Apgar and Wild Goose Campgrounds Water System Improvements

SPECIFICATIONS

for

APGAR AND WILD GOOSE CAMPGROUNDS

WATER SYSTEM IMPROVEMENTS

SECTION 01010 - SUMMARY OF WORK

PART 1 - GENERAL

1.1 LOCATION OF PROJECT

A. Wild Goose Campground is located in Idaho County, Idaho, in the Clearwater National

Forest. Wild Goose Campground is located approximately 53 miles east of Orofino, Idaho via US Highway 12.

B. Apgar Campground is located in Idaho County, Idaho, in the Clearwater National Forest.

Apgar Campground is located approximately 60 miles east of Orofino, Idaho via US

Highway 12.

1.2 DESCRIPTION OF WORK

A. Furnish all labor, materials, equipment, supervision, and transportation necessary to install:

1. A new distribution system including PVC pipe, concrete hydrant slabs, system drains, captive air tank, controls and electrical for Wild Goose Campground and

2. A new distribution system including HDPE pipe, concrete hydrant slabs, and system drains for Apgar Campground.

B. The major items of work at Wild Goose Campground includes the following:

1. Install a new distribution system using PVC pipe, ball valves, unions, pressure guage, pressure switch, vacuum valve, water meter, sample tap, hose bibb, check valve, filter, captive air tank and appurtenances inside the enclosure.

2. Install a new concrete slab and relocate the existing fiberglass plastic enclosure that will be reinstalled.

3. Recompact and install a new concrete slab around the well.

4. Removal of existing concrete slabs for the campground hydrants and construction new campground water hydrants using the existing plastic hydrant posts.

5. Install new power conductors from the electrical control panel inside the pump control enclosure, and submersible pump electrical controls.

C. The major items of work at Apgar includes the following:

1. Installation a new HDPE and galvanized steel pipe distribution system including drains, ball valves and valve boxes.

2. Removal of existing concrete slabs for the campground hydrants and construction new campground water hydrants using the existing plastic hydrant posts.

D. The general layout and the details of the required work are shown on the construction drawings.

1.3 START OF WORK

A. It is anticipated that work will begin approximately September 7, 2010.

1.4 CONTRACT TIME

A. Work shall be completed no later than 45 calendar days after effective date of NOTICE TO

PROCEED.

1.5 NOTIFICATION

A. Notify CO of intent to begin work at least ten (10) days in advance.

1.6 SUBMITTALS

A. It shall be the Contractor's responsibility to submit all items with such promptness as to cause no delay in the work. Approvals must be obtained before starting work which involves the item. The Contractor shall allow ten (10) business days for processing of submittals by the Government.

B. Manufacturer's Literature: Submit three (3) copies to the CO for approval on the items required herein. Literature shall be marked or otherwise designated to indicate the exact model, size, etc., the Contractor proposes to use. Information shall be adequate to determine compliance with the specifications without additional research by the CO. One copy of approved submittals will be returned to Contractor.

C. Provide manufacturer's literature on the following:

1. Piping and fittings

2. Valves, gauges, switches

3. Water meter

4. Captive air pressure tank

1.7 SCHEDULES

A. Furnish one (1) copy each of the following items after award of contract for review and/or approval pursuant to contract provisions:

1. Proposed progress schedule showing starting and completion dates of various phases of the work.

2. List of proposed subcontractors and their intended work. Sub-contractors must have the Contracting Officer's (CO) written approval prior to work on the project.

1.8 SAFETY PRECAUTIONS

A. Provide suitable signs, barricades, temporary fencing, etc. to provide for public safety and prevent access to the project site.

1.9 DISPOSAL SITE

A. Project waste materials shall be removed from the project site and disposed of at an approved sanitary landfill, or other acceptable disposal site. No burning of construction materials or debris will be allowed at the project site. Unsuitable excavated material may be disposed of at a location determined by the CO.

1.10 CLEANUP

A. Maintain the project work area in a clean and orderly condition throughout the progress of work under this contract.

1.11 STORAGE OF MATERIALS

A. The Contractor will be allowed to store materials at the project site. Coordinate the location of the storage area with the CO. Materials subject to damage from the weather shall be adequately protected by the Contractor. The Contractor shall be solely responsible for the loss of or damage to materials stored at the job site.

