresters’ Non Selective (EPA Reg. No. 228-381), Roundup Custom (EPA Reg. No. 524-343), or equivalent.

2. R-11 (CA Reg. No 2935-50142) or equivalent nonionic surfactant, and

Hasten (CA Reg. No 2935-50160) or equivalent modified vegetable oil surfactant.

3. Colorfast brand or equivalent purple dye.

All herbicides and adjuvants shall be provided in factory sealed containers no larger than 2.5 gallons each. Equivalent herbicides, adjuvants, and dye may be substituted only as approved by the Contracting Officer. Contractor shall provide clean water for the wash down packs.

1.9-c Quality Assurance Surveillance Plan.

Surveillance of performance is addressed in Inspection above provide information on frequency and method by sampling.

Quality Performance Measures.

Applied the herbicide mixture to all target vegetation in each stand.

Applied the herbicide mixture to all target vegetation in each stand

Protected Crop trees from spray - Trees bagged, remained upright, and without damage, bags did not blow off, crop trees did not catch spray drift, all bags removed within 1 hour.

Item 2.

Apply the herbicide mixture to all target vegetation in each stand.

Protect Crop trees from spray. Same as above and includes: all trees on that spot are protected while the adjacent area was being sprayed.

Item 3

Apply the Herbicide mixture to yellow star thistle (both live and dead plants), within the treatment area.

Treatment extended to a 20’ radius beyond the extent of the plant occurrences.

Exclusions/non-work areas are free of direct spray application/treatment.

1.10-a Work Timing

The Contractor shall begin work within ____3____ calendar days after the effective date of the Notice to Proceed and shall prosecute the work at a rate that will result in completion of all work within the following time frame:

Failure to begin work on schedule will make the contract subject to immediate termination for default.

Delays due to normal adverse weather, weekends, and holidays have been included in the calculation of contract time. The Government reserves the right to set the priority of items or sub-items. Contractor shall complete all work on one sub-item before proceeding to another.

If this solicitation has more than one numbered item, award of more than one item to one contractor will not change the start work dates or the amount of contract time; times will run concurrently.
