05/06/2016 Questions & Answers #2

AG‐9AB5‐S‐16‐0015

Crab Creek Bridge project, San Bernardino National Forest Service

Q1: 20401 ‘Roadway excavation, compaction method 2’ (Question: Can you please clarify ‘Compaction

Method 2’? Have searched but haven’t come across any answer)

Refer to the FP‐03 contract specification 204 – Excavation and Embankment ‐ http://flh.fhwa.dot.gov/resources/specs/fp‐03.htm and Supplemental specifications to the FP‐03 provided in attachment 1 of the solicitation.

Q2: 20404 ‘Unclassified borrw, compaction method 2’ (maybe meant borrow) (Question: Can you please clarify ‘Unclassified borrow’)

The FP‐03 contract specification 204 defines unclassified borrow. Refer to question 1 for link.

Q3: 20411 ‘Linear Grading of existing road for access’ (Question: The quantity listed is ’16 Miles’;

however, according to my odometer and Google Maps, the dirt road from Green Valley Lake Road to

Crab Creek is approximately 3.8 miles (+/‐), and I believe from my job walk meeting minutes and notes, our offers can exceed the listed quantities, however our offers cannot be less – Please advise)

The schedule of items quantities are in error. The schedule of items should show the total for 204(11) to be 8 miles. Since the road is approximately 4 miles, the 204(11) quantity would cover the initial road shaping needed for equipment and material access, as well as the work needed to return the road back to original condition once the bridge is completed. The schedule of items quantity will be revised in an amendment.

Q4: The Site Plan (Sheet 2of10) shows to Sawcut and join the existing asphalt at Stations 8+98.31 and 11+81 .89. Sheet 3 of 10 shows the end of asphalt to be at Stations 9+ 70. 00 and 10+98. 00.

What are the limits of the asphalt pavement?

The asphalt limits are as shown on page 2. The contract quantities in the schedule of items are based on the stations on page 2 of the contract drawings.

Q5: The Site Plan (Sheet 2of10) shows the proposed design to have a 2% cross‐fall toward the nmth and a consistent grade from the bridge deck to the sawcut line. This plan also shows contours crossing the road at right angles which makes the road flat across and defines the profile grade of the road. What is the design profile for the proposed roadway? What is the proposed width of the Asphalt Pavement?

Refer to sheet 10 of the contract drawings, Asphalt Road X‐section detail. Finished grade contours are approximate and transition of cross grade will be necessary to match existing asphalt concrete and bridge deck.

Q6: The Road Bridge Plan (Sheet 3 Of 10) shows a Typical Section with circular voided concrete slab units. Can these voids be square or rectangular?

From sheet 3: “Prestressed units shall be manufactured as detailed on these plans”. The contractor is responsible to comply with all contract requirements.

Q7: There is a noticeable amount of exposed bedrock along the roadway alignment. How are we to be compensated for rock excavation if required for the abutment footings?’

Since rock outcrops are visible on the surface, it is to be expected rock will be encountered during excavation of footings. Abutment and wingwall excavation is covered under item 20801 – Structure

Excavation in the schedule of items.

Q8: Will camping be allowed at the Crab Creek Campground and what amenities will be available for use?

Camping may be allowed at the discretion of the Contracting Officer. The contractor is responsible to provide all necessary amenities. No utilities will be available at the campground.

Q9: Will weekend work be allowed; specifically Saturday work?

Saturday work may be permitted on a special‐case basis depending on the availability of the

COR/inspector. Overtime and Davis Bacon wages apply on Saturday work.

Q10: Can materials be ordered prior to the issuance of the Notice to Proceed? When does the contract time officially start?

Materials may be ordered prior to issuance of the notice to proceed. Contract time starts on the date shown on the notice to proceed.

Q11: Will the Attendance Sheet from the Pre‐bid site visit be posted on FBO?

Yes, the attendance sheet will be available on FBO.

Q12: Will chipping and scattering be allowed for onsite vegetation?

Yes; chiping and scattering shall be placed according to detail notes on sheet 10 of the plans and specification section 203 of the special project specifications.

Q13: What areas will be allowed for staging?

Staging area(s) shall be existing disturbed areas and require approval by the C.O. prior to use. All areas used for staging shall be restored to preexisting condition upon project completion.

Q14: What areas will be allowed for borrow fill?

Borrow material locations will be authorized at approved locations along the existing roadway and within 1 mile of the project site.

Q15: What are the requirements of any proposed road work necessary for site mobilization?

All proposed road work for site mobilization shall be approved by the Government prior to implementation and site mobilization. Proposed work locations shall be given to the Government via a map with GPS locations / stationing showing locations and descriptions of road work to be performed.

All road drainage features (dips, overside drains, ditches, etc…) removed for the purposes of site mobilization shall be restored prior to completion of project work. Contractor shall also include all proposed locations for curve widening.

Q16: Will a temporary access route be authorized immediately downstream of the bridge site?

A temporary access route will be authorized immediately downstream of the bridge site. Vegetation removal shall be minimized to the extent possible (sheet 10 of plans). Contractor is responsible to ensure downstream sedimentation is minimized during use of the temporary access route. Prior to project completion, the temporary access route shall be restored by replanting removed willow root wads into original locations. The applicable special project specification is 203.05(m)‐ Hydrological

Sensitive Placement and section 157‐Soil Erosion Control. Willow root wads shall be kept moist during the length of the contract until replanted.

Q17: Will the Government be providing the materials for the project work.

No. All project materials shall be provided by the Contractor.

Q13: Sheet G‐2 (2) of (10) General Note No. 2 states “…contract line item 21201, Linear Grading; Part 1

Schedule of Items states Contract line Item No. 20411 – as ‘Linear Grading (*will use this code)

Linear grading is specified in section 212 of the FP‐03 specifications. The applicable line item should be

21201 in the schedule of items and will be revised in an amendment.

Q18: Sheet G‐2 (2) of (10) states “Saw‐cut existing asphalt; match edges, elevations and finish paving”;

There is no existing asphalt as noted – will this have any impact or create any revision? Please advise

Existing asphalt exists on both approaches to the creek crossing. The north approach is heavily broken up and may not require saw‐cutting, etc. The south approach is paved and extends up the road beyond the next curve and will likely require saw‐cutting and edge matching. Pavement will be required to be installed per the contract.

Q19: Concerning Part 1 Schedule of Items, Contract Line Item 20404 Quantities (950 CYD for unclassified borrow); Are all 950 CYD estimated to go in as sub‐base material under proposed asphalt paving (as per

Sheet D1 [10] of [10] ) as per comments on attached copy of G‐2 Sheet (2) of (10)?

Correct. 950 Cubic Yards of unclassified borrow has been estimated for both approached to the bridge due to the raising of the road grade to the bridge structure. Detail D1 on sheet 10 specifies “Select

Borrow” for the base material, which will likely come from the same source as the “unclassified borrow”. Initial borrow site surveys by the government indicate the borrow material will be primarily decomposed granite located along the existing roadway cut slopes and within 1 mile of the project site.

File details come from the government source that posted it. Updated .
