SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

SECTION 00100

MEASUREMENT AND PAYMENT

PART I - GENERAL

1.01 Measurement and Payment - Measurement and payment for contract work will be made only for and under pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered as included in the payment for items shown.

1.02 Methods of Measurement - One of the following methods of measurement for determining final payment is designated on the SCHEDULE OF ITEMS for each pay item:

A. Designed Quantities (DQ) - These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units shown in the SCHEDULE OF ITEMS may be authorized under any of the following conditions:

1. As a result of changes in the work authorized by the Contracting Officer.

2. As a result of the Contracting Officer determining that errors exist in the original design data used to determine designed quantities that cause a pay item to change by 15 percent or more.

3. As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design data used to determine design quantities that cause a pay item total to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.

B. Staked Quantities (SQ) - These quantities are determined from staked measurements prior to construction.

C. Actual Quantities (AQ) - These quantities are determined from measurements of completed work.

D. Vehicle Quantities (VQ) - These quantities are measured or weighed in hauling vehicles.

E. Lump Sum Quantities (LSQ) - These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, labor, transportation and incidentals to complete the job. They will not be measured.

Work includes trenching, conduit, backfilling, lean fill backfill material and asphaltic concrete pavement patch.

SECTION 01010

STATEMENT OF WORK AND SPECIAL CONDITIONS

PART I - GENERAL

1.01 SUMMARY

A. Intent: provide underground conduit and RV meter pedestals in preparation for electrical service to three campground host sites. Contractor will install conduit and pedestals ready for subsequent installation of primary and secondary service conductors and other electrical equipment by the local utility company (Arizona Public Service).

B. Description of Work: Trenching and Backfilling, Install primary and secondary underground power conduit in Arizona Public Service (APS) and USFS approved trenches. Install APS provided transformer/switching cabinet pads, APS provided pull boxes and APS provided pull cord in all installed conduits. Install Contractor provided meter pedestal assemblies at 3 host site locations. Install trenches at drainage crossings and repair existing asphalt pavement at road crossings. Install segmented block retaining wall. Other work includes: clearing, brushing and minor earthwork incidental to trenching and transformer/switching cabinet pad installation.

C. Location: Lynx Lake Recreation Area, Prescott, Arizona

1.02 REFERENCES

A. Central Yavapai County Governments Unified Construction (YAG) Standards.

B. Arizona Public Service Standard Construction Drawings and Specifications.

1.03 QUALITY ASSURANCE

A. Code and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as if they were given in full text.

B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern. The Contracting Officer’s Representative shall be notified in the event of such a conflict.

C. Construction permits and inspections: No State, County or municipal construction permits are required for the work in this contract.

D. In addition to Government inspection and approval indicated by contract clauses and specifications, work is subject to inspection and approval of the local electrical utility company, Arizona Public Service.

1.04 DELIVERY, STORAGE, AND HANDLING

A. Delivery: The Contractor shall protect products, incorporated into the work, from damage while in transit to the site.

B. Storage: The Contractor shall provide temporary storage facilities for products complying with manufacturers’ recommendations that will protect them from damage until installation on the project and final acceptance. The storage area shall permit access for inspection and handling. The Contractor shall assume a total storage time of 90-days.

C. Handling: The Contractor shall load and unload products in such manner that protects them from damage until installation on the project.

1.05 PROJECT/SITE CONDITIONS

A. Access to the Work: Contractor shall coordinate with the Government and Arizona Public Service for all access to the site.

B. Conditions at Forest Service Campgrounds and Day Use Areas: Lynx and Hilltop Campgrounds are open to the public between April 1 and October 31. Southshore Day Use Area is open daily from sunrise to sunset. The Contractor is expected to allow for reasonable public use of these facilities during the performance of this contract. See Specification 01500 for further direction.

1.06 SEQUENCING AND SCHEDULING

A. Requirements: The Contractor shall be responsible for operations necessary to complete the work, including coordination with the Contracting Officer’s Representative, relative to the Contractor’s requirements. Work shall be scheduled in such a manner as to avoid delays in overall construction and permit proper installation of work.