1.12 NOXIOUS WEED CONTROL

A. In order to reduce the potential spread of noxious weeds onto National Forest System lands, the contractor will be required to clean all construction equipment that operates off existing roads prior to the equipment entering the National Forest boundary. The cleaning shall remove all dirt and plant parts that may carry noxious weed seeds inside the National

Forest boundary.

B. The Contractor shall notify the CO at least one (1) working day in advance of planned equipment delivery to get agreement on the location of where the cleaning will occur, and schedule a time for inspection by the Forest Service.

SECTION 01200 - MOBILIZTION PAYMENT PROCEDURES

1.01 SUMMARY

A. This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.

4.01 PROGRESS PAYMENTS WILL BE MADE AS FOLLOWS:

A. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.

B. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.

C. Upon completion of all work on the project, any unpaid amount for mobilization will be paid.

D. The total of all payments shall not exceed the original contract amount for this item.

4.02 BASIS OF PAYMENT

SECTION 02221 - TRENCHING, BACKFILLING, AND COMPACTING

1.1 RELATED WORK IN OTHER SECTIONS

A. Water Lines and Appurtenances - Section 02510.

1.2 CODES AND REGULATIONS

A. All work shall comply with the rules and regulations of Federal, State, and local agencies having jurisdiction, including OSHA and Workman's Compensation Board.

1.3 REFERENCE POINTS

A. Maintain all reference points. If disturbed or destroyed, replace as directed by the

Contracting Officer (CO).

1.4 PROTECTION OF WATER COURSES

A. Contractor shall take precautions to prevent sediment from entering water courses as a result of Contractor's operations.

1.5 APPROVALS REQUIRED

A. Notify CO when excavation is completed and prior to placing pipe or backfill material.

B. Do not place backfill until installation of pipe has been approved by the CO.

PART 2 - PRODUCTS

2.1 BACKFILL MATERIALS

Backfill material to contain no frozen or organic material.

A. Bedding Material - Fine soil or sand, without stones or dirt clods larger than 1/2-inch.

May be excavated material free from rubbish, and litter, or imported material from a commercial source. Pea gravel is an acceptable alternative.

B. Select Excavated Material - Excavated material with no rocks larger than 6-inches in largest dimension.

C. Crushed Rock - Nominal 3/4-inch minus crushed rock containing no foreign material

(AASHTO M147 grading D).

D. Drain Rock - 1-inch washed, rounded.

PART 3 - EXECUTION

3.1 CLEARING

A. There is very little clearing required in this project.

3.2 TRENCH EXCAVATION

A. Excavate for new distribution system by trenching in the same location of the existing distribution system. Remove old distribution piping that is encountered.

B. Excavate trench only when piping is available on site for installation and required testing.

C. Trim roots flush with trench wall.

D. The trench shall be excavated in reasonably close conformity with the line shown on the drawings. Any shifting or change from the alignment shown on the drawings must receive prior approval by the CO in writing.

E. Excavate to provide minimum cover of 24-inches over top of water lines, unless otherwise shown on the drawings.

F. Sub-excavate a minimum of 4-inches below invert of the pipe when trench bottom or lower 12-inches of trench side wall contain rocks over 1-inch in maximum dimension.

G. If water is encountered during trench excavation, provide adequate pumping equipment and piping to keep trench free from water. Dispose of water by methods that will not impact water courses. Separate payment will not be made for pumping of water from trenches.

3.3 OVER-EXCAVATION

A. Restore to grade by backfilling with select excavated material. Backfill material and compaction of unauthorized over-excavation shall be completed at the Contractor's expense.

3.4 BEDDING OF PIPING

A. Installation of piping shall be approved by the CO prior to backfilling.

B. A minimum of 4-inches of bedding material shall be placed below and above the pipes, as a cushion layer for the pipes.

C. Fine-grade the bedding for pipe lines with hand tools so pipe will free-drain by gravity to drain(s) shown on the drawings.

