SCOPE OF SERVICE

Per the Plans and Specifications the Contractor shall provide all professional services, labor, etc.

necessary to construct a new second floor addition with a new roof; includes modification, cutting, patching, and restoration the existing building as required by construction of the new work; construction, connection and integration of all fire alarm, HVAC, plumbing and electrical work. Construct temporary barricades as required.

LOCATION

The Redwood Sciences Laboratory is located on the Humboldt State Campus in Arcata, CA. As such the contractor will be governed by the safety and security requirements of the campus.

GOALS AND OBJECTIVES

The Contractor shall provide all management services, quality control, logistical support, vehicles, equipment and materials. Contractor shall comply with contract requirements with regard to work and materials. The period of performance is 180 calendar days. Warranty period shall begin upon written government acceptance of the completed work.

GENERAL REQUIREMENTS

Along with the Requirements and Responsibilities identified in this document, the Contractor shall provide project administration services to include, the following:

♦ Consultation with the Government regarding all aspects of the project.

♦ Attendance at. (Pre bid walk through, pre construction conference, bi-weekly construction meetings, and close out.)

♦ Travel.

♦ Direction and quality control of in-house personnel and consultants.

♦ Coordination and response to Submittals and Requests for Information.

♦ Coordination with the local utility companies.

♦ Coordination with the local government.

♦ Contractor must be registered in Central Contractor Registration prior to the request for quotation date for their proposal to be considered valid. (See - http://www.ccr.gov/)

REQUESTS FOR INFORMATION

The Contractor shall prepare written comments and/or drawings to enable the government representative to understand the request and allow the government representative to respond in a timely manner and at no additional expense to the Government.

CHANGES

The Contractor shall provide all documents for change orders, including drawings and/or specifications required because of errors and/or omissions, or unforeseen changes in scope.

Changes to the contract such as changes in the statement of work, quantity of work, the performance period, or funds, stop work, termination actions, or final acceptance are reserved for the Contracting Officer.

Prior to the final payment under this contract, the Contractor shall furnish the Government a Release Of All Claims against the Government other than such claims as the Contractor may specifically state. The Contractor shall describe and state the amount of each stated claim.

Selection Procedure: During the review of offers the Forest Service may ask for additional information.

The Forest Service may initiate action to award a contract at any point after review of the offers.

Therefore, offers should reflect the contractors best terms both from a technical and cost standpoint.

NOTE: Contractor must be fully registered at www.ccr.gov for the proposal to be accepted

Other Specific Requirements:

1. Coordinate work with other contractors on site.

2. Dispose of all materials off site per State and Local regulations.

3. Maintain the lay down and work areas neat and orderly.

4. Water and electric power available on site.

SECTION 01010

SUMMARY OF WORK

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 1 Specification Sections, apply to this Section.

1.2 PROJECT DESCRIPTION.

A. The Project consists of the renovation of the existing Redwood Science Laboratory building as shown on

Construction Documents, dated July 11, 2007.

B. The Work includes, but not limited to the following:

1. Base Bid (All work shown is in Base Bid Unless Otherwise Noted as Bid Option)

a. Seismic retrofit of existing building. All seismic upgrades in existing building, including seismic components that support second floor addition.*

b. Fire alarm system upgrade, including connections and components as required to allow for expansion of second floor addition.*

c. HVAC and plumbing upgrade, including connections and components as required to allow for expansion of second floor addition.”

d. Design-build new sprinkler system throughout entire building, including connections and components as required to allow for expansion of second floor addition.*

e. Selective demolition, modification, cutting, patching and restoration of existing building as required by construction of new work (Items a through e).

f. Temporary barricades as required. Provide protection/clean-up of all existing finishes, furnishings and equipment. Contractor to work with Forest Service to determine duration and extend for relocation of building staff, furnishings and equipment as required by construction of new work (Items a through e).

2. Add Alternate A: Second Floor Addition **

a. Work includes, but not limited to: Construction of new second floor addition with new roof;

modification, cutting, patching and restoration of existing building as required by construction of new work; construction, connection and integration of all fire alarm, HVAC, plumbing, and electrical work for new second floor addition; temporary barricades as required.

3. Add Alternate B: Existing Lighting Upgrade **

a. Work includes, but not limited to: Demolition of existing lighting system; installation of new lighting system; modification, cutting, patching and restoration of existing building components and finishes as required by construction of new work; temporary barricades as required.

PROJECT COORDINATION

PART 1 – GENERAL

A. Drawings and general provisions of Contract, including General and Supplementary Conditions and other Division-1 Specification Sections, apply to this Section.