1.07 MISCELLANEOUS REQUIREMENTS

A. Fees and construction charges to the local electrical utility company, Arizona Public Service, will be the responsibility of the Government.

1.08 CONSTRUCTION SCHEDULE AND PROGRESS CHARTS:

A. Within 7 days after receipt of Notice to Proceed, the Contractor shall prepare and submit to the Contracting Officer for approval a practicable progress schedule. The schedule shall show the order in which the Contractor proposes to carry on the work, the date of which he will start the activities, and the contemplated dates for completing same. The schedule shall be in the form of a progress chart of suitable scale to indicate graphically the percentages of work scheduled for completion at any time.

B. If, in the opinion of the Contracting Officer’s Representative, the work accomplished falls behind that schedule, the Contractor shall take such action as necessary to improve his progress. In addition, the COR may require the Contractor to submit a revised schedule demonstrating his program and proposed plan to make up lag in scheduled progress and to insure completion of work within the contract time. If the COR finds the proposed plan not acceptable, he may require the Contractor to submit a new plan. If a satisfactory plan is not agree upon, the COR may require the Contractor to increase the work force, or the number of work shifts, without additional cost to the Government.

PART II - PRODUCTS

2.01 GOVERNMENT FURNISHED PROPERTY

A. No Government Furnished Property supplied for this contract action.

2.02 OTHER FURNISHED PROPERTY

A. The local electrical utility, Arizona Public Service (APS) will furnish the following for the Contractor to incorporate in the work:

a. In-ground pull boxes

b. Precast pads for ground-mount transformers and switching cabinets

c. “Flat strap” pull cord

PART III - EXECUTION

3.01 PROTECTION

A. Damage: Repair of damage to new meter assemblies and Arizona Public Service (APS) supplied pads and boxes resulting from loading, transit, offloading, and storage shall be the responsibility of the Contractor and shall not be initiated prior to notification of the COR.

3.02 INSTALLATION

A. Comply with referenced standards, APS standards and with all codes and requirements of those entities having jurisdiction at the project area.

3.03 COORDINATION WITH LOCAL ELECTRICAL UTILITY COMPANY

A. The Contractor will be required to coordinate with Arizona Public Service to:

a. Ensure APS standards are met for underground conduit installation

b. Call for APS inspections in a timely manner

c. Install APS-furnished pull boxes and equipment pads

d. Install pull cord and conduit plugs

e. Notify APS of ready status

f. Energize RV meter pedestals B. 3.04 CONTRACT TIME

A. The Contractor will have 90 days from the date of a Notice to Proceed to complete the contract work.

SECTION 01030

NOXIOUS WEED CONTROL

PART I – GENERAL

1.01-DESCRIPTION

This work consists of weed prevention and control. The Contractor shall prevent new weed infestations and the spread of existing weed infestations at work site as specified herein. Work is incidental to other contract work.

PART II - PRODUCTS

None.

PART III – EXECUTION

3.01 – EQUIPMENT

The Contractor shall ensure all equipment brought onto to a project site is thoroughly washed/cleaned in order to remove all soil, vegetative matter, and other debris prior to entering a work site. Particular attention shall be given to the under carriage and any other surface where soil containing weed seed and propagules may exist.

The Contractor shall employ cleaning methods, approved by the Forest Service, to ensure that construction and maintenance equipment is free of noxious weeds. Equipment shall be considered free of soil, seed, and other such debris when a visual inspection does not disclose such material. Equipment or component disassembly, or the need for specialized tools, are not required.

All equipment shall be available for inspection by the Forest Service.

Only after inspection by the Forest Service shall construction and maintenance equipment, and the equipment necessary to transport said equipment, be allowed to operate at a work site. All subsequent move-ins of equipment to a work site, or moves to another work site, shall be treated in the same manner as the initial move-in. This requirement does not apply to service vehicles, water trucks, pickups, cars, and/or similar vehicles, if these vehicles are kept on routes designated weed free by the Forest Service.