3.5 BACKFILLING OF PIPING

A. The pipe shall be uniformly and continuously supported over its entire length on firm stable material.

B. Bedding material shall be placed to a loose depth of 6-inches above the top of the pipe and hand tamped.

C. Backfill remaining depth of trench with select excavated material.

3.6 COMPACTION OF TRENCHES

A. Bottom of trench and bedding shall be hand-tamped. Compaction of remaining backfill by placing material in 12 inch lifts or less and compacting each lift with three (3) passes with the tamper. Backfill material shall be neatly mounded over the trench. The number of tamper passes required may be reduced upon acceptance by the CO, if approved test method results demonstrate that the backfill compaction meets or exceeds the density of the natural ground adjacent to the trench. Any such testing shall be performed at the Contractor's expense.

3.7 SURFACE GRADING

A. After completion of backfilling, fine grade with hand tools or equipment as required to provide a smooth transition with adjacent undisturbed material.

3.8 DISPOSAL OF EXCESS OR UNSUITABLE EXCAVATION

A. Excess or unsuitable excavated material shall be uniformly spread adjacent to the excavation or disposed at the site determined by the CO.

SECTION 02510 - WATER LINES AND APPURTENANCES

1.1 SCOPE

A. This section covers the buried potable water lines and appurtenances to be installed under this contract.

1.2 SUBMITTALS

A. Submit to the Contracting Officer (CO) for approval three (3) copies of manufacturer's literature on the following:

1. PVC Pipe

2. HDPE Pipe

3. Coupling and Fittings

4. Valves

1.3 QUALITY ASSURANCE

A. Piping materials shall bear label, stamp, or other markings of specificed testing agency.

B. Comply with NSF 14 for plastic potable-service piping. Including marking “NSF-pw” on piping.

1.4 SYSTEM PERFORMANCE REQUIREMENTS

A. Minimum Working Pressures: The minimum pressure requirements for piping and specialties for potable-water service is 30 psig and the maximum pressure is 50 psig.

1.5 DELIVERY, STORAGE, AND HANDLING

A. Deliver piping with factory-applied end-caps. Maintain end-caps through shipping, storage, and handling to prevent pipe end damage and to prevent entrance of dirt, debris and moisture.

B. Protect flanges, fittings, and specialties from moisture and dirt.

C. Store plastic piping protected from direct sunlight. Support to prevent sagging and bending.

2.1 PVC, SCHEDULE PIPE AND FITTINGS

A. PVC Pipe, Schedule 40: ASTM D 1785.

1. Schedule 40 Socket fittings: ASTM D 2466.

B. PVC Pipe, Schedule 80: ASTM D 1785.

1. Schedule 80 Socket fittings: ASTM D 2467

2.2 HIGH DENSITY POLYETHYLENE (HDPE) PIPE AND FITTINGS

A. Pipe

1. HDPE plastic pipe shall be PE-3408 as defined in ASTM D1248, with a minimum cell classification of 345464C in accordance with ASTM D3350. The pipe shall be SDR11, 200 psig minimum pressure rating and comply dimensionally with ASTM D3035. 4100 Series Bluestripe.

2. Pipe shall be manufactured in accordance with AWWA C901 for sizes ½” through 3”.

3. HDPE pipe larger than 2” diameter shall be provided in 40-foot lengths rather than rolls. HDPE pipe 2” and smaller shall be provided in rolls.

4. The joining method shall be butt fusion method and shall be performed in strict accordance with the pipe manufacturer’s recommendations. Butt fusion equipment used in the joining procedures shall be capable of meeting all conditions recommended by the pipe manufacturer, including but not limited to, temperature requirements, alignment, and fusion pressures. Ribbed steel inserts with stainless steel clamps are not approved for HDPE pipe.

B. Fittings

1. HDPE fittings shall be made from material meeting the same requirements as the pipe.

2. Molded fittings shall be manufactured in accordance with either ASTM D2683 for socket fused or ASTM D3261 for butt fused and shall be so marked.