1.2 SUMMARY

A. This Section specifies administrative and supervisory requirements necessary for Project coordination including, but not necessarily limited to:

1. Coordination.

2. Administrative and supervisory personnel.

3. General installation provisions.

4. Cleaning and protection.

B. Progress meetings, coordination meetings and pre-installation conferences.

C. Requirements for the Contractor's Construction Schedule are included in Section 01300 Submittals.

1.3 COORDINATION

A. Coordination: Coordinate construction activities included under various Sections of these Specifications to assure efficient and orderly installation of each part of the Work. Coordinate construction operations included under different Sections of the Specifications that are dependent upon each other for proper sequence, installation, connection, and operation.

1. Where installation of one part of the Work is dependent on installation of other components, either before or after its own installation, schedule construction activities in the sequence required.

2. Where availability of space is limited, coordinate installation of different components to assure maximum accessibility for required maintenance, service and repair.

3. Make provisions to accommodate items scheduled for later installation.

4. Locate and mark all existing utilities below grade prior to installation of work affected hereby.

B. Prepare memoranda for distribution to each party involved outlining special procedures required for coordination. Distribute copies of these memoranda to each trade performing work at the Project site.

Include such items as required notices, reports, and attendance at meetings.

1. Prepare similar memoranda for the Contracting Officer and separate contractors where coordination of their Work is required.

C. Administrative Procedures: Coordinate scheduling and timing of required administrative procedures with other construction activities to avoid conflicts and ensure orderly progress of the Work. Such administrative activities include, but are not limited to, the following:

1. Preparation of schedules.

2. Installation and removal of temporary facilities.

3. Delivery and processing of submittals.

4. Progress and coordination meetings.

5. Project Close-out activities.

SECTION 01045

CUTTING AND PATCHING

A. Drawings and general provisions of the Contract, including other Division-1 Specification Sections, apply to this Section.

A. This Section specifies administrative and procedural requirements for cutting and patching.

B. Refer to other Sections for specific requirements and limitations applicable to cutting and patching individual parts of the Work. Requirements of this Section apply to mechanical, plumbing, fire protection, electrical and other installations. Refer to Division - 15 and Division - 16 Sections for other requirements and limitations applicable to cutting and patching mechanical, plumbing, fire protection, electrical and other installations.

1.3 SUBMITTALS

A. Cutting and Patching Proposal: Submit a proposal describing procedures well in advance of the time cutting and patching will be performed. Request approval to proceed with cutting and patching work.

Include the following information, as applicable, in the proposal:

1. Describe the extent of cutting and patching required show how it will be performed; and indicate why it cannot be avoided.

2. Describe anticipated results in terms of changes to existing construction. Include changes to structural elements and operating components as well as changes in the building's appearance and other significant visual elements.

3. List products to be used and firms or entities that will perform Work.

4. Indicate dates when cutting and patching will be performed.

5. Utilities: List utilities that cutting and patching procedure will disturb or affect. List utilities that will be relocated and those that will be temporarily out-of-service. Indicate how long service will be disrupted.

6. Where cutting and patching involves adding reinforcement to structural elements, submit details and engineering calculations showing integration of reinforcement with the original structure.

7. Approval by the Architect to proceed with cutting and patching does not waive the Architect's right to later require complete removal and replacement of unsatisfactory work.

1.4 QUALITY ASSURANCE

A. Requirements for Structural Work: Do not cut and patch structural elements in a manner that would change their load-carrying capacity or load-deflection ratio.

1. Obtain approval of the cutting and patching proposal before cutting and patching the following structural elements:

REFERENCE STANDARDS AND DEFINITIONS

A. Drawings and general provisions of Contract, including General and Supplementary Conditions and other Division 1 Specification Sections, apply to this Section.

1.2 DEFINITIONS

A. General: Basic Contract definitions are included in the General Conditions.

B. Indicated: The term "indicated" refers to graphic representations, notes, or schedules on the Drawings, other paragraphs or schedules in the Specifications, and similar requirements in the Contract Documents.

Where terms such as "shown," "noted," "scheduled," and "specified" are used, it is to help the reader locate the reference; no limitation on location is intended.

C. Directed: Terms such as "directed," "requested," "authorized," "selected," "approved," "required," and

"permitted" mean "directed by the Architect," "requested by the Architect," and similar phrases.

D. Approve: The term "approved," where used in conjunction with the Architect's action on the Contractor's submittals, applications, and requests, is limited to the Architect's duties and responsibilities as stated in General Conditions.

E. Regulation: The term "Regulations" includes laws, ordinances, statutes, and lawful orders issued by authorities having jurisdiction, as well as rules, conventions, and agreements within the construction industry that control performance of the Work.