Unless otherwise agreed, the Contractor shall give the Forest Service at least 24 hours notice when equipment is ready for inspection. Notification will include an agreed upon location where the equipment will be available for inspection by the Forest Service. Inspection will be required after every cleaning and prior to entering the work site.

3.02 – GENERAL PROJECT WORK

The Contractor shall minimize soil surface disturbance wherever possible.

All fill and surfacing material sources shall be approved by the Engineer prior to being transported to the project site. All sources shall be free of noxious weed contamination.

New infestations of noxious weeds of concern to Forest Service and identified by either Contractor or Forest Service, on the project site or on haul routes the Contractor plans to use, shall be promptly reported to the other party. Contractor and Forest Service shall agree on treatment methods to reduce or prevent the spread of noxious weeds when new infestations are found. A current list of noxious weeds of concern to Forest Service is available at each Forest Service office.

SECTION 01500

CONSTRUCTION FACILITIES AND TEMPORARY CONTROLS

PART I - GENERAL

1.01 Scope – This section specifies facilities and utilities for use during the contract. It also specifies temporary work, safety, and coordination controls.

1.02 Facilities – Existing Government facilities and utilities are available as indicated below and in the table “Work Site Summary”. Facilities shall be provided by the Contractor as specified

A. Temporary electricity – existing120 V electrical service is available for contractor use at Lynx Custodian Site.

B. Temporary telephone – no landline phone service is available at the project sites. Cell phone coverage is currently spotty and sporadic.

C. Temporary water – potable water at campground hydrants is available as indicated and in season for Contractor use at normal hydrant flow and pressure (5 GPM, 20-40 psi). This water source is intended for general purpose use during construction, such as drinking, mixing mortar, clean up and small quantities of water for earthwork (less than 500 gallons per day). It is not intended for large quantities of water for earthwork.

D. Temporary sanitation – campground toilets are available as indicated and in season for Contractor use.

E. Temporary solid waste disposal – the Contractor shall provide solid waste disposal for any waste generated due to contract work or Contractor occupancy at the site. Existing dumpsters in the campground and nearby locations shall not to be used for waste disposal by Contractor.

G. Temporary storage and laydown space – there is no designated storage space at the work sites. Space may be utlized as needed and approved by the COR. Storage and laydown shall be located and used so as to not damage existing improvements, vegetation and ground surface.

H. Fuel and oil storage – no bulk petroleum products shall be stored at the project site.

1.03 Controls – Work areas are located in public recreation areas. Emphasis will be placed on the safety of the public and Contractor personnel and on protecting the Contractor’s work.

A. Site closure – sites are normally open to the public as indicated in the table. Seasonal closures occur by means of locked gates at campground or host site entrances. For locked gates, the Forest Service will provide a double lock mechanism and a Forest Service padlock, suitable for adding a Contractor’s lock. If work occure during seasonal closures, the Contractor will be responsible for maintaining closure devices and signs.

B. Security – the Contractor shall take reasonable measures to secure equipment and contract work against theft and vandalism. Forest Service and County Sheriff’s Office law enforcement personnel are available to assist with security.

C. Excavation and work zone barriers – all open excavations shall be barricaded for the safety of contract personnel, vistors and the wandering public. Work zones shall be delineated and marked to adequately warn visitors from operating equipment and hazardous conditions. The Contractor is responsible for providing barrier materials and maintaining barriers such as temporary signs, barricades, barrier tape, curbs, etc., at excavations and work zones.

D. Work limits – ground disturbance and equipment shall be confined to the minimal area in each area of work. The Contractor is responsible for establishing the work limits and marking or otherwise communicating the limits to Contractor personnel. Existing travel routes shall be utilized to access work sites – no cross-country travel between work sites will be allowed.

E. Fire protection – refer to contract Fire Plan (if included) for requirements that determine Contractor responsibility for measures and equipment to prevent fires, work restrictions during fire danger, and assistance to be rendered in case of fire.

F. Recreation area use restrictions – Contractor personnel shall adhere to all recreation area restrictions including: off-hour noise, swimming, pets, firearms, etc., as posted.

