Questions

Pavement Striping Sierra National Forest

1. The solicitation does not define the current road conditions of each project location. Will pictures be provided for evaluation? Also, is it the Forest Service’s intent to do any pavement preservation prior to the pavement markings installation? Seal, new asphalt, etc.…

Answer: Roads are open. Brooming of centerline will be necessary, and edge brooming on the Kaiser Pass road. There are no pictures to be provided for evaluation. No surface treatment is planned for the future.

2. Request clarification on Temporary Traffic Control needed for this project. Is it the Forest Service’s intent to only place signage as indicated on the plan?

What signage will need to be used at these location referenced on the plans?

Will there need to be additional signage or traffic control devices through the length of the project?

Answer: Contractor shall place necessary temporary traffic control signs at all locations shown on the plans and at locations required for contractors operations to avoid spur traffic from tracking over wet paint. “Road machinery Ahead” “wet paint” according to MUTCD standards. Place traffic control signs needed for each stage.

3. Request clarification on Technical Proposal Instructions – Solicitation –

Paragraph M4 - Page 52 of 54 - Does this statement addressed below pertain to this current project? What information needs to be provided to present sufficient information to reflect a thorough understanding of the technical work?

Answer: Look for Amendment

“The technical work which must be addressed to be considered responsive includes the geomembrane and drain systems to be installed on the upstream face of the dam integrity evaluation of the outlets works, bedrock foundation grouting, rehabilitation of the outlet works, installation of the articulated concrete matts for erosion protection, design and installation of Supervisory Control and Data Acquisition systems, and project coordination”.

4. Per the striping detail provided on the project plans, two coats of paint shall be applied at all locations. Is there time duration between the two application processes?

Answer: Place second coat after first application is dry.

5. In the Solicitation - Page 53 of 54 – M5 Evaluation Factors – 1. Past

Performance – How many projects will be required to be listed within the past five years? Is there a specific format for them to be provided on?

Answer: 3 or 4 projects. No specific format.

6. In the Solicitation - Page 53 of 54 – M5 Evaluation Factors – 3. Technical

Approach – Is there a specific format required for the schedule or will a bar chart be acceptable?

Answer: No specific format, a bar chart is acceptable.

7. Special Project Provision - Section 633.03 General - Refers to Section 601 Minor

Concrete Structures – To be used for traffic control and guides signs to be incased in concrete as stated . Due to the small amount of concrete needed, can a bagged concrete of the same compressive strength be used as an alternative?

Answer: Delete concrete. Stop sign post dimension is 4”x4”x 10’. Post hole shall be 18”w x 3’ deep.

8. Per the RFP - Page 5 of 6 – C.3 Contract Time – Are there any time restrictions for work shifts that need to be followed? Can this work be done on weekends or at night?

Answer: Recreation tends to increase on the weekend. Night ops are not recommended due to poor visibility and safety purposes.

9. Per the RFP - Page 5 of 6 – C.4 Price Range – Does this price range designated for each project or the bid in its entirety?

Answer: The total price in its entirety.