3. All HDPE fittings shall have the same or higher pressure rating and compositions.

2.3 GALVANIZED STEEL PIPE (GSP) AND FITTINGS

A. Pipe

1. Galvanized steel pipe and fittings shall be galvanized Schedule 40, ASTM A53.

2. Threaded ends shall meet requirements of ASME B1.20.1.

B. Fittings

1. ASTM A53, Schedule 40.

2. For threaded ends use Teflon thread sealing tape.

2.4 INSECT SCREEN

A. 24-mesh woven wire cloth, non-corrodible.

1. Brass, bronze or stainless steel standard grade type 304.

2.5 GALVANIZED WOVEN WIRE CLOTH

A. 4 X 4 meshes per inch, 0.047 inch wire diameter.

2.6 VALVE BOX

A. Rigid high density polyethylene utility box, equal to L Series 1220 by Carson Industries, Glendora, CA (800)735-5566. Green color. Provide bolt-down solid cover, high density polyethylene. Provide box extensions at each installation as required by field conditions. Provide two (2) unlocking tools.

2.7 BALL VALVES

A. Bronze body, bronze or chrome-plated bronze ball, BUNA-N or TEFLON seat, lever handle. Rated for minimum nonshock working pressure of 200 psi WOG for cold water.

2.8 JOINTS BETWEEN DISSIMILAR MATERIALS

A. For metallic to plastic pipe connections, use prefabricated fittings with metallic coupling fittings. Do not thread plastic pipe.

2.9 MARKING TAPE

A. Heavy-gauge plastic with metalized foil core for underground detection with commercially available pipe locators. Marking tape minimum 2-inches wide, imprinted with "CAUTION: BURIED WATERLINE BELOW", “CAUTION: BURIED

ELECTRICAL LINE BELOW” or similar message, as appropriate. Blue, or other color approved by the CO. "Detectatape" by Allen Systems or approved equal.

2.10 TRACER WIRE

A. Nonconductive water pipe shall have an 12 awg copper wire with blue insulation placed in the trench adjacent to the water line. Provide wire ends accessible for connection at ends of the pipe.

3.1 PIPE ALIGNMENT AND GRADE

A. Construct the water system to the lines and grades shown or established in the field.

B. Stake locations of water lines as shown on the drawings. The Contracting Officer (CO) shall approve the water line location prior to the start of excavation.

C. Water system shall be constructed to drain by gravity to system drains for winter shutdown. Waterlines shall be constructed to drain at a minimum grade of 1.0% unless indicated on the drawings. Waterlines not meeting this requirement shall be removed by the Contactor and replaced at no cost to the Government.

D. Pipelines may be relocated slightly, if necessary, to avoid existing obstacles. However, seasonally operated lines shall be installed to slope towards drains as shown on the

Deflections from a straight line or grade, as required by vertical curves, horizontal curves, or offsets, shall not exceed the manufacturer's recommended maximum joint deflection or curvature for their pipe. If the alignment requires curvature or deflections in excess of these limitations, the Contractor shall provide special bends, standard fittings, or a sufficient number of shorter lengths of pipe to provide angular deflections at the joints within the limit set forth by the manufacturer.

F. Bends resulting in tension on joints will not be allowed.

G. Pipe sizes as shown on the drawings. Valves and unions shall be line size.

3.2 GENERAL

A. All pipe, fittings, and appurtenances shall be handled and laid in strict conformance to the manufacturer’s recommendations.

B. Drains, valves, and other regulating and controlling devices shall be installed in the line where called for on the drawings.

C. The interior of all pipe, fittings, and other accessories shall be kept as free as possible from dirt and foreign matter at all times. Each piece of line as it is laid shall be cleaned of all debris. When the pipeline has become dirty on the inside during shipment or storage, it shall be swabbed out by drawing a damp swab through the line before lying.

Care shall be exercised to keep all joining surfaces clean. Any pipe with contaminated or damaged joining surfaces, which cannot be satisfactorily cleaned or repaired, shall be discarded. Under no circumstances shall pipe be laid in water, and no pipe shall be laid when trench conditions or the weather is unsuitable for such work. At all times when work is not in progress, all open ends of the pipe and fittings shall be securely closed to the satisfaction of the CO so that no trench water, rodents, earth, or other substance will enter the pipe or fittings.