G. Equipment Washout – washing equipment used for concrete or mortar mixing and delivery at the project site shall not be to open ground or on pavement. Washout will be at approved locations to an earthen sump pit especially prepared to accept and settle cementatious materials. Material in the pits will be removed and properly disposed off the project site as part of project close-out. Backfill the pits with native material, compact and handrake area as final clean up.

H. Clean up – the Contractor shall remove all temporary facilities and restore prior conditions as part of project closeout. Any damage to existing improvements shall be repaired at the Contractor’s expense. Any disturbance to soil and vegetation outside of work limits caused by the Contractor shall be restored or mitigated according to direction from the COR.

I. Noxious Weed Control – the Contractor shall adhere to Specification 01030 to control the unwanted spread of noxious weed seed at sites indicated in the table.

1.4 Location of Underground Features – The Contractor is responsible for locating existing underground features including footings and utility lines. Utilize Blue Stake services and the assistance of the COR for locating features prior to any ground disturbing activity.

A. Note requirements for Contractor to perform “potholing” work to locate existing water lines prior to trenching for electrical conduit installation, as indicated on the drawings and shown as a pay item on the Schedule of Items.

1.05 Excess Material Disposal – Areas for disposing of excess native earth materials created during earthwork are SHOWN ON THE DRAWINGS, off-site in a designated area within the Dunbar Quarry approximately ½ mile west of the intersection of Walker Road and Forest Road 623 (South Shore entrance to Lynx Lake). The COR shall designate the area within the Quarry for disposal of excess material. All non-earthen debris or refuse generated by work under this contract shall be legally disposed off-site by the Contractor.

1.06 Designated Material Source – No material sources are designated for this Contract

1.07 Work by Others – other activities, including construction may be concurrent with work under this contract. Anticipated work by others in includes, but is not limited to:

A. Installation of power poles, transformers and switching cabinets, as well as primary and secondary underground power cables by Arizona Public Service Company (APS).

1.08 Contracting Officer’s Representative (COR) - The COR is a Forest Service official designated by the Contracting Officer to perform day-to-day contract administration, including site inspections for quality assurance. References in these specifications to Owner’s Representative, Owner, or Engineer should be considered to mean the COR.

SECTION 01505

MOBILIZATION AND BONDS

PART I - GENERAL

1.01 Mobilization - This item is intended to compensate the Contractor for operations including, but not limited to, those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site; for payment of premiums for bonds and insurance for the project; and for any other work and operations which must be performed or costs that must be incurred incident to the initiation of meaningful work at the site and for which payment is not otherwise provided for under the contract.

Mobilization shall include the following principal items:

1.Moving CONTRACTOR's materials and equipment required for operations onto the site.
2.Providing on-site communication facilities, including radios and cellular phones.
3.Obtaining required permits.
4.Having OSHA-required notices and establishment of safety programs.
5.Having the CONTRACTOR's superintendent at the jobsite full time.
6.Submitting initial submittals.
7.Providing proof of bonds, if bonds are applicable.

1.02 Method of Measurement - The measurement shall be lump sum for mobilization.

1.03 Basis of Payment - The lump sum price shall include full compensation for mobilization. Progress payments for mobilization will be made as follows:

A. Bond premiums will be reimbursed after receipt of the evidence of payment.

B. 50% of the lump sum, not to exceed 5% of the original contract amount, will be paid following completion of 5% of the original contract amount not including mobilization and bond premiums.

C. Payment of the remaining portion of the lump sum, up to 10% of the original contract amount, will be paid following completion of 10% of the original contract amount not including mobilization and bond premiums.

D. Any portion of the lump sum in excess of 10% of the original contract amount will be paid after final acceptance.

Progress payments for mobilization and preparatory work shall be subject to retainage.

