SECTION 01026

METHOD OF MEASUREMENT

PART 1 GENERAL

1.01 SCOPE

A. This section defines the terms associated with the method of measurement for determining final payment under the terms of the contract.

1.02 MEASUREMENT AND PAYMENT

A. No separate measurement or payment will be made for the work specified in this section.

1.03 DETERMINATION OF QUANTITIES

A. The following measurements and calculations are used to determine contract quantities.

B. For individual construction items, longitudinal and lateral measurements for area computations will be made horizontally or corrected to horizontal measurement unless otherwise specified.

C. The average end area method will be used to compute volumes of excavation or embankment.

D. For items that are measured by the linear foot, such as trenching, fencing, utility lines, measurements will be made parallel to the base or foundation upon which the structures are placed.

E. For aggregates weighed for payment, scale weights of material shall be adjusted to deduct the daily average moisture content in excess of 2 percent over optimum moisture.

If moisture determination is necessary, the daily average moisture content will be determined in accordance with AASHTO T 255, from not less than three representative samples of aggregate taken at random intervals each day that aggregate is being weighted.

F. For vehicular shipments, net certified scale weights will be used as a basis of measure-ment. Contractor shall submit certified weight slips for all vehicular shipments.

Measurements will be adjusted when material has been lost from the vehicle or from the distributor, has been wasted, or has otherwise not been incoroporated into the work.

Determining true weights of hauling vehicles shall be made by weighing the empty vehicles at least once a day at the times the Engineer directs. Each vehicle shall bear a plainly legible identification mark.

PART 3 EXECUTION

3.01One of the following methods of measurement for determining final payment is designated
on the Schedule of Items for each pay item:

A. Designed Quantities (DQ)

1. These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings and the presentation in the contract. Changes in the number of units of the originally contemplated work will not be made unless authorized under one or more of the following conditions:

a. As a result of changes authorized by the Contracting Officer in the originally contemplated work. Minor changes to adjust balance points, and the like, will not be considered changes in quantities.

b. As a result of the Contracting Officer determining that errors exist in the original design data used to determine designed quantities, that cause a pay item to change by 15 percent or more.

c. As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design data used to determine design quantities that cause a pay item total to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.

2. Final Payment for Designed Quantities:

a. Final payment will be made for the designed quantities at the unit price shown in the Schedule of Items, subject to the provisions of paragraph 3.01A.1

B. Staked Quantities (SQ)

1. These quantities are determined from staked measurements prior to construction.

C. Actual Quantities (AQ)

1. These quantities are determined from the measurements of the completed work.

D. Vehicle Quantities (VQ)

1. These quantities are measured in the hauling vehicles.

E. Lump Sum Quantities (LSQ)

1. These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.

SECTION 01300

SUBMITTALS

PART 1. GENERAL

1.01 SCOPE

A. The work in this section consists of furnishing samples, shop drawings, and the submittal of technical information. It describes the review time for submittals, shop drawings, and substitutions.

1.02 MEASUREMENT AND PAYMENT

A. No separate measurement or payment will be made for the work specified in this section.

PART 2. PRODUCTS

Not Applicable.

PART 3. EXECUTION

3.01 SUBMITTALS

A. The Contractor shall submit submittals to the Contracting Officer for approval within 15 days of awarding the contract. Allow 10 calendar days for review.

3.02 SUBSTITUTIONS

· Any substitution of material must be requested in writing. The material must be equal to and approved by the Contracting Officer. Approval of satisfactory substitutions shall be made after contract has been awarded. Allow 10 calendar days from receipt of the submittal

MOBILIZATION

PART 1 GENERAL

1.01 SCOPE

A. This work consists of moving personnel, equipment, material, and incidentals to the project and performing all work necessary before beginning work at the project site. Mobilization includes the obtaining of permits, insurance, and bonds.

1.02 MEASUREMENT

A. Mobilization will be measured by lump sum. Item 01505 (01) Mobilization.

1.03 PAYMENT

A. The accepted quantity, measured as provided above, will be paid at the contract price per unit of measurement for the pay item listed below that is shown in the schedule of item. Payment will be full compensation for the work prescribed in this Section.