D. Any section of pipe already laid and found to be defective shall be taken up and replaced with new pipe at the Contractor’s expense.

E. Where water line crosses a road culvert, adjust grade of water line to provide a minimum of 12-inches of separation between the water line and culvert, maintaining slope of water line to daylight drain.

F. A minimum of one-foot horizontal separation shall be maintained between electric and water lines in the same trench. The water line shall be a minimum of 1-foot below the electric conductors.

G. Bury piping with depth of cover over top a minimum of 24 inches for the water supply line.

H. Clearing for construction of pipeline is minimal, and is incidental to the individual construction items. No separate payment will be made. Dispose of removed debris as described in Section 01010.

3.3 CUTTING AND HANDLING OF PIPE

A. Cutting of pipe for closure pieces or for other reasons shall be done in a neat manner by methods, which will not damage the pipe. The pipe and fittings shall be handled in such a manner as to insure delivery and final placement in good, undamaged condition.

Particular care shall be exercised not to injure the pipe surfaces or coatings. Damaged pipe shall not be used in the work.

3.4 LAYING PIPE

A. No pipe shall be placed in the trench until the CO has approved the trench and bedding.

B. Each section of the pipe shall rest upon the pipe bed for the full length of its barrel.

C. Backfill the pipe within 24 hours after installing the pipe in the trench, leaving the joints and one foot of pipe on each side of each joint exposed until testing is complete.

D. When work is not in progress, securely close open ends of pipe and fittings.

3.5 PIPE INSTALLATION

A. Install PVC pipe according to AWWA M23 and ASTM F 645.

B. Install HDPE pipe according to ASTM D 2774 and ASTM F 645.

3.6 JOINT CONSTRUCTION

A. Joints shall be made using jointing materials and applied with the proper accessories, in accordance with the manufacturer’s instructions. The joints shall be adjusted and the work performed in a manner so as to obtain the degree of water tightness required. If pipe and fittings are assembled with lubricant, it must be nontoxic. Where connections are made between new work and existing lines, the connections shall be made by using special fittings to suit the actual conditions.

B. Dissimilar Materials Piping Joints

1. Couplings shall be fully pressure rated and fully thrust restrained such that when installed in accordance with manufacturer’s recommendations, a longitudinal load

02510-5 applied to the coupling will cause the pipe to yield before the coupling disjoints.

2. Use adapters compatible with both piping materials, OD, and system working pressure.

3.7 TRACER WIRE

A. Tape tracer wire to water line at a maximum interval of 20 feet.

B. Clamp tracer wire to outlet drains, hydrants, and ball valves with ground clamps sized for pipe at appurtenance.

3.8 VALVE INSTALLATION

A. Ball Valves

1. Install each underground ball valve with head pointed up.

3.9 VALVE BOX INSTALLATION

A. Valves (General)

1. Verify location of proposed valve boxes with CO.

2. Verify water line grades and drainage direction with CO prior to installation of valve boxes.

3. Cut holes to accommodate piping as required by field conditions. Verify 6-inches of clearance between piping and bottom of valve box.

4. Verify smooth operation of valves.

5. Install valve box in accordance with the drawings.

6. Install box extensions at each installation as required by field conditions. Set top of valve box approximately 1-inch above finish grade. Slope finsih grade to drain away from valve box.

3.10 SYSTEM DRAIN

A. Transition from water system piping to Schedule 80 PVC pipe as shown on the

B. Install insect screens on the atmospheric outlet of daylight drains. Attach insect screens to pipe with stainless steel hose clamps.

C. Minimum grade of slope of drain shall be 1%.

D. Outlet with a minimum 12-inch air gap.

3.11 FINAL PIPE CLEANING AND FLUSHING

A. Before testing, clean new water distribution piping systems by high pressure water jet or mechanical means.

B. During the flushing operation, operate all valves, hydrants, hose bibs and other outlets.

C. Flush system with clean potable water until dirty water does not appear at points of outlet.

3.12 PRESSURE TESTING WATERLINES

A. After the pipe is laid, the joints completed, and the trench partially backfilled, leaving the joints exposed for inspection, the newly laid piping or any valved section of piping shall be subjected to a hydrostatic pressure test as listed below.