SECTION 02200

EARTHWORK

PART I - GENERAL

1.01 Scope - Provide all earthwork as SHOWN ON DRAWINGS and specified herein. Earthwork includes, but is not limited to the following:

· Minor clearing and grubbing

· Pruning trees and shrubs to provide clearance in work areas

· Minor removal, hauling and disposal of obstructions such as trees, stumps, brush, accumulation of rubbish of whatever nature, and existing structures not provided for in other sections of these specifications or on the drawings

· Providing control of erosion, sedimentation and dust

· Providing water from off-site source for dust control and compaction, unless indicated otherwise

· Minor pavement cutting and patching

· “Pothole” excavation to locate existing utilities

· Trenching

· Backfilling, including ‘1-sack lean fill’ concrete slurry backfill under pavement

· Grading and final preparation of subgrade areas SHOWN ON THE DRAWINGS, including grading for Arizona Public Service (APS) provided equipment including pad-mounted transformers, switching cabinets, and sub-surface pull boxes

· Stockpiling excavated material suitable for backfill at locations and in a safe manner and providing proper protection to prevent contamination of the stockpiled material

· Disposing off-site of surplus or unsuitable material in designated locations (Dunbar Quarry is designated for this contract).

· Providing approved off-site material for fill, backfilling, fine grading and compacting, where necessary

· Fine grading and clean up of un-surfaced areas disturbed by work in and around camp sites and adjacent to installed electrical site equipment

1.02 Reference Specifications – YAG Specifications

1.03 Definitions -

A.Clearing - consists of cutting brush or trees to ground level, or when indicated, selective pruning of plant material to provide access for equipment or placement of constructed features.
B.Grubbing - consists of excavation to remove and dispose of roots and plant material below the natural ground line.
C.Excavation - consists of removal of material to line and grade indicated and any necessary disposal of materials removed.
D.Unauthorized excavation - consists of removal of materials beyond indicated subgrade elevations or dimensions without specific direction of COR.
E.1-Sack Lean Fill – One 94 lb. bag of Portland cement mixed with one cubic yard of backfill aggregate.
F.Pothole – excavation with equipment and by hand to determine the location of existing underground utilities. Includes backfill and compaction of materials to match those disturbed by excavation.

1.04 Quality Assurance - Perform excavation work in compliance with applicable requirements of governing authorities having jurisdiction and per these specifications.

A. Default testing and certification - in the absence of a Quality Control section of these specifications, no sampling and testing is required, except in the case that the COR desires reasonable confirmation that the required materials, moisture conditions and compacted density meet specifications. The COR may request certification of processed materials delivered to the site as reasonable confirmation that materials meet specifications.

1.05 Job Conditions -

A.Permits and coordination - prior to excavation obtain necessary permits from other agencies or public utilities.
B.Protection of existing utilities - prior to excavation, locate existing underground utilities in areas of work. Contractor is required to contact public utilities "Blue Stake" service prior to excavation (phone 1-800-STAKE IT or www.azbluestake.com). Request assistance from COR for prior location of Owner utilities. For utilities that are to remain in place, provide adequate means of support and protection during earthwork operations.

Should uncharted, or incorrectly charted, piping or other utilities be encountered during excavation, consult Utility Owner and COR immediately for directions. Cooperate with COR and with public and private utility companies in keeping respective services and facilities in operation. Repair damaged utilities to satisfaction of utility Owner.

C. Protection of persons and property - barricade open excavations occurring as part of this work adequate to protect vehicles and pedestrians. Post with warning lights and signs when nighttime protection is required. Operate warning lights as recommended by authorities having jurisdiction. Protect structures, utilities, sidewalks, pavements, and other facilities from damage caused by settlement, lateral movement, undermining, washout and other hazards created by earthwork operations.

Clear and grub trees and shrubs only when indicated on the drawings or when approved by the COR. Protect vegetation at the work site from disturbance.

