Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .

This modification hereby removes pages 7 and 26 of the solicitation and replace them with the attached pages 7 and 26. In addition, this modification hereby removes page 16 of the Special Protect Specs and replaces it with the amended page 16. Replacement pages correct the license requirements and include verification of requirements in Section M - Evaluation Criteria.

C.4 CONTRACT TIME

Start time is anticipated to begin June 15, 2017 with all items of work completed within 60 calendar days

C.5 DAVIS BACON WAGE RATES

Contractor’s employees and subcontractors shall be paid according to General Decision Number: CA170041 01/06/2017 CA41 for Siskiyou County.

C.6 CONTRACTOR LICENSE REQUIREMENTS

The Contractor shall hold a valid roofing contracting license in good standing for not less than the past 3 years. If roofing subcontractors are used the subcontractor shall also hold a valid roofing contracting license in good standing for not less than the past 3 years.

C.7 SITE VISIT

A scheduled site visit is not planned. However, it is strongly advised to interested vendors to thoroughly investigate the site to determine the full extent of the work and the quantities of materials needed.

SECTION M--EVALUATION FACTORS FOR AWARD

M.1 AWARD DETERMINATION

Award will be based on the lowest priced technically acceptable proposal considering price and technical factors listed below. A technical evaluation will begin with the lowest priced proposal and continue only if that proposal is determined technically unacceptable. In other words, a technical evaluation is not expected to be performed on every proposal received. A comparative assessment of each offer will NOT be accomplished and no tradeoff will be conducted.

M.2 ACCEPTABILITY OF THE OFFER

The Contracting Officer will examine proposals and if any of the situations below are identified, the proposal will be rejected as unacceptable and will not receive further consideration.

(1) Proposal takes exception or changes any term or conditions of the RFP, including attachments.

(2) Vendor is NOT currently registered in the System for Award Management (SAM) by the closing time of the solicitation.

(3) Vendor cannot be verified as a Small Business Concern as shown in SAM or other proof as submitted by the vendor.

(4) Proposal is missing a technical proposal.

M.3 TECHNICAL EVALUATION FACTORS

The Government will evaluate technical acceptability on a pass or fail basis considering the following factors:

(1) Relevant Experience: Relevant experience must be clearly demonstrated in the technical proposal and not left to speculation. Identify specific projects successfully completed that you consider gives the evidence that proves your firm has the experience required to complete this project. The government will be assessing if the experience identified is similar in nature, size and complexity to the proposed project.

(2) Relevant Past Performance: Proposals shall submit references with a current point of telephone contact for at least three similar projects but no more than six. The government will be assessing if the past performance is relevant to the work being performed and reflects a positive record of customer satisfaction and contract compliance. The government is not limited to contractor provided references and may obtain performance information from other sources.

(3) Technical Approach (Understanding the Government’s Requirement): The Government will evaluate your understanding of the Government's requirements and the manner in which you plan to manage and execute the work defined in the solicitation. Offerors shall provide a written narrative proposal that outlines the offeror’s proposed construction methodology which will ensure the timely delivery of specified products and materials to the job site allowing more than adequate time for submittal approval, fabrication, and delivery time to the job site. The narrative shall be supported with construction timelines/Project Schedule outlining the proposed progression of the project and information gleaned from a project site visit. Please make sure your explanation directly addresses the labor and equipment needed to meet the special requirements of this work. Include proof that your firm holds the appropriate license to meet the requirements of this solicitation.

(4) Price Evaluation Factor: Offerors shall submit pricing information on the Schedule of Items. It is the Government's intent to assess the prices to determine reasonableness (reflective of the offeror's understanding of the work and ability to perform the contract) and consistency (if prices are balanced and consistent with the Government price estimate and those of other proposals.

B. Installer Qualifications:

1. Installer shall follow manufacturers published installation instructions

2. The Contractor shall hold a valid roofing contracting license in good standing for not less than the past 3 years. If roofing subcontractors are used the subcontractor shall also hold a valid roofing contracting license in good standing for not less than the past 3 years.

1.06 REGULATORY REQUIREMENTS

A. Provide a roofing system achieving an Underwriters Laboratories (UL) Class A fire classification.

B. Provide a roofing system achieving an ENERGY STAR® rating.

C. Provide a roofing system achieving a COOL ROOF RATING COUNCIL

(CRRC).

D. Install all roofing products in accordance with all federal, state and local building codes.

E. All work shall be performed in a manner consistent with current OSHA guidelines.

1.07 DELIVERY, STORAGE, AND HANDLING

A. Store all products in manufacturer's unopened, labeled packaging until they are ready for installation.

B. Store products in a covered, ventilated area, at temperature not more than 110 degrees F (43 degrees C); do not store near steam pipes, radiators, or in direct sunlight.

C. Store bundles on a flat surface. Maximum stacking height shall not exceed manufacturers recommendations. Store all rolls on end.

D. Store and dispose of solvent-based materials in accordance with all federal, state and local regulations.

1.08 WEATHER CONDITIONS

Proceed with work only when existing and forecasted weather conditions will permit work to be performed in accordance with manufacturer’s recommendations.