B. The Contractor shall furnish the pump, pipe, gauge, measuring device, connections, and all other necessary apparatus, and shall furnish the necessary personnel to conduct the tests. All equipment, gauges, and attachments shall be subject to approval by the CO.

C. The CO shall be present during the testing period.

D. Test all newly constructed portions of the water system, including water mains, service lines, fittings, valves, and hydrants. New waterlines shall be tested at the test pressure specified here unless the CO specifies another pressure. Pneumatic testing will not be allowed.

E. CAUTION: SEALED DIAPHRAGHM TYPE PRESSURE TANKS MUST BE

ISOLATED FROM THE SYSTEM DURING PRESSURE TESTING TO

PREVENT POSSIBLE DAMAGE TO THE DIAPHRAGHM FROM OVER

PRESSURE. DISCONNECT TANKS AT UNIONS OR CLOSE VALVES AT

EACH TANK.

F. Use only potable water.

G. Test Procedure

1. Slowly fill each valve or plugged test section of pipe with water. The line shall be filled by means of a pump connected to the pipe. Operate all hydrants and taps to bleed entrapped air from the test section. Operate the pump continuously during bleeding operations. The pump shall take suction from a small auxiliary tank for measuring the water pumped into the test section.

2. Raise the internal pressure of the system by pumping in water. Increase pressure in 25-psig increments and inspect each joint between increments. Raise internal pressure to a test pressure of 1.5 times the working pressure or 75 psig at the point of testing based on the elevation of the lowest point of the line or section under test, or other test pressure as approved by the CO.

3. The system should be allowed to stabilize for three (3) hours at the test pressure before conducting the hydrostatic test. Additional liquid may be added during this time to return to test pressure.

4. After obtaining the approved test pressure record the water level in the auxiliary tank.

5. Immediately following the initial expansion phase, reduce the test pressure by 10 psi, and stop adding test liquid. If the test pressure remains steady for one (1) our, no leakage is indicated.

H. Leakage shall be verified by the Contractor and the CO.

I. No leakage is allowed, the Contractor shall, at his own expense, locate and replace any defective pipe, fittings, valves, joints, and hydrants as required, until all leakage has stopped. All visible leaks are to be repaired regardless of the amount of leakage. Flush the system, and repeat the pressure test until leak is repaired.

J. No paints, asphalts, tars, enamels, or other types of pipe compounds shall be used to eliminate leaks.

K. Backfill for waterlines shall be completed after the CO approves testing.

L. The Contractor shall furnish a written report to the CO describing the results of each test.

The report must identify the specific portions of the pipeline tested, the pressure, the duration of the tests, and the amount of leakage.

3.13 DISINFECTION OF WATERLINES

A. Disinfection by chlorination shall be performed after flushing and pressure testing are completed and approved by the CO.

B. Dosage: Provide chlorine solution with approximately 10 mg/l of total chlorine for disinfecting the water system unless otherwise directed by the CO.

C. Procedure: The entire system including the well shall be filled with the disinfecting solution. Chlorine solution shall be placed in the system, at a location approved by the

CO. All taps, hydrants, and other outlets shall be opened and left open until chlorine is noticeable by odor or testing in the water coming from each. Immediately close taps, hydrants, and other outlets. An effort shall be made to limit the amount of chlorinated water discharged from the taps, hydrants and other outlets. Heavily chlorinated water shall not be drained into streams, rivers, or lakes; rather open first those drains and hydrants that permit the longest travel time for the solution to reach surface waters.

D. Test Period:

1. Chlorinated water shall remain in the system a minimum of 24 hours, after which the system shall be examined by the CO for residual chlorine. Chlorine residual at the end of the 24-hour period shall be a minimum of 2 mg/1.

2. If the minimum residual is not found present, the system shall be drained and the disinfection testing shall be repeated. When disinfection is complete and approved by the CO, the system shall be flushed with potable water and the water leaving the lines shall have a free residual chlorine concentration no higher than 1 mg/l.

