STANDARD SPECIFICATIONS FOR CONSTRUCTION OF ROADS AND BRIDGES ON FEDERAL HIGHWAY PROJECTS (FP-03 U.S. CUSTOMARY UNITS) (2003)

PROJECT COORDINATION– 01000 1
DIVISION 1 - GENERAL REQUIREMENTS
01010 - SUMMARY OF WORK
PART 1 - GENERAL
1.1 – Location
The project is located along Red Rock Scenic Byway, SR-179, in the Village of Oak Creek (Big Park), Sedona, AZ. The Byway is approximately 35 miles south of Flagstaff, just south of the Sedona City Limits on SR 179. The designated Byway begins approximately 2 miles north of the junction of SR 179 and I-17 spans about 7.5 miles. Work for the base bid includes the following: Southbound Portal Entry Sign, Courthouse Butte Vista (masonry pillar, steel railing and steel frame for an interpretive sign), and Yavapai Point (masonry pillar, steel railing, and steel frame for an interpretive sign). See map on cover sheet of construction documents for general location. Driving time from Flagstaff, Arizona is approximately 50 minutes. These locations are all highly visited recreational sites, especially during the summer season.
1.20 – Description of Work – Southbound Portal Entry Sign – Base Bid
A. General – This work includes the construction of a new portal scenic byway entry sign on Highway 179. The All work includes obtaining all applicable permits and site preparation work. Location of site shall be coordinated with the Engineer prior to start of construction. The work includes all labor, material, and equipment necessary to perform all the operations for the work specified herein and as stated in the construction drawings. All waste shall be hauled to a certified landfill.
1. Stone veneer CMU base
a) Accent basalt boulders to be furnished from Forest Service Girdner Pit.
b) Contractor shall provide all load and hauling from Forest Service pits
c) Commercially procured stone to match the existing stone veneer bases throughout the Scenic Corridor (North Portal, Little Horse, and Courthouse Butte). See photo of Little Horse sign at end of this section.
d) Provide and install porcelain enamel Forest Service Symbol on stone face.
e) Provide and install porcelain enamel National Scenic Byway Symbol on stone face
f) Provide and apply native seed mix as recommended by supplier at locations around disturbed areas around sign base.
2. Sign Panels – Fabricate each panel prior to welding together
a) Weathering steel panels treated to rust on outside faces.
Front panel – lettering cut out as shown on drawings Back panel – powder coated steel inside face only and outside face shall be treated to rust.
b) Fabrication includes continuous fillet welding throughout for fixed position to upper adjacent plate.
c) 10”x10” hollow steel beam treated to rust to support the sign panels.
Fabrication includes continuous fillet welding along the bottom of beam to lower adjacent plate.
Southbound Portal sign is slightly larger in scale than the Bell Rock Vista sign shown above. Masonry work to match the rustic natural design theme along the byway.
1.21 – Description of Work – Yavapai Point Masonry Pillar and Railing – Base Bid
A. General: the construction of masonry pillars and steel railing, and the fabrication of steel frame and mounting harware for a government furnished interpretative panel. This work shall include all labor, material, and equipment necessary to grade and compact the native surface adjacent to new construction. Contractor responsible for providing construction barricades to protect the construction zone from visiting public. Forest Service will issue a press release about the trail at the upper platform area being temporarily closed due to construction, but the trailhead will remain open due to other trails the public will have access too.
1. Stone veneer CMU base – masonry pillar
a) Commercially procured stone to match existing masonry work of recently constructed signs along Red Rock Scenic Byway (see photo below of masonry pillar and rail at Bell Rock Vista).

