Pre Bid Meeting for Rd 4S81 IRSC Bass Lake Ranger District SNF page 1/3
May 17, 2017 1000 hrs
Patrick Gallegos, Contracting Officer began the meeting at the North Fork District Office.
After introductions the following was discussed:
• Closing Date for proposals is June 2, 2017
• Full and open competition
• Completion date for contract work is December 31, 2017 see page 10
• Bidders must be registered in SAMS prior to the award decision.
• Evaluation-Commercial Items format see page 58 of 79
• Contractors proposal to be in an essay format
• Price = 50%, Criteria = 50%
• Technical approach may be sent electronic. Review the directions for the proposal requirements
• Jim Simmons, TMO reviewed Appendix A and Appendix B
• Traffic Control will be required by the contractor along Rd 4S81. Single lane traffic adjacent to winter road/culvert failure or damage
• Rd 4S81 IRSC project has 4 cutting units, hazard tree removal for public safety that include both sides of the road. Consist of 408 acres. Cut, skid, deck and remove all hazard trees off site. Slash will be piled.
• Erosion control requirements shall be followed
• Material sold as cull product
• Bid for a per acre price
• Trees were marked with green paint representing a cut tree mark. After award the USFS marking crew will visit the project and mark recent faded trees.
• The contractor is encouraged to review the project area and look at the trees that have recently died and to include the recent conditions into their bid.
• As soon as the work is accepted – the work is considered done for that cutting unit.
• Contractor has requested a copy of the tree totals for each cutting unit.
Contracting Officer will post the project tree totals on Fed Biz Ops.
• Skid trails, landings and other disturbed areas will require ground cover for soil stabilization and protection.

• Grazing areas within the project have fencing that will need to be temporarily dropped and restored. Grazing will be completed at the end of July. COR will work directly with the Resource Range Manager for onsite directions.
• Limited Operating Period (LOP) October 1st through June 15th for Western Pond Turtle
• No response during the field surveys for Spotted Owl, Great Grey Owl and Pacific Fisher
• All Cultural resources have been flagged
• Stump treatments are required around the Jesse Ross Cabin
• Project is within the view shed of the Sierra Scenic Byway. Stump heights will be low.
• Average tree DBH is 18 inches
• Mechanical or chainsaw tree falling
• Slash to be spread over the skid trails including within the SMZ (page 21/39)
• Grapple or manual piling within 100 feet slope distance from the edge of the road
= view shed
• Piling specs are addressed on page 24, hand piling on steeper slopes
• Tree measurement for the product
• Blue tickets to be applied to the log load
• Brand and paint on log ends
• The volume for added trees will be paid at the bid price
• Existing landing sites are available to be used. New landing sites will have to be approved by the specialist’s.
• The soil condition may be suitable for a skid steer to work on the steeper slopes.
• SMZ Class 1,2 and 3 have been flagged
Optional Item 1
• A service contract in 2016 mechanically cut and whole tree bunched producing 152 log piles on 60 acres for 6,405.9 Ccf. Average DBH is 18 inches.
• The requirements for Optional Item #1 is for the removal of the log piles from National Forest land, complete all erosion control as needed, cleaned up landing debris.

Field Trip for Onsite Visit to Rd 4S81
• First stop near Saginaw creek. Located an previously used skid trail that would be available to use for the project,
• Reviewed the condition of the dead standing trees, no needles, some have lost portions of their branches. Some trees are dangerous hazard trees. Many trees have broken off tops. Noticed recently faded/dying Incense Cedar and Ponderosa Pine trees.
• Second stop was Mormon Jimmy cut and deck. Looked at the wood fiber of the decked wood, gravel road is in good shape, resource concerns were identified and will need to be protected while moving the logs. Some minor landing debris will need to be cleaned up.
• Piles are located up the slope off of the spur road to the right.
• The vehicles turned around at the apple orchard and drove into the parking area for the Jesse Ross Cabin. Discussed stump treatment, recent faded Incense Cedars, some Ponderosa Pine trees have been felled near the historic cabin.
Field trip ended at 1235 hrs.