E. Bacteriological Examination: After the system has been disinfected as specified, the CO shall test the water for bacteriological contamination from representative points in the system. The coliform organisms shall be tested for presence/absence in accordance with

State drinking water regulations. If coliform bacteria are present, testing shall be repeated in accordance with State drinking water regulations. If the report of this examination is unsatisfactory, the system shall be flushed and the disinfection procedure repeated until the results of bacteriological examinations are satisfactory.

F. The satisfactory quality of water delivered by the waterline should continue for a period of at least two full days, as demonstrated by laboratory examination of samples taken from taps along the system.

G. Bacteriological testing of the water system will be the responsibility of the Forest

Service.

H. Repeat disinfection of the water system shall be the responsibility of the Contractor with no additional expense to the Government.

PART 4 - MEASUREMENT AND PAYMENT

SECTION 03200 - CONCRETE REINFORCEMENT

1.1 DESCRIPTION

A. This section specifies furnishing and installing concrete reinforcement.

1.2 RELATED WORK SPECIFIED ELSEWHERE

A. Ready Mix Concrete - Section 03313

2.1 STEEL REINFORCING

A. #4 reinforcing bars on 12-inch centers each way. ASTM A615-75, grade 40, unless other grades are shown on the drawings.

B. All reinforcement shall be new, free from dirt, oil, paint, grease, loose mill scale, and loose or thick rust when placed.

C. Store on blocks or other supports to prevent bending, rusting, and accumulation of dirt or soil. Bundle and tag reinforcement with grades and suitable identification marks for checking, sorting, and placing. Tags and marks shall be waterproof, and left on the steel until it is placed.

3.1 INSTALLATION

A. Install reinforcement as shown on the drawings and specified herein.

B. Reinforcing details not shown on the drawings or specified, shall meet the requirements of the latest edition of the ACI code.

3.2 PLACING

A. Accurately place and adequately support reinforcement with concrete, metal or other chairs, spacers, or ties approved by the Contracting Officer (CO), and secure against displacement within the permitted tolerances.

SECTION 03313 - READY-MIX CONCRETE

A. This section specifies concrete to be used for construction of small slabs.

1.2 SUPPLIERS

A. Ready-mix concrete shall be supplied by a firm regularly engaged in the business.

1.3 MIX DESIGN

A. Proportion the cement, aggregate, and water to obtain concrete with good workability.

B. Minimum cement content: 6.5 sacks per cubic yard.

C. Maximum water-cement ratio: 5.5 gallons per sack.

D. Slump: 2 to 4 inches by ASTM C143-74.

E. Air content: 3.5 to 6.5 percent by ASTM C231-75.

F. Cement content: Tolerance from mix design of + 0.3 sack per cubic yard be

ASTM C138-75.

G. Strength: 3,500 psi minimum.

1.4 BATCH CERTIFICATION

A. Furnish with each load of concrete, a batch certificate containing all of the information shown on the example included at the end of this section.

3.1 HOT WEATHER CONCRETE

A. The temperature of the concrete shall not exceed 80o, at time of placement, and when the ambient temperature reaches 90oF, the concrete shall be protected with moist covering or other methods approved by the CO.

B. Water, aggregate, and cement shall be protected or cooled as necessary. Ice may be used as part of the mixing water; however, the ice shall be completely melted by the time mixing is completed.

3.2 MIXING AND DELIVERY

A. ASTM C94-74a, Sections 10.6 through 10.9, with the following additions:

1. Adjust the quantities of aggregate and water to compensate for differences from the saturated surface-dry condition.

2. Discharge concrete within 1-1/2 hours or before 300 revolutions of the drum after introduction of the mixing water to the mixing water to the cement and aggregates or introduction of the cement to the aggregates. If the ambient air temperature is above 80oF, the above limits shall be 1 hour or 200 revolutions.

3. If long hauling distance does not permit meeting the requirements above, add cement and water to the truck mixer at the construction site.

3.3 PLACING

A. CO must inspect forms before any concrete is placed. Notify CO at least 24 hours before any placement to permit inspection

B. Roughen existing concrete surfaces.

C. Forms shall be free of debris, and surface shall be clean, free of frost, ice mud, and water.

D. Avoid segregation. Place in layers and begin placing at corners of structure. Do not move concrete with vibrators or tampers.