1.22 – Description of Work – Courthouse Butte - Masonry Pillar and Railing – Base Bid
A. General: the construction of masonry pillars and steel railing, AS SHOWN ON DRAWING.
1. Stone veneer CMU base – masonry pillar
a) Commercially procured stone to match “rustic natural” masonry work along Red Rock Scenic Byway.
1.23 – Description of Work – Yavapai Point-Accessible Trail (Section 1) – Additive Item #1
A. General: This work shall include all labor, material, and equipment necessary to construct a 6-ft wide, sidewalk meeting Forest Service accessibility guidelines, from the existing edge of the trail, which will extend to area beyond the resting platform, AS SHOWN ON DRAWINGS. Work shall also include providing rock tree protection around the existing tree as shown in photo below and indicated ON DRAWINGS. The other photo shows an image of previous installation for reference on the new placement. Contractor shall load, haul and deliver rock from Forest Service Red Tank Draw pit for tree protection.
Existing Trail and Viewing Platform Yavapai – New Trail Section
1.24 – Description of Work – Yavapai Point-Accessible Trail (Section 2) – Additive Item #2
A. General: This work shall include all labor, material, and equipment necessary to construct concrete sidewalk/slab sidewalk meeting Forest Service accessibility guidelines as an extension from the edge of the concrete edge from additive item #1, which ends at the area beyond the resting platform, AS SHOWN ON DRAWINGS, to the top of the viewing platform. See photo above in Section 1.21 labeled Existing Trail and Viewing Platform.
1.25 – Description of Work – Yavapai Point-Handrails – Additive Item #3
A. General: This work shall include all labor, material, and equipment necessary to fabricate and install handrails, approximately 70 lineal feet, AS SHOWN ON DRAWINGS.
1.3 – Timing of Work
No motorized activities may occur after 8 p.m. seven days per week.
The Red Rock Ranger District will make notification to the public regarding the construction and the use of heavy equipment at all the locations. Contractor shall be responsible for barricading off the construction work zone.
1.4 – Government-Furnished Facilities
1. An area at the Yavapai Point Trailhead will be made available to the Contractor for staging and storage during construction. Any damage resulting from the Contractor's use of the site will be repaired or replaced at the Contractor’s expense at the direction of the Engineer. The trailhead parking and trail access will remain open during construction.
2. Sanitary facilities for construction workers shall be the public facilities at these sites. Courthouse Butte or the other scenic pullouts in the near vicinity – Little Horse, and Bell Rock Vista may be used.
3. All temporary services and use areas shall be completely removed and the areas restored upon completion of use.
4. Electricity is not available at the project site.
5. Water for drinking and/or construction purposes is not available at the site. Pumping, hauling and placing water shall be the Contractor's responsibility. The Contractor shall submit a water source for the Engineer’s approval. Water supply shall be incidental to other payments.
6. Water is available from Red Rock Ranger District Administrative Site approximately 6 miles one way from the Southbound Portal Sign Location. Contractor shall coordinate with the District staff for this water source. Contractor shall provide all necessary fitting and hoses to obtain water from the Administrative Site.
7. Transportation to and from the work site for the Contractor's personnel and materials will be provided at the Contractor's expense.
1.5 - Material Sources
All materials shall be obtained from a commercial source unless noted otherwise AS SHOWN ON THE DRAWINGS.
There are two Forest Service pits designated for rip rap, tree protection, and accent boulders for this project. The material shall be utilized where it is noted AS SHOWN ON DRAWINGS. Contractor shall coordinate with Forest Service Landscape Architect for rock selection approvals. Entry into each Forest Service Pit shall only be accessed after all noxious weed control measures have been set in place per this Contract in Specification 01030.
The two Forest Service Pits are listed below:

1.6 - Subsurface Soils and Investigations
No auger boring tests were made in the area. Under supervision of the Engineer, the Contractor shall undertake any site investigations necessary to ascertain subsurface conditions.
1.7 - Precautionary Measures:
a. Protection of Work:
The Contractor shall take precautions to protect all work during the construction period and shall provide and maintain adequate protection during severe weather conditions to prevent damage to the work, materials and equipment.
b. Safety:
The Contractor is responsible for safeguarding employees, public, existing facilities, and forest resources from his/her operations. All operations shall be in compliance with the requirements and restrictions of OSHA, the Arizona Occupational Safety and Health Code, and the Workman’s Compensation Board. The Contractor shall erect signs and chain-link fencing barricades as necessary to make unguarded operations safe. Signs and barricades shall be maintained at night and on weekends. Precautions such as lowering tractor blades and safely storing materials shall be practiced to prevent injury to others in the area.
c. Security:
No security shall be provided by the Government. The Contractor shall take all precautions deemed necessary to secure the worksite, improvements and equipment. This may include security fencing and/or a night watchman with mobile communication.