D. Use of explosives - the use of explosives is permitted only with the approval of the COR.

PART II - PRODUCTS

2.01 Fill Materials -

A.Common - on-site or off-site material free from trash, debris, roots over 1" diameter, rocks over 3" in diameter, topsoil, highly plastic soil, or other deleterious matter.
B.Select - on-site or off-site material, selected to have qualities of a very sandy clay to clayey sand free from trash, debris, roots, rocks over 3" in diameter, topsoil, highly plastic soils or other deleterious matter: Liquid Limit less than 30 and Plasticity Index between 4 and 12.
C.Borrow – common or select material obtained from an off-site source.
D.Bedding and shading - for conduit bedding: 1/4 in. minus granular material such as gravel, decomposed granite, or sand; 100 per cent passing a #4 sieve and a maximum Plasticity Index of 10.
E.Crushed rock or aggregate base– base for cast-in-place concrete and retaining wall foundations: crushed stone with angular faces, even grading of rock and fines, from a local commercial source as normally supplied for 3/4 inch aggregate base course (ABC) and meeting the requirements of YAG Specification 702 Aggregate Base.

F. Lean Fill – 1-sack cement slurry backfill consisting of one 94 lb. bag of Portland cement mixed with one cubic yard of backfill aggregate. The backfill aggregates shall conform to the following gradation:

Air entraining admixtures shall be added and proportioned to provide air entrainment of not less than 2-percent and not greater than 5-percent in the combined mixture.

G. Marking Tape – Underground utility trench marking tape, 3 mil polyethylene, 6 inches wide, color and imprinted lettering for appropriate utility.

Electrical conduit – red, “Caution - Electrical Line Buried Below”

PART III – EXECUTION

3.01 Excavation – Unless noted otherwise, excavation is Unclassified. Remove existing material to subgrade elevations and horizontal extent indicated, regardless of character of materials and obstructions encountered.

A. Clearing and grubbing - clear and grub plant material prior to excavation. Clear and remove plant materials within the limits of excavation, including fill areas. Selectively prune brush and trees to allow access for equipment and structures when plants and trees are designated to remain. Perform additional clearing and grubbing where indicated to create areas free of plant material in storage areas or inside fenced areas.

1.Grubbing - excavate the main mass of root and plant material below ground in areas to be excavated or where otherwise indicated on the drawings. Remove any roots that protrude into trench or structural excavations. When grubbing creates cavities below finished grade, perform backfill and grading according to following parts of this Section to restore the grubbed area to compacted, finished grade.
2.Disposal – unless NOTED ON DRAWINGS, disposal of material from clearing and grubbing shall be by the following methods and at Contractor’s option.

a. Remove and dispose – dispose legally at a State-approved landfill

b. Chip and spread – chip and shred vegetative material into pieces no larger than 1-inch diameter and 6 inches long. Spread chips in a layer 2 inches or less on project areas SHOWN ON DRAWINGS or as directed by the COR.

B. Unauthorized excavation - unauthorized excavation, as well as resulting remedial work directed by COR, shall be at Contractor's expense.

1. Remedial work - Under footings or foundation bases, fill unauthorized excavation by extending indicated bottom elevation of footing or base to excavation bottom, without altering required top elevation. Lean concrete fill or concrete slurry may be used to bring elevations to proper position, when acceptable to COR.

Elsewhere, backfill and compact unauthorized excavations as specified for authorized excavations of same classification, unless otherwise directed by the COR.

C. Unsuitable material - if unsuitable materials are encountered at required subgrade elevations: carry excavations deeper and replace excavated material as directed by COR. Removal of unsuitable material and its replacement as directed will be paid on basis of contract conditions relative to changes in work.

D. Stability of excavations - slope sides of excavations to comply with local codes and ordinances having jurisdiction. Shore and brace where sloping is not possible because of space restrictions or stability of material excavated. Maintain sides and slopes of excavations in safe condition until completion of backfilling.

1. Shoring and bracing - establish requirements for trench shoring and bracing to comply with local codes and authorities having jurisdiction. Provide materials for shoring and bracing, such as sheet piling, uprights, stringers and cross-braces, in good serviceable condition as required. Maintain shoring and bracing in excavations regardless of time period excavations will be open. Carry down shoring and bracing as excavation progresses.

E. Dewatering - prevent surface and subsurface water from flowing into excavations and from flooding project site and surrounding area.