F. Furnish: The term "furnish" is used to mean "supply and deliver to the Project site, ready for unloading, unpacking, assembly, installation, and similar operations."

G. Install: The term "install" is used to describe operations at project site including the actual "unloading, unpacking, assembly, erection, placing, anchoring, applying, working to dimension, finishing, curing, protecting, cleaning, and similar operations."

H. Provide: The term "provide" means "to furnish and install, complete and ready for the intended use."

I. Installer: An "Installer" is the Contractor or an entity engaged by the Contractor, either as an employee, subcontractor, or sub-subcontractor, for performance of a particular construction activity, including installation, erection, application, and similar operations. Installers are required to be experienced in the operations they are engaged to perform.

1. The term "experienced" when used with the term "Installer" means having a minimum of 5 previous

Projects similar in size and scope to this Project, being familiar with the precautions required, and having complied with requirements of the authority having jurisdiction.

2. Trades: Use of titles such as "carpentry" is not intended to imply that certain construction activities must be performed by accredited or unionized individuals of a corresponding generic name, such as "carpenter." It also does not imply that requirements specified apply exclusively to tradespersons of the corresponding generic name.

3. Assignment of Specialists: Certain Sections of the Specifications require that specific construction activities shall be performed by specialists who are recognized experts in the operations to be

1. Pre-Construction Conference.

2. Pre-Installation Conferences.

4. Progress Meetings.

B. Construction schedules are specified in another Division-1 Section.

1.3 PRE-CONSTRUCTION CONFERENCE

A. Following the award of the Contract, the Contracting Officer will schedule a pre-construction conference and organizational meeting at the Project site or other convenient location no later than 15 days after execution of the Agreement and prior to commencement of construction activities. Conduct the meeting to review responsibilities and personnel assignments.

B. Attendees: The USDA Forest Service Representatives, the Contracting Officer, the Architect and their consultants, the Contractor and its superintendent, major subcontractors, manufacturers, suppliers and other concerned parties shall each be represented at the conference by persons familiar with and authorized to conclude matters relating to the Work.

C. Agenda will be prepared by the Contracting Officer and shall include, but not limited to the following items:

1. Tentative construction schedule.

2. Critical Work sequencing.

3. Designation of responsible personnel.

4. Procedures for processing field decisions and Change Orders.

5. Procedures for processing Applications for Payment.

6. Distribution of Contract Documents.

7. Submittal of Shop Drawings, Product Data and Samples.

8. Preparation of record documents.

9. Use of the premises.

10. Office, Work and storage areas.

11. Equipment deliveries and priorities.

12. Safety procedures.

13. First aid.

14. Security.

15. Housekeeping.

16. Working hours.

SECTION 01300

SUBMITTALS

A. Drawings and general provisions of Contract, including General and Supplementary Conditions and other

A. This Section specifies administrative and procedural requirements for submittals required for performance of the Work, including:

1. Contractor’s construction schedule.

2. Submittal schedule.

3. Shop Drawings.

4. Product Data.

5. Samples.

B. Administrative Submittals: Refer to other Division - 1 Sections and other Contract Documents for requirements for administrative submittals. Such submittals include, but are not limited to:

1. Permits.

2. Applications for payment.

3. Performance and payment bonds.

4. Insurance certificates.

5. List of Subcontractors.

C. Inspection and test reports are included in Section Quality Control Services.

1.3 SUBMITTAL PROCEDURES

A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities. Transmit each submittal sufficiently in advance of performance of related construction activities to avoid delay.

The Contracting Officer will assist in timely response to all submittals by giving copies to the Architect as well as appropriate Consultant simultaneously upon receipt from the Contractor and will keep an accurate list of submittals with dates received, dates transmitted, to whom, etc., for review at each progress meeting.

1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals and related activities that require sequential activity.

2. Coordinate transmittal of different types of submittals for related elements of the Work so processing will not be delayed by the need to review submittals concurrently for coordination.

a. The Architect reserves the right to withhold action on a submittal requiring coordination with other submittals until related submittals are received.

3. Processing: Allow sufficient review time so that installation will not be delayed as a result of the time required to process submittals, including time for resubmittals.

SECTION 01320

CONSTRUCTION SCHEDULING AND PROGRESS DOCUMENTATION

A. Before any of the work is started, the Contractor must confer with the Contracting Officer and agree on a sequence of procedures: means of access to premises and building; delivery of materials and use of approaches; use of corridors, stairways, elevators, and similar means of communication; and the location of partitions, eating spaces for Contractor’s employees, and the like.

