Statement of Work — End-product contract for continued fire remote-sensing data collection with Contractor-owned, air-borne FireMapper 2.0 sensor
Contract Period Award date: September 1, 2016 [to extend through 31 August 2017]
Service provided Contractor will operate a remote sensing-capable, high-performance aircraft with Contractor-owned thermal-infrared remote-sensing instrumentation, a FireMapper 2.0 system, to strategically map the movement and thermal properties of active wildland fires over four to six flight individual periods with a total flight period of 24 hours. Imaging targets primarily are wildland fires as may occur in southern California chaparral or Sierra Nevada mixed conifer forest but may include fires in other western states. Flights will be conducted in order to obtain complete, contiguous, and repeated fire-image data sets with a target ground-resolution of 6 to 8 meters in three thermal-infrared bands. Sufficient over-lap of greater than 50% between successive images is required to allow estimation of near-surface wind velocities in the flaming zone. Intermediate flight lines with at least four passes per fire made perpendicular to the direction of and over the fire’s head will document flame movements employing the FireMapper 2.0 tactical mode at 8.5 micrometers.
The contractor will maintain aircraft and flight crews, operate remote-sensing instrumentation, process remote-sensing data into orthorectified geoTiff imagery, and provide to the Forest Service Pacific Southwest Research Station (PSW) all processed and raw data from imagers and the associated inertial navigation system and a description of techniques for automated data processing. Target fires for re-mote sensing will be assigned by the Contracting Officer’s Representative.
Equipment Requirement Utilized aircraft must be an appropriate, commercial (non-public), fixed-wing aircraft capable of flight at 200-knots airspeed to 28,000 ft altitude to accommodate timely data acquisition and flight over tall smoke plumes. Contractor will provide remote sensors, inertial navigation system, and associated support equipment. The thermal-imaging sensor, a FireMapper 2.0 instrument, will operate as a fram-ing camera at thermal-infrared wavelengths, from 8 to 12.5 micrometers, providing calibrated, unsatu-rated fire-front imagery (to 850º C) in two, narrow wavelength bands as well as a broadband, encom-passing the wavelength range from 8 to 12.5 micrometers for mapping at earth-resource temperatures.
FireMapper 2.0 data are required to accommodate the PSW Research Station’s data analysis processes and to provide quantitative image data depicting fire-associated surface temperatures and radiances.
The FireMapper 2.0 is unique in providing the required quantitative, unsaturated measurements of wildland fire radiance.
Justification of item to be purchased Airborne remote-sensing services are required for acquisition of near-real-time wildfire mapping data with specialized thermal-infrared remote-sensing instruments to allow continued airborne fire research under problem area 1 of the PSW Fire and Fuels Program charter and to provide fire intelligence prod-ucts to incident management teams.
Item description Product will include: Calibrated and unsaturated thermal remote-sensing imagery with a target resolu-tion of 6 to 8 meters, together with aircraft location and attitude data, collected as frequently as every 10-20 minutes during active burning periods and from actively spreading fire lines, from wildland fires as assigned by the PSW Contracting Officer’s Representative. Required are contiguous coverage on flight lines with at least 50-percent overlap between successive images and at least 10% overlap be-tween adjacent flight lines. Remote sensing potentially will require periods of four hours continuous flight over active fire lines, multiple flights per day, and potentially multiple days per assigned fire for a total remote sensing flight period of 24 hours. Raw thermal images with aircraft location and attitude data are to be delivered to a PSW-authorized FTP-site within one hour of aircraft landing. Contractor will also provide documentation of image processing steps and the methodology for integrating image and inertial data in near-real time.
