Offerors shall submit their proposal(s) in the following format and the quantities specified:

(i) 1 copy of the completed, signed offer, with 1 copy schedule of items, pg 60 and 67

(ii) 2 copies of the technical proposal,

(iii) 1 copy of package on CD

(iv) Font style – Times New Roman; Font size – 10 Point or larger for text,

(v) Page requirements: Print all pages (8 ½ x11) double sided with company name in the footer. Print top to bottom with flip on the short end. Two hole punch the top and use binder clip or equivalent.

Basis of Award Up to four contracts will be awarded from this solicitation. One is being set aside for EDWOSB the others are set aside for total small business. Offers should be conspicuously marked to indicate whether offeror is a Small Business or Economically Disadvantaged Woman Owned Small Business (EDWOSB) under Small Business Administration size standard for NAICS 541620. Offerors must submit prices for all items and sub-items. See Section 52.212-2 for instructions for proposal preparation. This contract has been developed for the Intermountain Region, however, with the contractors and IDIQ CO concurrence, it may be used by other USDA regions and agencies. The work for the Intermountain Region portion is estimated at $20,000,000.00.

Per FAR 16.504 (a)(1) the minimal guarantee for each award is 2,500 for the life of the contract. The majority of projects will fall between $2,500 and $250,000. However larger projects up to $2,000,000 are possible.

52.217-8 Option to Extend Services. (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 10 days before contract completion.

52.216-18 Ordering. (OCT 1995)

(a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from 2 May 2015 through 1 May 2020.

(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.

(c) If mailed, a delivery order or task order is considered "issued" when the Government deposits the order in the mail. Orders may be issued orally, by facsimile, or by electronic commerce methods only if authorized in the Schedule.

52.216-19 Order Limitations. (OCT 1995)

(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $2,500, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.

(b) Maximum order. The Contractor is not obligated to honor-

(1) Any order for a single item in excess of $2,000,000;

(2) Any order for a combination of items in excess of $2,000,000; or

(3) A series of orders from the same ordering office within 90days that together call for quantities exceeding the limitation in subparagraph (b)(1) or (2) of this section.

(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.

(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 14days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.

52.216-22 Indefinite Quantity. (OCT 1995)

(a) This is an indefinite-quantity contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.

(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the "maximum." The Government shall order at least the quantity of supplies or services designated in the Schedule as the "minimum."

(c) Except for any limitations on quantities in the Order Limitations clause or in the Schedule, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.

(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after 1 Oct 2021.

52.217-9 Option to Extend the Term of the Contract. (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 10 days before the contract expries; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60days before the contract expires. 1 Scope of Contract

This contract requires National Environmental Policy Act (NEPA) analyses and studies and related work associated with both Forest Planning and Project Planning, in compliance with its terms, specifications, and provisions. This includes furnishing labor, equipment, supervision, transportation, operating supplies, and incidentals.

The United States Forest Service (USFS) in fulfillment of its multiple use mandates requires a variety of professional services in the natural, environmental, social/economic and technical sciences to meet legal requirements imposed by such laws as the National Environmental Policy Act, National Forest Management Act, Endangered Species Act, Clean Water Act, National Historic Preservation Act, and others. The USFS also has professional services needs to meet program management direction for implementation of projects, monitoring of plans and decisions, and inventory of natural resources leading to future project design and decisions. Due to changes in organization and expanding requirements, the Forest Service has a need for professional services from specialists outside of the agency.

This contract shall provide scientific and professional services contributing to integrated forest and rangeland restoration programs, and other professional services used for land and resource management by the USFS.

2 Location and Description

Project locations may be anywhere in the Intermountain Region of the Forest Service which includes Nevada, South Idaho, Utah, Western Wyoming, and parts of Colorado and California. Within limits available and with the contractors and the IDIQ Contracting Officer concurrence, other USFS regions may use this IDIQ.

3 Site Visit

Site visits may be required on a project-specific basis as described in individual task orders.

4 Travel

TRAVEL: Most of the work can be done virtually, using phone and email communications as needed.

However, some travel may be required for face-to-face meetings and workshops. The Contractor shall use the appropriate government rates as posted on www.gsa.gov. Travel expenses will be included in the budget.