1.1 CONSTRUCTION PROGRESS CHART

A. Prepare and submit for approval a progress chart. The chart must show the principal categories of work corresponding with those used in the Schedule of Values.

1. The order in which the Contractor proposes to carry on the work.

2. The date on which it will start each category of work.

3. The contemplated dates for completion.

B. The chart must be in suitable scale to indicate graphically the total percentage of work scheduled to be in place at any time. At intervals as directed by the Contracting Officer the Contractor must:

1. Adjust the chart to reflect any changes in the contract work.

2. Enter on the chart the total percentage of work actually in place.

C. Three hardcopies of the chart as well as an electronic copy of the construction progress chart must be submitted.

1.2 UTILITIES

A. The Contractor must contact, coordinate, and make the necessary arrangements with the respective authorities for the connections to the utilities required under the contract.

1.3 DEMOLITION SCHEDULING

A. The Contractor must maintain entrance and exit access during all demolition work. Inspect daily.

1.4 PRE-CONSTRUCTION MEETING

A. The Contracting Officer will schedule a pre-construction meeting before any work takes place. The

Contractor’s Project Manager, superintendent, and a representative of all major subcontractors shall attend this meeting. Additional persons may be required to attend the preconstruction meeting if directed by the Contracting Officer. At this time, the Contractor shall make pre-construction submissions including following:

1. A typed list of the Contractors, Project Manager, Project Superintendent, and subcontractors (listed by trade) with a telephone number where they can be reached 24 hours/day, 7 days/week.

2. Draft Schedule of Values.

3. Draft Progress Schedule.

SECTION 01400

QUALITY CONTROL SERVICES

A. Drawings and general provisions of Contract, including General and Supplementary Conditions and other

A. This Section specifies administrative and procedural requirements for quality control services.

B. Quality control services include inspections and tests and related actions including reports, performed by independent agencies, governing authorities, and the Contractor. They do not include Contract enforcement activities performed by the Architect.

C. Inspection and testing services are required to verify compliance with requirements specified or indicated.

These services do not relieve the Contractor of responsibility for compliance with Contract Document requirements.

D. Requirements of this Section relate to customized fabrication and installation procedures, not production of standard products.

1. Specific quality control requirements for individual construction activities are specified in the Sections that specify those activities. Those requirements, including inspections and tests, cover production of standard products as well as customized fabrication and installation procedures.

2. Inspections, test and related actions specified are not intended to limit the Contractor's quality control procedures that facilitate compliance with Contract Document requirements.

3. Requirements for the Contractor to provide quality control services required by the Government, or authorities having jurisdiction are not limited by provisions of this Section.

1.3 RESPONSIBILITIES

A. Contractor Responsibilities: The Contractor shall provide inspections, tests and similar quality control services, specified in individual Specification Sections and required by governing authorities, except where they are specifically provided by another identified entity; these services include those specified to be performed by an independent agency and not by the Contractor. Costs for these services shall be included in the Contract Sum.

1. Retesting: The Contractor is responsible for retesting where results of required inspections, tests or similar services prove unsatisfactory and do not indicate compliance with Contract Document requirements, regardless of whether the original test was the Contractor's responsibility.

a. Cost of retesting construction revised or replaced by the Contractor is the Contractor's responsibility, where required tests were performed on original construction.

2. Associated Services: The Contractor shall cooperate with agencies performing required inspections, tests and similar services and provide reasonable auxiliary services as requested. Notify the agency sufficiently in advance of operations to permit assignment of personnel. Auxiliary services required include but are not limited to:

QUALITY CONTROL

1.1 CONTRACTOR QUALITY CONTROL

A. Contractor Quality Control: The Contractor is responsible for the overall quality of all its own work and the work performed by their subcontractors working under this contract. The quality of any part of the work installed must not be less than that required by the technical divisions of this specification. If the Contracting Officer determines that the quality of work does not conform to the applicable specifications and drawings, the Contractor will be advised in writing of the areas of nonconformance, and within 7 days the Contractor must correct the deficiencies and advise the Contracting Officer in writing of the corrective action taken.

1.2 SUBMITTALS

A. Prior to the start of on-site work, the Contractor must submit to the Contracting Officer a Contractor

Quality Control Plan that includes the following information:

1. Name, telephone number and cell number of person responsible for Quality Control.

2. Proposed forms to be used for Contractor's Daily Report Test and Inspection Reports.

B. Prior to the start of on-site work, the Contractor must submit to the Contracting Officer a Contractor

Quality Control Plan that includes the following information:

1. Names and qualifications of personnel in Quality Control organization, including Contractor Quality

Control Representative, inspectors, Independent Testing and Inspection Laboratory, and Independent HVAC Test and Balance Agency.