01020 - TEMPORARY SOIL EROSION AND WATER POLLUTION CONTROL
PART 1 – GENERAL
1.1 – Description
This work consists of temporary measures as specified herein or directed by the Engineer to control soil erosion and water pollution, through the use of berms, dikes, dams, sediment basins, silt fences, brush barriers, fiber mats, netting, mulches, grasses, slope drains, and other devices or methods.
The control provisions shall be coordinated with the permanent erosion control features in the contract to ensure economical, effective, and continuous protection throughout the construction period.

PART 3 - EXECUTION
3.1 – Plan and Construction
The Contractor shall submit an Erosion Control Plan to the Engineer for approval prior to the beginning of any ground disturbing activities. The plan shall specify both temporary and permanent measures for erosion control, at specific locations, during specified stages of work. Clearing and grubbing shall be scheduled and performed so that grading operations can follow without interference.
The plan shall include drawings identifying the locations of erosion control measures as well as a narrative discussion. The plan should also identify the individual responsible for insuring the erosion control measures are implemented.
Elements that shall be considered in an Erosion Control Plan are:
1. Minimize the amount of clearing and grubbing and limit exposure of erodible area. The Arizona Water Quality Control Council for Construction and Related Activities in Water recommends limiting exposure of erodible surface to 750,000 square feet at any one time.
2. Measures to minimize off-site runoff onto cleared areas. These could include berms, diversions or drains to convey off-site runoff around or through cleared areas.
3. Measures to prevent sediments from disturbed areas from reaching stream channels or water bodies. These could include hay or straw bale checks to act as erosion filters and barriers at the toe of fills and as erosion checks in ditches, pipe outlets, and drainage channels. Rock check dams may be used to trap sediments in ditches or drainages. Sediment basins may be constructed to capture on-site runoff to settle sediments before water is discharged to natural channels or water bodies.
4. Wash water from aggregate washing or other operations containing mud or silt shall be treated by filtration or retention in a settling pond, or ponds, adequate to prevent muddy water from entering stream channels or water bodies. The location of aggregate washing operations and filtration or retention facilities shall be identified on drawings submitted with the Erosion Control Plan.
5. Oily or greasy substances originating from the contractors operations shall be removed from the National Forest lands and disposed in an approved site. Portland cement, fresh portland cement concrete, and wash water from concreting operations shall not be disposed of except at sites approved by the Engineer.
6. Excavation and/or fill material shall not be placed in drainage channels at any time. Existing channel flows shall not be restricted at any time during construction except by structures specifically intended to trap or filter sediments or other pollutants. Material derived from roadway work shall not be deposited in stream channels. The Contractor shall not operate equipment in live streams except as approved by the Engineer. Construction equipment shall cross drainage channels only at crossings designated by the Engineer.
7. The Contractor shall operate and maintain all temporary pollution and erosion control features in a functional condition during the life of the contract. When depth of materials retained in these facilities reaches three-fourths capacity, the facilities shall be cleaned and restored to their original condition. Material cleaned from these facilities shall be disposed of at a site approved by the Engineer or incorporated into the work where feasible.
8. Removal and disposal of all temporary erosion control devices shall be specified in the Erosion Control Plan.
PART 4 - MEASUREMENT AND PAYMENT
4.1 - Measurement There will be no separate measurement of this item.
This work is incidental to other items in the contract and direct separate payment will not be made.

