SAM Entity Required to Receive Award SAM replaces and consolidates CCR (Central Contractor Registration), ORCA (Online Representations

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

2. Description of Project

In general, work under this contract includes the following:

Using GPS for locating and monumenting (i.e., flagging) common stand exam plots within each stand. GPS unit must be capable of differential correction. The Government will provide GPS files of latitudes & longitudes, and plot locations for Contractor use.

Conducting and collecting Common Stand Exam (CSE) Intensive Plots in plantations. Plots are set up at 1 per 10 acres, with a minimum of three plots for stands 6-10 acres, and two plots for stands five acres and less). Provide CSE and Fuels data in electronic format via FSVeg Common Stand Exam (CSE) Portable Data Recorder (PDR) Application, current version: 01.22.2017.1, deployed:

01/22/2017. Returned aerial NAIP stand maps with numbered plots.

Photographic evidence will be collected at each plot center, one photo per cardinal direction, North, South, East and West. Stand at plot center and take photos 4.5 feet above ground, one from each direction. Place horizon approximately 2/3 below the top of the photo frame.

Collect fuels data on each plot, using Brown's Planar Intercept Method electronically.

Collect Snag Counts fixed plots electronically.

Complete the Wildlife Habitat Notes Survey form - one per stand (hardcopy) form provided in

Exhibit A. Deliver both the hard copy filled out and a pdf of the forms scanned.

3. Project Locations / Access

Location

This project is located on the Shasta-Trinity National Forest, Shasta-McCloud Management Unit.

Accessibility

The project work site is best accessed by a four-wheel-drive vehicle. Foot travel is required to navigate to each plot. Maps and photos may indicate that a road goes to the plot location, however, vehicle access may be difficult or restricted. Stand locations may necessitate that the Contractor walks to the stand or acquire some other means of travel. Off-highway vehicles are not permitted off of designated trails and roads systems on the Shasta-Trinity National Forest.

Maps showing the general vicinity and/or specific work areas are included as an attachment. Maps are general in nature and are not to be considered as definitively identifying locations.

4. Contract Time

Work is estimated to begin May 29, 2017 and should proceed at a rate that will complete work within 56 calendar days.

Delays due to normal adverse weather, weekends, and holidays have been included in the calculation of contract time. The Government reserves the right to set the priority for the completion of stands.

Contractor shall complete all work on one stand before proceeding to another.

Winter Shutdown

There is no winter shutdown anticipated due to the timeframe of the contract. When winter weather sets in and the continuation of work is impractical, the Contracting Officer may authorize a total suspension until such time as work can proceed. During the period of total suspension, the calendar days elapsed will not be charged against the contract time.

5. Restrictions on Work

Work may be performed at any time during the period of the contract, except as outlined here. Nothing in this part shall be construed to take away any of the Government's rights under the Suspension of Work Clause (52.242-14). Restrictions are as follows: When the Contracting Officer (or designated representative) determines that adverse weather has made access too dangerous or that continued vehicular

Camping

Camping is not permitted in US Forest Service campgrounds, but the Contractor will be permitted to camp elsewhere on US Forest Service land. Camping on Forest Service land is not a right;

permission may be revoked for failure to comply with the terms of the permit. The COR must approve campsites. Contractor shall comply with all terms and conditions of any camping permit issued to allow use of premises. Any non-compliance will result in suspension of work until compliance is achieved.

6. Technical Requirements

Common Stand Exam (CSE) data will be in electronic form, collected via Portable Data Recorder (PDR) Application using the most current version of FSVeg/ExamsPC. Data shall be uploaded into the ExamsPC software on a personal computer. Setting Data will be provided to the Contractor electronically. The Contractor shall successfully run the electronic data through the Pre- load Audit program (compatible with Microsoft Office 2013) to clean the data. The Contractor's electronic data generated from the ExamsPC software shall successfully transmit to the U.S.F.S. FSVeg System using the computer equipment at the Shasta-Trinity National Forest, Mt. Shasta District Office located in Mt. Shasta, California, as arranged with the COR.

NOTES:

Data collected in the field shall be completed on one data recorder for each stand. Do not use more than one recorder within a stand.

Contractor will be responsible for adjusting the Basal Area Factor (BAF) for each unit/stand within the Exams PC and PDR programs. The BAF will be selected using one BAF per unit/stand. Plots should average 8 - 12 tally trees per plot.

7. Contractor-Furnished Components

The Contractor shall furnish all labor, equipment, supervision, transportation, and supplies to perform all work specified herein.

All equipment used within the contract stands shall be in such mechanical condition and of an appropriate type to meet with the requirements of the work and to produce and maintain a satisfactory quality of work.

All equipment used will meet or exceed OSHA specifications. The Contractor shall provide the laptop, portable data recorders, global positioning system (GPS) capable of differential correction, and digital camera for taking pictures. The Contractor shall supply the flagging and the wire stake pins for monumenting the plots. (Flagging colors are negotiable).

8. Government-Furnished Components

The Government will provide the following item(s) of Government property to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the "Government Property" FAR clause contained elsewhere in the contract.

9. Specifications

Locating and Monumenting Plots

Plots locations have been identified on a map and through the Government's GIS System, ArcMap. Plots have been placed on a grid across land areas or stands that are to be sampled through common stand exam (CSE) plots. Some plots have been adjusted within the grid to relocate off roads, non- sample areas and locations that fall immediately between delineated stands.