Do not allow water to accumulate in excavations. Remove water to prevent softening of foundation bottoms, undercutting footings, and soil changes detrimental to stability of subgrades and foundations. Provide and maintain pumps, well points, sumps, suction and discharge lines, and other dewatering system components necessary to convey water away from excavations.

Establish and maintain temporary drainage ditches and other diversions outside excavation limits to convey rainwater and water removed from excavations to collecting or run-off areas. Do not use trench excavations as temporary drainage ditches.

F. Structural excavation - excavate for transformer and switching cabinet pads to conform to the grades shown. For work indicated to receive sub-base or bedding, excavate to sub-base depth indicated, or, if not otherwise indicated, to 6" below bottom of work to be supported. Extend excavation horizontally to provide adequate clearance for installation or construction including formwork, bracing, damp-proofing, and compaction of backfill.

3.02 Material Storage - Stockpile excavated materials where directed, until required for backfill or fill. Place, grade, and shape stockpiles for proper drainage. Locate and retain soil materials away from edge of excavations. Do not store within drip line of trees indicated to remain. Dispose of excess soil material and waste materials as herein specified.

3.03 Cold Weather Protection - Protect trench and structural excavation bottoms against freezing when air temperature is less than 35 °F (1 °C).

3.04 Backfilling and Compaction - Compact trench backfill in a controlled fashion. Place materials in uniform horizontal lifts adjacent to structures, piping or conduit to required elevations.

A. Placement - control soil compaction during construction by placing material in level, loose, even and successive lifts.

1. Depth of lifts – for loose lifts of eight (8) inches, the resulting compacted depth of each lift shall not exceed six (6) inches.

B. Compactive effort – Trench backfill compaction shall be obtained by a minimum of three (3) passes over the entire surface of each lift by mechanical means with equipment designed for trench compacting.

C. Moisture control - where subgrade or fill material requires moisture conditioning before compaction, uniformly apply water to layers of soil material. Prevent overwatering. No free water shall appear on subgrade surface or the top of lifts during, or subsequent to, compaction operations.

D.Lean Fill –
1.Lean fill shall not be placed in standing water and shall be protected fromflooding for at least 12 hours after placement.
2.Lean fill shall not be placed on either frozen and/or saturated ground.
3.Lean fill shall be tamped and/or vibrated after placement as required by theCOR.

3.05 Grading - Finish earthwork surfaces to line and elevation. Uniformly grade trench backfill areas to match adjacent grades and slopes.

A. Hand raking and cleanup - final grading shall include hand raking and cleanup of disturbed by earthwork when indicated by the conditions in this clause. Hand rake to blend the area to match adjacent undisturbed areas. Remove and dispose of rocks, rubble and debris larger than 2 inches. Areas for hand raking shall be designated by COR and include the following:

· Disturbed areas in campgrounds where no surface material is applied

· Adjacent to existing roads and trails.

· Adjacent to electrical equipment

3.06 Maintenance - Protect earthwork areas from wet-weather traffic and erosion. Keep free of trash and debris. Repair and re-establish grades in disturbed, settled, eroded, and rutted areas to specified soil density and final grading tolerances.

A. Settling - where settling is measurable or observable in earthwork areas during general project warranty period, remove surface (pavement or other finish), add backfill material, compact, and replace surface treatment. Restore appearance, quality, and condition of surface or finish to match adjacent work, and eliminate evidence of restoration to greatest extent possible.

3.07 Disposal of Excess and Unsuitable Earthwork Material - Transport all excess unsuitable excavated material to the designated waste area.

A. Dunbar Quarry shall be the designated waste site.

B. Dunbar Quarry is located ½ mile from Walker Road with access to the quarry directly across Walker Road from the South Shore access road.

C. The COR shall designate the dump area by flagging the area to be utilized for unsuitable material disposal.

D. The Contractor shall shape and grade dumped material to match existing grades and slopes to the maximum extent possible.

E. No trash, vegetation or deleterious material shall be dumped in the disposal area.

F. The Contractor shall be responsible for obtaining the COR’s approval of the final appearance of the disposal area.

SECTION 04225

SEGMENTAL CONCRETE RETAINING WALL

PART I - GENERAL

1.01 Scope - This item covers furnishing and constructing a segmental concrete retaining wall in accordance with manufacturer instructions and as SHOWN ON DRAWINGS.