TEMPORARY SOIL EROSION AND WATER POLLUTION CONTROL – 01020 11
01030 - NOXIOUS WEED CONTROL
PART 1 - GENERAL
1.1 – Description
This work consists of incorporating weed prevention and control within each of the project sites including all Forest Service furnished material sources (pits). The Contractor shall prevent new weed infestations and the spread of existing weed infestations within the project sites and the Forest Service pits as specified herein.
PART 2 – PRODUCTS

PART 3 – EXECUTION
3.1 – Equipment
The Contractor shall ensure all equipment brought onto the forest is thoroughly washed/cleaned in order to remove all soil, vegetative matter, and other debris prior to entering the forest. Particular attention shall be given to the under carriage and any other surface where soil containing weed seed and propagules may exist. All equipment shall be inspected by the Forest Service. Only construction and maintenance equipment, and the equipment necessary to transport said equipment shall be allowed to operate within the project area after it has been cleaned by the Contractor and inspected by the Forest Service. All subsequent move-ins of equipment to the project area shall be treated in the same manner as the initial move-in.
The Contractor shall employ cleaning methods, approved by the Forest Service, to ensure that construction and maintenance equipment is free of noxious weeds. Equipment shall be considered free of soil, seed, and other such debris when a visual inspection does not disclose such material. Equipment or component disassembly, or the need for specialized tools, are not required.
Unless otherwise agreed, the Contractor shall give the Forest Service at least 24 hour notice when equipment is ready for inspection. Notification will include an agreed upon location where the equipment will be available for inspection by the Forest Service. Inspection will be required after every cleaning.
3.2 – General Project Work
The Contractor shall minimize soil surface disturbance wherever possible.
All fill and surfacing material sources shall be approved by the Engineer prior to being transported to the project sites or from the Forest Service pits. All sources shall be free of hazardous, invasive, and noxious plant species contamination.
New infestations of noxious weeds of concern to Forest Service and identified by either Contractor or Forest Service, on the project site or on haul routes the Contractor plans to use, shall be promptly reported to the other party. Contractor and Forest Service shall agree on treatment methods to reduce or prevent the spread of hazardous, invasive, and noxious plant species when new infestations are found. A current list of hazardous, invasive, and noxious plant species is available at each Forest Service office. A copy of this list as well as the Forest Service’s Best Management Practices will be submitted to the contractor.
A Noxious Weed Summary (“standards and guides”) will be submitted to the Contractor by the Government providing information about hazardous, invasive, and noxious plant species that may be encountered at the project sites or haul roads.