The Government will provide the Contractor with topographic maps and aerial photo prints on which the plot locations are identified and the stand boundaries are delineated. Stand/plot GIS files will also be provided. The contractor shall determine the plot numbers, and log the numbers on a hardcopy map to turn in with the completed work package(s).

Follow guidance in the FSVeg Common Stand Exam User Guide on page 4-61 to collect plot center, latitude and longitude data. Each plot will be identified with a global positioning system (GPS) reading, along with latitude and longitude coordinates will be provided for each plot location. NAD 83 will be used for all Garmins. The latitude and longitude coordinates for each plot will be entered into the PDR for every plot.

Plot Location and Monumenting

1. If given plot is located on the edge of or outside a stand/unit/setting, on or in a road or other natural feature, it should be relocated if it will pick up trees or area outside the stand boundary on any variable or fixed small or snag count plots or transect. Using logical judgment, review the aerial photo and where you are standing in relation to the stand boundary and on the GPS unit to select the most logical direction to turn into the stand. To relocate the plot, move into the stand 2 chains at a 90 degree angle. If there is only one choice of direction to turn that will get the plot within the stand then go that direction. Monument the initial plot location with a plot center and flag at eye level that states plot # and moved on a XXX degree azimuth, 2 chains. Also note the plot has been relocated on the number map.

2. Plot Center shall be identified by a pin flag with a 4 x 5 inch flag. Plot number, date, and initials shall be written on the pin flag with an indelible black ink, felt tip marker.

3. Make a scuff mark approximately 12 inches square down to mineral soil and place pin flag securely in the earth to prevent movement of plot center.

4. Hang pink attention flags at or above eye level at the nearest available location to plot center. If attention flagging cannot be hung within visual range of plot center, distance and azimuth to plot center shall be written on the attention flagging with a black indelible ink marker. Plot number, date, and initials shall be written on the flag with an indelible black ink, felt tip marker.

5. Also, hang a flag on the first tree (Tag #1) in the plot. Proceed with photographic arrays and plot measurement.

6. Flag the beginning and end of the Browns transect and leave the measurement holes open for Government inspections.

Photographic Arrays

1. At each plot, a set of photographic picture arrays will be taken. A total of 4 digital photos will be taken at cardinal directions (North, East, South, and West) from plot center out away from the plot.

2. Each photo is expected to show the vegetation and ground conditions from plot center to approximately a chain (66') out from the plot (+ 15 percent from level).

3. Use the following naming convention for photos: Stand#Plot#Direction, for stand# 49-4, the proper name would be: S4P1N, S4P1E and so on. Contractor may also use a white board that would be visible and readable within each photo.

4. Delivery of the digital photos is expected electronically.

B. LARGE TREE DATA - One variable radius plot will be used for large tree data collection with a basal area factor (BAF) chosen by the contractor. Data will be collected on all live trees only, that are 10" DBH and greater. As in the fixed plot, begin to count trees starting with the first tree at due north, moving clockwise throughout the plot.

C. SMALL TREE & VEG DATA - One fixed radius plot (FRQ); 1/40th of an acre (18.6 ft.

radius): Collect data on small live trees (conifer and hardwoods/deciduous) between 4.0" and 9.9" in diameter (DBH). Begin to count trees starting at due north moving clockwise throughout the plot.

Note: small seedlings <4.5' in hgt. will be tallied on the veg composition data form by species and percent cover, see F. below.

D. SNAG COUNT PLOT - One fixed radius plot (FRQ); 1/4th of an acre (58.9 ft. radius):

Starting at north, moving clockwise, tally all snags by species, size and decay class that are 15" to 19.9" in one group, and 20" dbh and larger in a second group. Snags must be a minimum of 20 feet tall to consider a tally tree. See the Region 5 CSE Field Guide, pg. R5FG-76 for reference on Snag Decay and Snag Decay Class codes.

F. VEG COMPOSITION

Collect data by ocular estimates of height layering, percent cover of trees, shrubs, forbs, grasses & graminoid species on every plot per directions below. Use the same 1/40th acre plot radius as the small tree, fixed radius plot.

1. Cover by Lifeform - Record percent cover for FORBS and graminoids only.

Make sure the required (white fields) are set to zero 0 and then go to next form...

2. Cover by Species and Layer - Record three most abundant species and cover % fields only. In each lifeform group, fill this out according to trees and shrubs found - only species and canopy cover are needed.

3. Ground Surface Cover - Ground surface cover data collection will not be required in the fixed or variable plots as this information is collected under the Brown's transect.

10. Contractor Quality Control

The Contractor shall conduct inspections on all stands in accordance with his/her Quality Control Plan (QCP). The Contractor's Quality Control Plan shall be submitted and accepted by the Government prior to any work starting.

11. Inspection and Acceptance

Government inspections are for the purpose of satisfying the Government that the services are acceptable and do not relieve the Contractor of the responsibility for maintaining quality control.

The Contracting Officer's Representative (COR) or designated inspector will conduct all inspections. The Contractor (or designated representative) is encouraged to be present to observe inspections. Summary results will be made available on request.

Compliance Inspections.