2. Procedures for reviewing coordination drawings, shop drawings, certificates, certifications, or other submittals.

3. Testing and inspection schedule, keyed to Construction Schedule, indicating tests and inspections to be performed, names of persons responsible for inspection and testing for each segment of work including preparatory, initial, and follow-up.

4. Proposed forms to be used including Contractor's Daily Report, Contractor Test and Inspection Report and Non-Compliance Check-Off List.

C. Independent Testing and Inspection Laboratory: Submit the following.

1. Name.

2. Address.

3. Telephone number.

4. Names of full time registered engineer.

5. Responsible officer.

6. Copy of report of laboratory facilities inspection made by Materials Reference Laboratory of National

Bureau of Standards during most recent inspection, with memorandum of remedies of any deficiencies reported by inspection.

1.3 QUALITY CONTROL PROCEDURES

A. Monitor quality control over Contractor staff, subcontractors, suppliers, manufacturers, products, services, site conditions, and workmanship.

B. Perform tests required by governing authorities having jurisdiction and utilities having jurisdiction.

C. Comply fully with manufacturer's published instructions, including each step in sequence of installation.

D. Should manufacturer's published instructions conflict with Contract Documents, request clarification from

Contracting Officer before proceeding.

SECTION 01567 -ENVIRONMENTAL PROTECTION

PART 1-GENERAL

1.01 DESCRIPTION

Furnish all labor, material and equipment and perform all work required for the prevention of environmental pollution during and as the result of construction operations under this contract.

1.02 DEFINITIONS

A. For the purpose of this specification, "Environmental Pollution" is defined as the presence of chemical, physical, or biological elements or agents which:

1. Adversely affect human health or welfare.

2. Unfavorably alter ecological balances important to human life.

3. Affect other species of importance to man.

4. Degrade the utility of the environment for its normal daily function, for aesthetic, and for recreational purposes.

B. The control of environmental pollution requires consideration of air, water and land, and involves noise control, solid waste managements and management of other pollutants.

1.03 WORK INCLUDED

This section contains general specifications pertaining to prevention of environmental pollution to be maintained until completion of the contract and shall become a part of the work of all other sections as applicable. The requirements of this section take precedence over conflicting or contradictory provisions of other sections.

1.04 INFORMATION IN OTHER SECTIONS

Additional information pertaining to pollution control work will be found in some of the various specific trade sections listed in the TABLE OF CONTENTS.

1.05 GENERAL REQUIREMENTS

A. Comply with all applicable Federal and State laws, including the latest Hawaii Public Health regulations, local laws and regulations concerning pollution control and abatement.

B. Notification: The CO will notify the Contractor in writing of any non-compliance with the foregoing provisions and the action to be taken. After receipt of such notice, immediately take corrective action. Such notice, when delivered to the Contractor or his authorized representative at the site of the work, shall be deemed sufficient for the purpose of notification. If the Contractor fails or refuses to comply promptly, the CO may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop orders shall be made the subject of a claim for extension of time or for excess costs or damages by the Contractor unless it was later determined that the Contractor was in compliance.

C. Contractor: Compliance with the provisions of this section by subcontractors will be the responsibility of the

Contractor.

PART 2 -PRODUCTS

2.01 LAND RESOURCES PROTECTION

A. General: Existing land resources within the property lines, and outside the limits of permanent work performed under this contract, unless otherwise indicated on the drawings, shall be preserved in their present condition or be restored to a condition after completion of construction that will appear to be natural and not detract from the appearance of the project. Insofar as possible, confine construction activities to areas defined by the plans or specifications and to borrow areas specified.

B. Restoration of Damage: Restore any trees or other landscape feature scarred or damaged by the

Contractor's equipment or operations as nearly as possible to its original condition at the Contractor's expense. The CO will decide what method of restoration shall be used and whether damaged trees shall be treated and healed or removed and disposed of.

SECTION 01631

PRODUCT SUBSTITUTIONS

A. Drawings and general provisions of Contract, including General and Supplementary Conditions and other

A. This Section specifies administrative and procedural requirements for handling requests for substitutions made after award of the Contract.

B. Related Sections:The following Sections contain requirements that relate to this Section:

1. Division 1 Section “Reference Standards and Definitions” specifies the applicability of industry standards to products specified.

2. Division 1 Section “Submittals” specifies requirements for submitting the Contractor’s Construction

Schedule and the Submittal Schedule.

3. Division 1 Section “Materials and Equipment” specifies requirements governing the Contractor’s selection of products and product options.