01102 - DEFINITIONS
Wherever in these specifications, or in other contract documents, the following terms, or pronouns in place of them, are used, the intent and meaning shall be interpreted as follows:
Adjustment in Contract Price. "Adjustment in contract price" shall mean "equitable adjustment" as used in the Federal Acquisition Regulations.
Arch Pipe. A culvert section, usually formed of bolted structural plates, that is an arc of a circle (usually one-half or less); that is, a bottomless culvert.
Base Course. The layer or layers of specified or selected material of designed thickness placed on a subbase or subgrade to support a surface course.
Berm. Curb or dike constructed to control runoff water or traffic flow.
Change. "Change" means "Change Order" as used in the Federal Acquisition Regulations.
Clearing Limits. The limits of clearing as designated on the ground or on the drawings.
Conduit. A natural or artificial channel for carrying fluids, as water pipes, canals, and aqueducts.
Construction Slash. All vegetative material not meeting utilization standards, such as tops and limbs, timber, brush, and grubbed stumps associated with construction or reconstruction of a facility.
Contractor. The individual, partnership, joint venture, or corporation undertaking the execution of the work under the terms of the contract and acting directly or through their agent, employees, or subcontractors.
Contracting Officer (CO). The person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings.
Contractor Officer Representative (COR). The person designated by the CO in writing as the on site contract administrator whose duties and responsibilities are defined in a letter of designation (form FS-6300-6, or equivalent).
Culvert. A conduit or passageway under a road, trail, or other obstruction. A culvert differs from a bridge in that it is usually constructed entirely below the elevation of the traveled way.
Defect. A failure to meet a requirement with respect to a single quality characteristic.
Drawings. The documents, including plan and profile sheets, cross sections, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data, and similar materials showing details for construction of a facility.
Embankment. A structure of soil, aggregate, or rock material placed on the prepared ground surface and constructed to subgrade.
Engineer. The Contracting Officer's Representative (COR) responsible for onsite administration of the contract.
Equipment. All machinery and equipment, together with the necessary supplies for upkeep and maintenance, as well as tools and apparatus necessary for the proper construction and acceptable completion of the work.
Excess Excavation. Material from the excavation in excess of that needed for construction of designed roadways and facilities.
Forest Service. The United States of America, acting through the Forest Service, U.S. Department of Agriculture.
Gauge. The term "gauge" when used in connection with the measurement of plates will mean the U.S. Standard Gauge, except when reference is made to the measurement of metal sheets used in the manufacture of corrugated metal, pipe, metal plate culverts and arches, and metal cribbing, then the term means the "gauge" or "thickness" specified in AASHTO M 36, M 167, M 196, and M 219, as applicable. When the term "gauge" refers to the measurement of wire, it will mean the wire gauge specified in AASHTO M 32.
Government Land. National Forest System lands, and other lands controlled or administered by the Forest Service or by other Federal agencies.
Inspector. The Government-authorized representative designated in writing by the CO or COR responsible for detailed inspection.
Job-Mix Formula. The percentage of each material in a mixture intended for a particular use.
Laboratory. A testing laboratory of the Government or any other testing laboratory approved by the Contracting Officer.
Materials. Any substance specified for use in the construction of the project and its appurtenances.
Maximum Density. The highest density that can be obtained under stated conditions.
Measurement. Determining and expressing the quantities of work or materials.
Neat Line. A line defining the proposed or specified limits of an excavation or structure.
Nominal Dimensions or Weights. The numerical values shown on the drawings or in the specifications as measurements of material to be used in the construction.
Nominal Maximum Particle Size. The largest sieve size listed in the applicable specification upon which any material is permitted to be retained.
Overbreak. Material beyond the neat line of an excavation that is removed in the process of excavation, usually by blasting.
Pavement Structure. Subbase, base, or surface course, or combination thereof, placed on a subgrade to support the traffic load and distribute it to the roadbed.
Pipe. A culvert that is circular (round) in cross-section.
Pipe-Arch. A pipe that has been factory-deformed from a circular shape such that the width (or span) is larger than the vertical dimension (or rise).
Profile Grade. The trace of a vertical plane, as shown on the drawings, intersecting the top surface at the centerline of the proposed facility construction.
Random Sampling. Sampling at times or locations determined in advance by the use of a table of random numbers.
Reasonably Close Conformity. Unless working tolerances are specified, all work performed and materials furnished shall be in reasonably close conformity with lines, grades, cross sections, dimensions, and material requirements shown on the drawings, indicated in the specifications, or designated on the ground. "Reasonably close conformity" is compliance with reasonable and customary manufacturing and construction tolerances.
Roadway. The portion of the road within the limits of excavation and embankment, including slope rounding.
Schedule of Items. A schedule in the contract that contains a listing and description of construction items, quantities, units of measure, unit price, and amount.
Second Samples. A sample taken when the initial sample indicates that the material is defective.
Sidewalk. The portion of the roadway constructed primarily for pedestrian use.
Specifications. A description of the technical requirements for a material, product, or service that includes criteria for determination whether these requirements are met.
Standard Specifications. Specifications approved for general application and repetitive use.
Subbase. The layers of specified or selected material of designed thickness placed on a subgrade to support a base course.
Subgrade. The layers of roadbed that bring it up to the top surface, upon which subbase, base, or surface course is constructed. For roads without base course or surface course, that portion of roadbed prepared as the finished wearing surface.
Target Value. The percentage of each material in a mixture intended for a particular use from which allowable variations are measured.
Unit of Measurement. The unit and fractions of units shown in the Schedule of Items.
Unsuitable Material. The material excavated during roadway construction that is not usable in embankment and must be disposed of or that can be used only in certain locations or for limited purposes.

