1. Unless otherwise agreed, within all units in the above table, all non-sawlog trees greater than 3 feet tall to 9.9 inches DBH are designated for hand cutting by Individual Tree Mark (ITM) above stump height. Stumps shall be cut to a maximum 1 inch stump height.

Small Tree Thinning, Chipping and Removal requirements shall be done concurrently with the logging activities. Chips shall be scattered in Disposal Sites (Units 23D, 23O and 23P) outside a 10 foot radius of all campfire rings (and not on top of or within asphalt areas, meadows and areas with existing vegetation or duff) to a loose depth not exceeding 2 inches. Bole sections (with embedded metal) shall be removed to Disposal Site on F.S. Road 41823K, or to other agreed locations.

Unless otherwise agreed, remove trees, slash, debris, residue, recut stumps and bole sections (with embedded metal) as described below:

a. Within Unit 23H, all bole material, limbs, tops, and recut stumps shall be processed through a chipping machine and removed to Disposal Sites shown on the Contract Area Map. Contractor shall rake up excessive pine needles, fir and cedar boughs, and other tree material not meeting the definition of slash (1” in diameter and 3 feet long) provided such tree debris was a result of their harvest operations. This debris shall be removed to the Disposal Site on F.S. Road 41823K, or to other agreed locations. Contractor shall not anticipate telephone or distribution line drops within Unit 23H prior to felling Included Timber.

b. Within Units 23D, 23O and 23P all bole material, limbs, tops and recut stumps shall be processed through a chipping machine and scattered outside a 10 foot radius of all campfire rings (and away asphalt areas, meadows and wet areas) to a loose depth not exceeding 2 inches. Bole material (including bole sections with embedded metal) and recut stumps may be left for fuelwood. Fuelwood shall be cut into lengths not to exceed 2 feet and stacked.

c. Within Units 19 and 23A, all bole material, limbs, tops and recut stumps shall be processed through a chipping machine and removed to Disposal Sites shown on the Contract Area Map.

d. Within Units 23C and 23Q, all bole material, limbs, tops and recut stumps shall be processed through a chipping machine and removed to Disposal Sites shown on the Contract Area Map. Hand Piling of slash, for Forest Service burning, shall be required in areas where hand dragging the slash to the chipper is not feasible. Piling in Controlled Areas, meadows, or wet areas is prohibited. Contractor shall construct a fireline cleared to mineral soil and at least 3 feet wide around each pile. In areas where there is a potential for burning material to roll, firelines shall be trenched on the downhill side of each pile to adequately prevent material from crossing firelines.

Forest Service will supply paper to Contractor to cover piles for Forest Service burning.

2. Contractor created berms and other disturbed soil shall be backbladed, graded, or otherwise smoothed to conform with the surrounding terrain.

Item 9. Himalayan Blackberry Removal

Remove all canes (stems) and root crowns (see photo below) to Disposal Site on F.S. Road 41823K for Forest Service disposal. Minimize impacts to other vegetation, particularly in the meadows. Care must be taken to prevent vegetative reproduction from cuttings.

GOVERNMENT QUALITY ASSURANCE PLAN

Inspection (General): Government inspections are for the purpose of satisfying the Government that the services are acceptable and do not relieve the Contractor of the responsibility for maintaining quality control. The Contractor shall conduct inspections on all units in accordance with the Contractor’s Quality Control Plan included in the Contractor’s technical proposal which is made part of this contract.

Inspection (Specific):

Items 1-8: Small Tree Thinning and Slash Removal

Measurable Performance Standards

• All designated trees cut.

• Height of stumps after cutting and treatment of stumps

• Repair or replacement of damaged Improvements in a timely manner

• Chipped material spread to a maximum 2 inch depth in Disposal Sites

• Chipped material 10 feet away from campfire rings

• Chipped material not spread on other improvements, meadows or wet areas

• Amount of damage to residual vegetation

• Berms and disturbed soil smoothed

• Sporax applied correctly within time limits

• Piling specifications met

• Disposal Site on F.S. Road 41823K meets slash treatment and YUMR specifications

Item 9: Himalayan Blackberry Removal

Measurable Performance Standards

• Amount of material left uncut that meets the cutting specifications.

• Amount of damage to residual vegetation.

Government Inspections: The Contracting Officer or Contracting Officer’s duly authorized representative will conduct all inspections. The Contractor (or designated representative) is encouraged to be present to observe inspections. Inspections will be a walk-through visual examination of the Unit. When work appears satisfactory, it will be accepted. When work appears unsatisfactory, the contractor will be responsible for rework to correct the deficiencies.

The Government may suspend operations if it is apparent the contractor is not meeting specifications.