The Purpose of this contract is to obtain scientific and professional services contributing to integrated forest and rangeland restoration programs, and other professional services used for land and resource management by the USFS. The Government may issue task orders to perform work in all or any of the subject areas listed above in order to carry out respective programs. The Government may also issue task orders for other professional services used in land and resource management in related disciplines.

B. The project area will be defined in the task order for the specific project. Project areas may be located anywhere throughout the Intermountain Region (Region 4) of the Forest Service. Region 4 includes 12 National Forests and one Grassland located in Nevada, South Idaho, Utah, Western Wyoming, and parts of Colorado and California. Within limits available and with the contractors concurrence other USFS regions may use this IDIQ.

5.1 General Work Requirements

A. The Contractor shall furnish all labor, personnel, supervision, equipment, materials, supplies, tools, transportation, travel, and incidentals (except those designated as Government-furnished property) to perform all work necessary for completion of task orders. The Contractor has the responsibility for all other data collection and reports that will be used as the basis for deliverables resulting from the task orders. The Forest Service retains approval authority for these documents.

B. Prepare resource reports or other related reports to document procedures, findings or recommendations.

C. Submit all reports to the COR designated on the task order.

D. Public Involvement work may consist of developing communications plans as well as preparing informative documents for public circulation such as news releases. The work may include all preparation needed to conduct public meetings, scheduling, availability of meeting room, etc. Results of public involvement efforts may be documented, consolidated or analyzed.

E. Meeting coordination and facilitation may include Agency meetings, general public involvement meeting, and specific project or Forest Planning collaboration meetings. Meeting coordinators should be prepared to provide the Agency with options and trade-offs as to various meeting formats designed to meet Agency identified objectives and their associated costs and time commitments.

F. Writing/Editing work may include technical writing or editing of documents required for support of the NEPA efforts or landscape analyses, watershed assessments, travel management, and other programs. Final documents should be 508 compliant in a format such as pdf and/or word documents and ready for web posting.

G. Project Record Management work may include maintaining the official administrative record for the project until the decision is signed. At that time, the project record will be delivered to the Forest Service. The project record should be in electronic format (Attachment B) to the maximum extent possible and meet the Project Record Management requirements of the Forest Service Planning Appeals & Litigation System database. All planning data, maps, files, reports, computer, audio or videotapes, and disks and other records will be made a part of the permanent administrative record, including all information and data collected by the contractor and any subcontractors. This information and data will be considered non-proprietary and non-confidential with the exception of information protected from disclosure by Exemption 4 of the Freedom of Information Act. Any data provided in support of the NEPA analysis by the non-Federal Party which they feel is confidential should be noted as such.

H. Monitoring work may include designing monitoring plans for resources, projects, Forest Planning, or programs. It may include implementation of monitoring efforts and/or preparing related monitoring reports.

I. Assessment work may include determining existing conditions, trends and establishing reference documentation for landscape or project level determinations. It may include literature search, field data collection, and analyses of data and information. Assessment reports and documentation of findings may be required.

J. Inventory work may include data collection of resource information to specific agency standards, mapping, GIS work and data entry to agency standards. The inventory work may be updating existing inventory or new inventory.

5.2 Forest Planning and Project NEPA Support

A. Work may consist of gathering data and preparing supporting documents for Environmental Analysis.

Individual tasks may require varying levels of resource analysis, field investigations, public involvement (including meeting coordination and facilitation), and document preparation including writing/editing and compilation of camera-ready documents. Project management and interdisciplinary team leader skills may also be requested. Policy and procedures contained in Forest Service Manual 1950 and Forest Service Handbook (FSH) 1909.15 will be the basis of the required work.

B. The Forest Service will complete identification of the purpose and need of the proposed action, and make the decision of the preferred alternative. Contractor may complete all NEPA analysis and documentation, from identification of the proposed action through decision. Specific progress checkpoints will be established by the Forest Service to facilitate approval of work completed and to assure timely completion of the NEPA document.

Reports prepared by the contractor may be incorporated completely, in part, or by reference into the NEPA documents or planning files at the sole discretion of the Government.

5.3 Data Collection and Analysis

The following guidelines are primarily related to the gathering of resource information:

A. Maximize the use of existing National Forest information available before initiating field investigation or inventory activity.