01103 - MEASUREMENT AND PAYMENT
PART 1 - GENERAL
1.1 – Requirements:
Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered incidental to and included in the payment of the pay items in the SCHEDULE OF ITEMS.
1.2 – Measurement Terms and Definitions:
Unless otherwise specified, the following terms are defined as follows:
Each. One entire unit. The quantity is the actual number of units completed and accepted.
Linear foot. As applicable, measure the work along its length from end-to-end; parallel to the base or foundation; along the top; along the front face; or along the invert. Do not measure overlaps.
Lump sum. Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item. The quantity is designated as "1." Estimated quantities of lump sum work shown in the contract are approximate.
Square yard. 9 square feet. Longitudinal and transverse measurements for area computations will be made horizontally. No deductions from the area computation will be made for individual fixtures having area of 9 square feet or less.
1.3 – Units of Measurement Payment will be by units defined and determined according to U.S. Standard measure.

01300 - SUBMITTALS
PART 1 - GENERAL
1.1 - Requirements It will be the Contractor's responsibility to submit all items with such promptness as to cause no delay in the work. Approvals must be obtained before starting work which involves the item. Contractor shall allow ten (10) days for processing of submittals by the Government.
Submittals may also be referred to as SHOP DRAWINGS.
1.2 - Manufacturer's Literature and Shop Drawings Submit two (2) copies to the Engineer for approval on the items required herein.
Submittal specifications are to be submitted in the following format:
A. The specifications and salient qualities of the item specified in the contract.
B. The specifications and salient qualities of the submittal item.
C. A listing of the differences and a comparison between the two, including but not limited to the structural qualities, operational qualities, any modifications necessary to accomplish installation of unit, and guarantee and warranty.
D. A cost comparison between the specified and submitted item(s) with the cost reduction benefit to the government or adequate justification for a cost increase to the government.
E. Shop drawings of submitted item(s) including wiring or layout diagrams.
If there are any modifications necessary to facilitate installation, a set of drawings showing installation of specified item and a set showing how the submittal item will be installed shall be submitted to the C.O.R.
If the specified item is to be accessible, the submittal item needs to meet current Americans with Disabilities Act Accessibility Guidelines (ADAAG) or Forest Service Accessibility Guidelines and show to be installed for accessibility on submitted drawings, not just state it is available as accessible.
Submittals will be waived if Contractor furnishes exact item used for design when manufacturer's model, size, etc. are shown in the contract.

01410 - QUALITY CONTROL AND QUANTITY MEASUREMENT
PART 1 - GENERAL
1.1 - Description This work shall consist of providing quality control in conformance with the Inspection of Construction provisions of this contract to ensure compliance with the drawings, specifications, and provisions of the contract, and measuring the quantities of completed work in conformance with the provisions of the applicable specification. The Contractor shall provide all personnel, equipment, tests, and reports necessary to meet the requirements of this specification.

3.1 - Contractor's Representative Submit a letter to the Contracting Officer stating the name of the on-the-job superintendent or representative for the Contractor and the duties and authorities of the representative during work under this contract.
.2 - Project Schedule Submit a project schedule stating information such as proposed dates of completion of various elements of construction.
3.3 - Quality Control Plan The Quality Control Plan shall consist of the following:
(1) Authorities and responsibilities of inspection and testing personnel.
(2) Experience and qualifications of inspection and testing personnel to be assigned and name and location of any (for hire) testing facility to be used.
The Contractor's proposed quality control plan for all items requiring quality control shall be submitted to the Engineer for review prior to the Contractor commencing work. Within 10 days of receipt of the plan, the Engineer shall notify the Contractor whether the plan adequately covers quality control requirements. Construction work shall not be performed prior to Contractor's receipt of written approval of the proposed plan. The Contractor shall submit to the Engineer, in writing, any proposed changes in the approved quality control plan. Proposed changes shall not be put into effect until approved in writing by the Engineer.
All work shall comply with local applicable codes and codes referenced in individual sections of the technical specifications.
3.4 - Sampling, Testing, Inspection, and Measurement of Quantities The Contractor shall provide and maintain appropriate measuring and testing devices, equipment, and supplies to accomplish the required measurement, testing, and inspection in a timely manner. Tests, measurements, and certifications shall be made as required by the drawings and specifications. The Contractor shall take samples and perform inspections and tests necessary to achieve the quality of construction required by the contract and make required measurements of work under this contract performed onsite or offsite. Sampling and testing frequency for specific items shall be specified in the related section.
The Contractor shall maintain current records of all inspections and tests performed. The following information will be acceptable to the Government:

The Contractor shall engage inspection and testing agencies which are prequalified as complying with the recommendations of "Independent Laboratory Qualification" by the American Council of Independent Laboratories, and which specialize in the types of inspections and tests to be performed.
The Contractor shall protect construction exposed by or for quality control service activities and protect repaired construction. Upon completion of inspection and testing repair damaged construction and restore substrates and finishes to eliminate deficiencies. The Contractor is responsible for repair and protection of inspected work, whether inspection is performed by the Contractor or by the Government.
The Contractor shall certify in writing that all inspections and tests were performed in accordance with specifications.
3.5 - As-Built Drawings The Contractor shall maintain a set of the contract drawings depicting as-built conditions. These drawings shall be maintained in a current condition and shall be available for review. All variations from contract drawings shall be indicated in red on the drawings. Upon completion of the contract work, as built drawings shall be submitted to the Contracting Officer (CO) or Contracting Officer Representative (COR).
3.6 - Certificates and Measurements
Certification:
The Contractor shall furnish certificates executed by the manufacturer, supplier, or vendor, stipulating that all offsite produced materials incorporated into the work meet the applicable requirements SHOWN ON THE DRAWINGS or stated in the specifications. Incidental purchases needed to remedy minor shortages of material shall be certified by the Contractor. Earth, aggregate, and concrete material shall be certified and accurately completed indicating weights, volumes, and batch times where appropriate.
Measurements:
The Contractor shall make all measurements for computation of quantities for all work items except those specified for payment by Contract Quantity (CQ). The Contractor shall compute the quantities for periodic progress payments; the Engineer will compute the quantities for the final payment based on measurements taken by the Contractor. All Contractor measurements are subject to verification. The Contractor shall submit all field notes, calculation sheets, and other data used to determine quantities. The Contractor shall certify in writing as to the accuracy of the measurements and computations submitted.

1. Maintain packaged materials with seals unbroken and labels intact until time of use.
2. Promptly remove damaged material and unsuitable items from the job site, and promptly replace with material meeting the specified requirements at no additional cost to the Forest Service.
The Engineer may reject as non-complying such material and products that do not bear identification satisfactory to the Forest Service as to the manufacturer, grade, quality and other pertinent information.
All product literature, warranties and operating instructions must be intact and placed in a binder and transmitted to the Forest Service.
3.3 – Protection Protect finished surfaces, including jambs and soffits of openings used as passageways, through which equipment and materials are handled.
Provide protection for finished floor surfaces in traffic areas prior to allowing equipment and materials to be moved over such surfaces.
Maintain finished surfaces clean, unmarred and suitably protected until accepted by the Forest Service.
3.4 – Repairs and Replacements In event of damage, promptly make replacements and repairs to the approval of the Forest Service and at no additional cost to the Forest Service.

1.1 – Description Throughout the construction period, maintain the construction site and facilities in an orderly and clean manner as described in this Section.

2.1 – Cleaning Materials and Equipment Provide required personnel, equipment and materials as needed to maintain the specified standard.
2.2 – Compatibility Use only the cleaning materials and equipment, which are compatible with the surface being cleaned, as recommended by the manufacturer of the cleaning material.
PART 3 - EXECUTION
3.1 – Progress Cleaning Retain stored items in an orderly arrangement allowing maximum access, not impeding traffic or drainage, and providing required protection of materials.
Do not allow accumulation of scrap, debris, waste material and other items not required for construction of this work.
At least twice each month, and more often if necessary, completely remove all scrap, debris and waste material from the job site.