1.3 DEFINITIONS

A. Definitions in this Article do not change or modify the meaning of other terms used in the Contract Documents.

B. Substitutions: Changes in products, materials, equipment, and methods of construction required by the

Contract Documents proposed by the Contractor after award of the Contract are considered to be requests for substitutions. The following are not considered to be Request for substitutions:

1. Substitutions requested during the bidding period, and accepted by Addendum prior to opening of

Bids are included in the Contract Documents and are not subject to requirements specified in this Section for substitutions.

2. Revisions to Contract Documents requested by USDA Forest Service or Architect.

3. Specified options of products and construction methods included in Contract Documents.

4. The Contractor's determination of and compliance with governing regulations and orders issued by governing authorities.

1.4 SUBMITTALS

A. Substitution Request Submittal: The Architect will consider Requests for substitution if received within 35 days after award of the Contract. Requests received more than 35 days after award of the Contract may be considered or rejected at the discretion of the Architect.

1. Submit 3 copies of each request for substitution for consideration. Submit requests in the form and in accordance with procedures required for Change Order proposals.

SECTION 01700

EXECUTION REQUIREMENTS

1.1 LAYOUT OF WORK

A. The Contractor must furnish, at its own expense, all stakes, templates, platforms, equipment, tools, materials, and labor as may be required in laying out any part of the work.

B. The Contractor must lay out its work from base lines and benchmarks indicated on the drawings and is responsible for all measurements based on them. The Contractor must furnish, at its own expense, all stakes, templates, platforms, equipment, tools, materials, and labor as may be required in laying out any part of the work from the base lines and benchmarks. The Contractor is responsible for the execution of the work to those lines and grades established or indicated by the Contracting Officer.

1.2 CONTRACTOR'S TEMPORARY USE OF FACILITIES AND EQUIPMENT

A. No new facilities or equipment intended for the permanent installation, including materials-handling vehicles, may be used for temporary purposes unless specified in the contract or unless the Contractor has the written permission of the Contracting Officer.

1.3 DUST PROTECTION ENCLOSURE

A. The Contractor must provide an acceptable plan for preventing the generation of dust due to operations in the construction zones, along haul routes, in equipment parking areas, and in waste areas. Provide labor, material, and equipment required to construct dust-proof barriers to isolate dust and dirt from construction operations; make provisions to keep dust from penetrating into mechanical systems and tape door or window openings and cracks to form a complete dust barrier; and remove all barriers upon completion of the work and clean the work area; and clean to the original state any areas beyond the work area that become dust-laden as a result of the work operation.

1.4 DISPOSAL OF WASTE MATERIALS

A. The Contractor is responsible for disposing of all waste materials from the site. The Contractor will be required to furnish permits or other documentation to the Contracting Officer relieving the USDA of all responsibilities for disposal of materials. Material must be removed daily from the site of all buildings where Postal operations are being conducted while construction is in progress.

1.5 WELDING APPROVAL

A. A “Hot Work Permit” system must be used for all cutting, welding, or any other open flame operations on the job site. The Contractor must obtain approval before proceeding with any cutting, welding, or any other open flame operations.

B. The Contracting Officer’s permission will not be granted until:

1. It has been determined that cutting and welding can be safely conducted at the desired location.

2. All combustibles have been moved away or safely covered.

3. A fire watchman with an approved fire extinguisher is posted at the work, during the work, and for a minimum of 30 minutes after the work is completed, to see that sparks or drops of hot metal do not start fires.

C. All gas operated cutting and welding equipment and operations must be in strict accordance with the approved safety procedures.

1.6 OVERLOADING

SECTION 01701 -CONTRACT CLOSEOUT

1.01 GENERAL REQUIREMENTS

A. This Section includes administrative and procedural requirements for contract closeout including, but not limited to, the following:

1. Inspection procedures.

2. Project record document submittal.

3. Operation and maintenance manual submittal.

4. Submittal of warranties.

5. Final cleaning.

B. Closeout requirements for specific construction activities are included in the appropriate Sections in Divisions 2 through 16.

1.02 SUBSTANTIAL COMPLETION

A. Preliminary Procedures: Before requesting inspection for certification of Substantial Completion, complete the following. List exceptions in the request.

1. In the Application for Payment that coincides with, or first follows, the date Substantial Completion is claimed, show 100 percent completion for the portion of the Work claimed as substantially complete.

a. Include supporting documentation for completion as indicated in these Contract Documents and a statement showing an accounting of changes to the Contract Sum.

b. If 100 percent completion cannot be shown, include a list of incomplete items, the value of incomplete construction, and reasons the Work is not complete.