The mobilization lump sum quantity (LSQ) will be paid for the job as follows:

a. Bond premium will be reimbursed after receipt of the evidence of payment.

b. 50% of the lump sum, not to exceed 5% of the original contract amount, will be paid following completion of 5% of the original contract amount not including mobilization and bond premiums.

c. Payment of the remaining portion of the lump sum, up to 10% of the original contract amount, will be paid following completion of 10% of the original contract amount not including mobilization and bond premiums.

d. Any portion of the lump sum in excess of 10% of the original contract amount will be paid after final acceptance.

SECTION 02670

WATER WELLS

PART 1 GENERAL

1.01 SCOPE

This section applies to the furnishings of all labor and materials necessary for the drilling, casing, grouting, and developing of a vertical water well to produce 2 to 5 gallons per minute.

1.02 CODES AND STANDARDS

A. The well shall be constructed to the standards detailed in Water Well Standards; State of California, Department of Water Resources Bulletin No. 74 and AWWA Standards for Water Wells A100-84.

B. All work shall be done by a Contractor licensed in the State of California.

1.03 MEASUREMENT AND PAYMENT

A. Measurement for this section will be to the nearest unit of measure as shown in the Schedule of Items for actual depth drilled and quantities installed as follows:

B. Payments shall constitute full compensation for furnishing all labor, material and equipment necessary to complete the work in accordance with the drawings and specifications.

C. Payments for Items 02670(01) Well Drilling, shall include constructing and clearing for site access, set up, drilling the well, keeping records and logs, filing required logs and reports, and wastewater disposal. Measurement will be Actual Quantity (AQ) for Linear Feet (LF) for the depth of well drilled, including any wells abandoned.

D. Payment for Item 02670(02) Steel Well Casing, shall include welding and installing both solid and perforated casing. Measurement will be Actual Quantity (AQ) for Linear Feet (LF) of casing installed.

E. Payment for Item 02670(03) Pitless Adapter, Grout Seal, Development and Disinfection, Yield and Drawdown Test, shall include installing the pitless adapter, oversize drilling (minimum 10 inch diameter) to 50 foot depth, grout sealing well, developing and disinfecting the well, performing a yield and drawdown test on the well and cleanup. Measurement will be Lump Sum Quantity for the job.

F. Payment for Item 02670(04) Well Abandonment, shall include abandonment of the well in the event the well does not produce adequate potable water. Measurement will be Actual Quantity (A.Q.), for each (EA) hole abandoned. NOTE: this is a contingency item. If no holes need to be abandoned, A.Q. payment will be zero dollars.

G. Payment for Item 02670(05) Lost Circulation, shall include all labor and materials to bridge zones of lost circulation. Measurement shall be by Actual Quantity (A.Q.) of hours of operation to pump cement into zone and redrill. Time will not be counted for lost production while waiting for cement to set. NOTE: this a contingency item. Loss of circulation may not be encountered, in which case A.Q. payment will be zero dollars.

PART 2 PRODUCTS

2.01STEEL CASING
A.Casing shall meet the requirements set forth in the California State Water Well Standards. All butt joints in the steel casing shall be field welded and watertight. The inside surface of the welded casing shall be smooth and free of any irregularities.

B. Casing shall be steel well casing with welded joints, 6 5/8 inch diameter, 0.188 inches thick. Perforated casing shall be of the same dimensions and material as blank casing. Perforations shall be factory made with a maximum size of 3/16 inch by 3 inches.

