Palomar Fuel break System on the Palomar Ranger District. There are two water sources nearby. The first is the Lone Pine Spring and 10,000 tank with a 2 ½” stand pipe, the second is the Sourdough Spring and 44,000 gallon tank with 1 ½” stand pipe. There are some slope and variable aspects. Shrub types include Chamise, Ceanothus, sagebrush, scrub oak and others. Shrub height is generally less than 2-3 feet. There are also seasonal grasses.
DESCRIPTION
General
The project provides for fuels reduction/modification for approximately 100 acres to be performed in compliance to the contract terms, specifications and provisions. The goal of the treatment is to “reduce fine and smaller fuels (>0.50”) less than or equal to ½ diameter by 75% across the treatment area”.
Restrictions on Work
Goats may need to be quarantined in a small area for 72 hours before grazing can be implemented across the fuel break.
The need for quarantine period will be determined by the COR in communication with Forest Specialists and will depend on the location the goats last grazed.
Work may be performed at any time during the period of the contract, except as outlined here. Nothing in this part shall be construed to take away any of the Government’s rights under the Suspension of Work Clause (52.242-14).
Restrictions are as follows:
In accordance with the fire plan.
When the Contracting Officer (CO) or Contracting Officer’s Representative (COR) determines that adverse weather has made access too dangerous or that continued vehicular travel would cause unacceptable road damage.
SOLICITION #: AG-91U4-S-14-0002 Page 4 of 26
When the Contracting Officer (or Contracting Officer’s Representative) determines that continuing operations during adverse weather or ground conditions would cause unacceptable harm to natural resources.
All project related work shall cease immediately if any heritage resources are discovered and notification to COR initiated.
The attached Map shows the entire project boundary, the work locations on the ground take precedence over the locations on the Map. Exceptions of these locations could be large boulders, roads, creeks, steep ridges, and other ground features.
The Contractor shall furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to complete the project, except for that which the contract clearly states is to be furnished by the government.

• No equipment within 50 feet of streams edge (see resource protection). (HYD-9)
2. Retain Wood rat nests in the WUI defense Zone (within 100 feet from structures) where they do not threaten integrity. Retain all Wood rat nests in the WUI threat zone (beyond 100 feet from structures). (WLD-15)
3. Where needed, brush barriers will be retained along roads to prevent off-road vehicle use in treatment area. This will also help deter the spread of weeds into the treated areas.
4. In sensitive amphibian areas, vehicles and equipment will be parked or removed from habitat before sunset.