2. Advise the Government of pending insurance changeover requirements.

3. Submit specific warranties, workmanship bonds, maintenance agreements, final certifications, and similar documents.

4. Obtain and submit releases enabling the Government unrestricted use of the Work and access to services and utilities. Include occupancy permits, operating certificates, and similar releases.

5. Deliver tools, spare parts, extra stock, and similar items.

6. Make final changeover of permanent locks and transmit keys to the Government. Advise the

Government's personnel of changeover in security provisions.

7. Complete startup testing of systems and instruction of the Government's operation and maintenance personnel. Discontinue and remove temporary facilities from the site, along with mockups, construction tools, and similar elements.

8. Complete final cleanup requirements, including touchup painting.

9. Touch up and otherwise repair and restore marred, exposed finishes.

B. Inspection Procedures: On receipt of a request for inspection, the CO and the Architect will either proceed with inspection or advise the Contractor of unfilled requirements. The CO will prepare the Certificate of

Final Inspection following inspection or advise the Contractor of construction that must be completed or corrected before the certificate will be issued.

1. The CO and the Architect will repeat inspection when requested and assured that the Work is substantially complete.

2. Results of the completed inspection will form the basis of requirements for final acceptance.

1.03 FINAL ACCEPTANCE

A. Preliminary Procedures: Before requesting final inspection for certification of final acceptance and final payment, complete the following. List exceptions in the request.

SECTION 01740

GUARANTEES, WARRANTIES, BONDS SERVICE AND MAINTENANCE CONTRACTS

1.1 GENERAL

A. Guarantees from Subcontractors shall not limit Contractor's warranties and guarantees to the

Government. Whenever possible, Contractor shall cause warranties of Subcontractors to be made directly to the Government. If such warranties are made to Contractor, Contractor shall assign such warranties to the Government prior to final payment.

1.2 FORM OF GUARANTEE

A. Submit written guarantees, in the form contained at the end of this Section.

1.3 SUBMITTAL REQUIREMENTS

A. Assemble required guarantees, bonds, and service and maintenance contracts from subcontractor, suppliers and manufacturers.

B. Number of original signed copies required: 2 each.

C. Table of Contents: Neatly typed and in orderly sequence. Provide complete information for each item as follows:

1. Product or Work item.

2. Firm name, address, and telephone number; and name of principal.

3. Scope.

4. Date of beginning of guarantee, bond, or service and maintenance contract.

5. Duration of guarantee, bond, or service and maintenance contract.

6. Contractor's name, address, and telephone number; and name of principal.

7. Provide information for the Government's personnel:

a. Proper procedure in case of failure.

b. Circumstances which might affect the validity of guarantee or bond.

1.4 FORM OF SUBMITTALS

A. Prepare in duplicate packets.

B. Format:

1. Size 8 1/2-inch x 11-inch sheets punched for 3-ring binder. Fold larger sheets to fit into binders.

2. Identify each packet on the cover with typed or printed title, "GUARANTEES AND BONDS," and the following:

a. Title of Project.

b. Name of Contractor.

C. Binders: Commercial quality, 3-ring, with durable and cleanable plastic covers.

SECTION 01780

CLOSEOUT SUBMITTALS

1.1 MANUALS

A. Purpose: Operation and maintenance manuals are the training of, and use by, USDA employees in the operation and maintenance of the new system and related equipment installed.

B. Complete set of manuals must be furnished to the Contracting Officer before completion of the project.

Final payment will not be made until approved manuals are received.

C. Operating and maintenance manual requirements:

1. Provide operation and maintenance manuals for the systems and related equipment as specified below. The manuals must consist of instruction on systems and equipment. A separate manual or chapter must be prepared for each of the following classes of equipment or system:

a. Air-conditioning systems.

b. Heating systems.

c. Ventilating systems.

d. Exhaust systems.

e. Control systems.

f. Plumbing systems.

g. Fire protection and alarm systems.

h. Electrical systems.

i. Emergency systems.

j. [Miscellaneous building equipment and systems (such as compressed air systems, loading dock equipment, and vehicle maintenance equipment).]

2. Content: Unless otherwise indicated, each chapter must contain the following, as applicable:

a. Introduction.

b. Table of contents.

c. Description of system (including design intent and considerations).

3. Preparation: The outline below is intended as a general guide for preparing the manuals. The manuals must be prepared to provide for the optimum operation and maintenance of the various systems. The description of systems and general operating instructions. Further guidance is available in the ASHRAE Handbook, 1984, Systems Volume, Chapter 39, Mechanical Maintenance.