C. If steel well casing manufactured outside the United States is to be used, see Section 01010.

D. Pitless adapter shall be for 6” casing with a minimum 1” discharge.

2.02 GROUT

A. Grouting shall meet the requirements set forth in California State Water Well Standards, Bulletin 74-81

2.03 DISINFECTANT

A. Shall be Sodium Hypochlorite, commercially known as “liquid laundry bleach.”

PART 3 EXECUTION

3.01 SITE ACCESS

A. The well site will be staked in the field by the Forest Service prior to beginning work.

3.02 DEPTH AND YIELD

A. Drilling shall continue to a depth of approximately 100 feet. Water yield shall be estimated by air lifting. If the estimated yield is 5 gallons per minute or greater, drilling shall cease and casing shall begin. If the estimated yield is less than 2 gallons per minute, drilling shall continue.

B. At every 21 foot interval thereafter, yield shall be estimated by airlifting. If the estimated yield is 5 gallons per minute or greater, drilling shall cease and casing shall begin. If the estimated yield is less than 2 gallons per minute, drilling shall continue.

C. If, at 200 feet depth, 1 gallon per minute is attained, cease drilling, case and develop well. If 1 gallon per minute is NOT attained, cease drilling and abandon hole.

D. Casing shall be terminated at 2 feet above the ground surface.

3.03 ALIGNMENT

A. A twenty foot piece of pipe or other rigid device with an outside diameter of five inches shall be used to test the alignment of the well. The device shall be furnished by the Contractor and be passed through the well to at least ten feet below the water drawdown level. Should the alignment fail this test, the Contractor shall correct the alignment or abandon the well and drill a new well at the same location at no additional cost to the Government.

3.04 WASTE WATER DISPOSAL

A. Turbid water pumped from the well shall be conducted to a seepage pit, contained by straw waddles, constructed by the Contractor and adjacent to the project site. Drill tailings will not be permitted to enter Willow Creek. Contractor shall submit a plan to confine tailings during performance, and to remove or remediate after performance.

3.05 PITLESS ADAPTER

A. A pitless adapter for 6 inch casing with 1inch or larger discharge shall be installed at 24 inches below the ground surface.

3.06 GROUTING SEAL

A. The annular space 2 inches outside of well casing shall be completely filled with cement grout to 50 foot depth. Grouting shall begin at the lowest level of the annular space and continue slowly up towards the surface in one continuous operation. A conductor casing may be used at the option of the Contractor, at no cost to the Government.

B. A rubber boot shall be attached to the casing and set at the depth of grout to prevent downward movement of the sanitary grout seal.

3.07 DEVELOPING WELL

A. Development shall consist of bailing and surging of the well which is to be performed after installation and grouting of the casing. The Contractor shall continue well development until the well water meets the turbidity standards of the State of California.

3.08 YIELD AND DRAWDOWN TEST

A. After development of well, the Contractor shall perform a yield and drawdown test on the new well. The test shall continue for 4 hours. The Contractor’s pump shall be able to pump a minimum of 20 gallons a minute. Bailing or air-blowing is not allowed.

3.09 CLEAN-UP

A. Upon completion of the work on the well and removal of equipment, the well site shall be left in a clean and neat condition and free of all trash and debris. Sand and other material removed during the drilling operation shall be disposed of by spreading and raking adjacent to the site.

3.10 RECORDS

A. The Contractor shall maintain and furnish the Contracting Officer one copy of the well log showing the depth in feet from the ground surface to each stratum encountered in drilling.

B. The Contractor shall maintain a record of the yield and drawdown test, noting readings a minimum of every 15 minutes and a copy furnished to the Contracting Officer. The test shall be 4 hours.

C. The Contractor shall file a Notice of Intent (DWR Form 2125) with the California State Department of Water Resources and shall prepare reports on the wells in accordance with Section 13751 of the State Water Code. Upon acceptance of the work, the log shall be filed on DWR Form 188 with the State, and a copy provided to the Contracting Officer.

3.11 SHUTDOWN

A. The well bore and casing shall be covered in a manner approved by the Contracting Officer during periods of temporary shutdown and overnight.

3.12 DISINFECTION

A. The Contractor shall disinfect the well in accordance with Appendix E of the California State Water Well Standards. Disinfection shall not take place until testing for yield and drawdown has been completed and samples of water quality analysis have been collected. The Government will take the water samples and have them tested.