1.02 Referenced Specifications – 02200 Earthwork

1.03 Quality Assurance - A manufacturer's representative shall be present during the initial phases of installation to brief the contractor on proper installation practices if the contractor or subcontractor is a first time installer of the segmental concrete retaining wall being installed.

PART II - PRODUCTS

2.01 Segmental Concrete Units - Precast solid concrete units, integrally colored, with split block faces equal to Versa-Lok wall and cap units as manufactured by Versa-Lok Retaining Wall Systems, PO Box 9116, North St. Paul, MN 55109, ph: 612.770-3166.

A. Unit style - Versa-lok “Standard”

B. Unit color – “Goldenrod” (locally supplied by Yavapai Block and Precast, ph: 928.445.4340)

C. Quality – units shall be sound and free of cracks or other defects that interfere with placing the unit or impair the strength or permanence of the completed structure. Defective units shall be rejected. Units showing cracks longer than 1/2” or showing chips visible from a distance of 10 feet shall be rejected. The Contractor shall promptly remove rejected units from the project site.

2.02 Structural Pins – Fiberglass reinforced nylon pins, 5 3/4" x 1/2" diameter, by Versa-Lok.

2.03 Cap Block Adhesive - Adhesive shall be pre-mixed, water resistant, quick curing and flexible, suitable for adhering concrete masonry, as supplied by Versa-Lok or an approved equal.

2.04 Crushed Aggregate – Foundation and drain rock material shall be 3/4 inch minus, crushed aggregate, as locally supplied for aggregate base course (ABC).

2.05 Tieback Reinforcement – Geosynthetic material suitable for soil reinforcement, Versa-Grid Geogrid or equal.

PART III - EXECUTION

3.01 General - Segmental concrete retaining wall shall be installed to the lines and grades established in accordance with the details SHOWN ON DRAWINGS, as staked in the field and according to the manufacturer's instructions.

3.02 Layout – Prior to excavation, the Contractor shall mark the location and indicate the finished height of each wall. Obtain COR approval of layout before beginning excavation.

3.03 Excavation - The subgrade shall be excavated, smoothed, and leveled to receive the segmental concrete units. A crushed aggregate leveling course shall be placed and compacted with three passes of an approved hand guided vibratory compactor. Refer Section 02200 Earthwork for specifications on materials, moisture requirements and compaction densities.

Changes in foundation elevation shall be vertical steps in increments of unit height that will maintain continuous level courses throughout the length of a wall. The finished foundation surface shall be horizontal (zero percent grade) for the length of the wall. Well-graded sand may be used in thickness not to exceed 1/2 inch to smooth the top of the foundation pad.

Obtain COR approval of compacted foundation before placing segmental concrete units.

3.04 Segmental Concrete Unit Installation - The first course of units shall be placed on top of and in full contact with the prepared leveling course. The units shall be checked for proper elevation and alignment. Wall units shall be placed side by side with no face gaps for the full length of the wall. If the foundation course is staggered in elevation, arrange sideways adjacent units so successive courses produce uniform, interlocked spacing. Foundation course units shall be level between adjacent units, from side to side and front to rear.

A. Pins – install 2 connection pins per full unit and adjust units fully forward against the pins.

B. Coursing – place successive courses with units centered on the joints of the course below.

C. Wall batter – final batter on retaining wall faces shall be 8:1, canted into the backfill.

D. Cleaning – clean any dirt and debris from top of units before installing successive courses or cap units

3.05 Backfill –

A. Wall - backfill with drain rock and native material as SHOWN ON DRAWINGS and according to Section 02200 Earthwork. Place backfill when wall is complete or when unsupported height reaches two feet, whichever is less. Protect wall from disturbance and displacement during backfill. Compact materials using only hand operated mechanical compaction equipment (tamper, vibrating plate, or roller) within three feet of the wall. Heavy equipment shall be kept three feet from the top of the wall.