4. Suggested Outline for Operation and Maintenance (O&M) Manuals: This is a suggested outline, with general requirements of O&M manuals. The outline may be modified to suit specific installations; however, the purpose of the manual must be fulfilled. The manual is not intended to duplicate manufacturers' data, but proper references must be made in the text of the O&M manual to indicate that that information is applicable and where it is located.

Part I. Description and Design Intent A. Introduction

1. Provide a brief description of project.

B. Table of Contents

1. The table of contents must list numbers and titles of chapters and sections with their page numbers.

Part II. Operating Sequence and Procedures A. Contents: Each chapter must describe the procedures necessary for USDA personnel to operate the system and equipment covered in that chapter.

B. Operating Procedures: The operating procedures must be divided into four subsections:

Startup, Operation, Emergency Operation, and Shutdown.

SECTION 02050

DEMOLITION

1.1 DESCRIPTION

This section specifies demolition and removal of buildings, portions of buildings, utilities, other structures and debris from trash dumps shown.

1.2 PROTECTION:

A. Perform demolition in such manner as to eliminate hazards to persons and property; to minimize interference with use of adjacent areas, utilities and structures or interruption of use of such utilities; and to provide free passage to and from such adjacent areas of structures.

B. Provide safeguards, including warning signs, barricades, temporary fences, warning lights, and other similar items that are required for protection of all personnel during demolition and removal operations.

C. Maintain fences, barricades, lights, and other similar items around exposed excavations until such excavations have been completely filled.

D. Provide enclosed dust chutes with control gates from each floor to carry debris to truck beds and govern flow of material into truck. Provide overhead bridges of tight board or prefabricated metal construction at dust chutes to protect persons and property from falling debris.

E. Prevent spread of flying particles and dust. Sprinkle rubbish and debris with water to keep dust to a minimum. Do not use water if it results in hazardous or objectionable condition such as, but not limited to;

ice, flooding, or pollution. Vacuum and dust the work area daily.

F. In addition to previously listed fire and safety rules to be observed in performance of work, include following:

1. No wall or part of wall shall be permitted to fall outwardly from structures.

2. Maintain at least one stairway in each structure in usable condition to highest remaining floor. Keep stairway free of obstructions and debris until that level of structure has been removed.

3. Wherever a cutting torch or other equipment that might cause a fire is used, provide and maintain fire extinguishers nearby ready for immediate use. Instruct all possible users in use of fire extinguishers.

4. Keep hydrants clear and accessible at all times. Prohibit debris from accumulating within a radius of

4500 mm (15 feet) of fire hydrants.

G. Before beginning any demolition work, the Contractor shall survey the site and examine the drawings and specifications to determine the extent of the work. The contractor shall take necessary precautions to avoid damages to existing items to remain in place, to be reused, or to remain the property of USDA; any damaged items shall be repaired or replaced as approved by the Contracting Officer. The Contractor shall coordinate the work of this section with all other work and shall construct and maintain shoring, bracing, and supports as required. The Contractor shall ensure that structural elements are not overloaded and shall be responsible for increasing structural supports or adding new supports as may be required as a result of any cutting, removal, or demolition work performed under this contract. Do not overload structural elements.

Provide new supports and reinforcement for existing construction weakened by demolition or removal works. Repairs, reinforcement, or structural replacement must have Contracting Officer’s approval.

1.4 UTILITY SERVICES:

A. Demolish and remove outside utility service lines shown to be removed.

SECTION 02300

EXCAVATION FOR STRUCTURES

PART 1 - GENERAL

1.1 SUMMARY

A. This Section includes the following:

1. Excavating, filling, subgrade preparation, and backfilling for modifications to the existing building foundations.

2. Materials for sidewalk base.

B. Related Sections include the following:

1. Section 03300 Cast-in-Place Concrete.

1.2 REFERENCES

1.3 DEFINITIONS

A. Excavation: Removal of material encountered above subgrade elevations or removal of unsatisfactory material prior to placement of engineered fill.

B. Engineered Fill: Satisfactory soil materials used for fill or backfill.

C. Subgrade: Surface or elevation remaining after completing excavation, or top surface of a fill.

1.4 QUALITY ASSURANCE

A. Contractor is responsible for shoring and bracing of excavations in accordance with all applicable local, state, and federal safety regulations.

1. Shoring is also required for existing framing elements where excavation is indicated to be performed under existing foundations or slabs to be left in place.

B. The Owner’s representative will observe subgrade preparation and backfill compaction in progress to verify compliance with requirements.

C. If borrow materials are required for backfill, such materials shall be obtained from a source approved by the Owner’s representative.

D. Provide protection for existing trees adjacent to excavations. Do not damage existing trees.