3.13 ABANDONED HOLE

A. If a suitable supply of water, 1 gallons per minute, is not encountered, the hole shall be abandoned in accordance with the “Water Well Standards; State of California”.

3.03 ALIGNMENT

A. A twenty foot piece of pipe or other rigid device with an outside diameter of five inches shall be used to test the alignment of the well. The device shall be furnished by the Contractor and be passed through the well to at least ten feet below the water drawdown level. Should the alignment fail this test, the Contractor shall correct the alignment or abandon the well and drill a new well at the same location at no additional cost to the Government.

3.04 WASTE WATER DISPOSAL

A conductor casing may be used at the option of the Contractor, at no cost to the Government.

B. A rubber boot shall be attached to the casing and set at the depth of grout to prevent downward movement of the sanitary grout seal.

3.07 DEVELOPING WELL

A. Development shall consist of bailing and surging of the well which is to be performed after installation and grouting of the casing. The Contractor shall continue well development until the well water meets the turbidity standards of the State of California.

SECTION 15440

SOLAR PUMP SYSTEM

GENERAL

SUMMARY

This Section shall consist of furnishing and installing the following:

Submersible solar pump Photovoltaic panel array EDIT: Only INDIVIDUAL water meters are covered in the this section. If the meter will be installed in a chlorinator box, pumphouse, or other utility box, it will be covered in the “Plumbing Appurtenances” Spec.

System controller unit with float switch in storage tank Pole mounting system This Section shall also include the flushing, testing and disinfection of waterlines.

QUALITY ASSURANCE

All work is to be completed according to applicable Federal, State and Local codes. This work includes, but is not limited to, materials, installation, testing and disinfection DELETE this Article if there are no existing utilities. Coordinate with requirements specified in Division 1 Section "Temporary Facilities and Controls" for temporary utilities.

MEASUREMENT AND PAYMENT

CHOOSE method of payment: paragraph above or below.

Payment will be as listed for the following items:

PRODUCTS

ASSUMED PARAMETERS GOVERNING SELECTION OF PRODUCTS

Size pump selection based on total elevation head of 100 feet and delivery pipe of 1 inch polyethylene up to 400 feet in length. Minimum output shall be 3 gallons per minute. Acceptable brands are Grundfoss, Dankoff, and Conergy.

Solar panel array selection shall be sized to operate the pump selected in 2.1.A. Performance from the months of June through August shall be capable of 1,000 gallons per day, with reduced performance through October. Latitude is 41 degree north, and solar output may be based on data from Reno, NV.

System controller selection shall be based on the pump selected in 2.1.A. System electrical output to the pump shall remain D.C. current. Controls shall include float switch on/off operation and dry pump override/shut off protection. Housing shall be weather proof.

Pole mounting system shall be specifically designed for and supplied by the solar panel array manufacturer. The pole shall be a minimum of 3” diameter galvanized schedule 40 steel pipe, and compatible with the manufacturer’s system.

Drop pipe for the pump shall be schedule 120 PVC, diameter to be compatible with pump selected in 2.1.A, three lengths of 21 feet each.

EXECUTION

PUMP INSTALLATION

Pump shall be set in well at a depth below static water level and drawdown, or using three full lengths of 21 foot drop pipe, whichever is greater

SOLAR PANEL INSTALLATION

Pole mounting system shall be completed according to all manufacturer’s recommendations Galvanized steel pipe (GSP) pole shall be set at 8 feet above grade and 5 feet below grade.

GSP pole shall be set in a bored hole 4 inches in diameter greater than the GSP pole. The annular space around the pole shall be filled with concrete or grout to the full depth of 5 feet.

Location of GSP pole shall be within 15 feet of the well. Control wire to the storage tank and power cable to the well pump shall be buried in the trench with the water piping from the well to the storage tank.

CONTROLER INSTALLATION

Controller shall be securely mounted to the GSP pole at a height of 5 feet.

Wiring to the float switch and cable to the pump shall be sized and installed according to all manufacturer’s recommendations.