E. Thoroughly work the external surface of the concrete with tools approved by the CO to force coarse aggregate from the surface and to bring mortar against the forms to produce a smooth finish, substaintially free from water or air pocket or honeycomb.

3.4 VIBRATING

A. Consolidate the concrete with suitable mechanical vibrators operating within the concrete.

B. Supplement vibrating by hand spading with suitable tools.

C. Vibrators shall be of a type and design approved by the CO and shall be so manipulated as to work the concrete thoroughly around the reinforcement and embedded fixtures and into the corners and angles of the forms.

D. Vibrate at any point sufficiently to accomplish compaction, but do not prolong to a point where segregation occurs.

3.5 FINISHING

A. Slabs - Strike flush to within 1/8-inch variation in 10 feet. Lightly broom exterior slabs.

3.6 CURING AND HARDENING

A. Keep all concrete surfaces wet for seven (7) days after being placed. Acceptable methods include ponding, wet burlap, wet straw or hay, curing paper, plastic sheets, and membrane curing compound. Other methods must be approved by the CO.

B. If wood forms are allowed to remain in place during the curing period, they shall be kept moist at all times to prevent opening at joints.

SECTION 15146 - WELLHEAD

A. This section covers work at the existing wellhead at Wild Goose Campground. Work includes installation of a new concrete slab and compaction around the well casing.

1.2 CODES

A. All work shall be in accordance with the latest edition of the Uniform Plumbing Code.

2.1 EXISTING SUBMERSIBLE PUMP AND CONTROL BOX

A. Goulds Model #7EH05411 producing 10 gpm.

2.2 SUBMERSIBLE PUMP CABLE

A. Four-wire cable, all conductors No. 10 stranded copper with type RW, RUW, TW, or

TWU insulation, suitable for use with submersible pumps. One conductor will be used for ground connection to pump motor frame.

3.1 PITLESS ADAPTER

A. The existing pitless adapter was installed two (2) feet below ground.

B. After installation of the water line to the pitless adapter, and submersible pump power cable, the well casing shall be backfilled to existing ground elevation. The excavated area around and within 2-feet of the well shall be backfilled with a 50-50 mixture of pure bentonite and clay. This backfill material shall be compacted in 6-inch lifts with a minimum of two (2) passes with a whacker-type compactor or equivalent method.

C. Backfill of excavation with select excavated material in 6-inch loose lifts and compact with a minimum of two passes with a whacker-type mechanical compactor or equivalent approved by the CO.

D. Bentonite Seal: During backfill of the casing, place bentonite chips around the casing to provide a surface seal. The bentonite shall extend from below the existing pitless adapter to within six inches of finish grade.

E. Grading: Shape final backfill material to slope away from the well.

F. Existing Casing: Height of the casing shall be 18 inches above finish grade. Install a new concrete slab around the well casing. Size 3’ x 3’ x 4”.

G. Clean the exposed well casing. Paint the exposed well casing with two coats of alkyd enamel. Color selection by CO.

3.2 SUBMERSIBLE PUMP CABLE

A. Install new submersible pump cable from the well to the control box inside the enclosure.

A. After installation of the pressure tank, related plumbing and electrical equipment is completed, Contractor shall perform an operational test of all systems.

B. Verify watertight installation of all work completed under this contract.

C. Verify proper operation of the pump controls. Complete adjustments as required.

D. Fine-tune pressure switch cut-in setting as needed to eliminate any momentary drop in system pressure from the time pressure tank is empty and the pump starts.

PART 4 MEASUREMENT AND PAYMENT

SECTION 16400 – ELECTRICAL SYSTEM

A. Work under this section includes installation of underground electrical circuits to the fiberglass reinforced plastic (FRP) enclosure, and well pump; electrical controls for the well pump and pressure tank and miscellaneous electrical work within the FRP enclosure, located at Wild Goose Campground.

1.2 QUALITY ASSURANCE

A. Codes and Standards:

1. Comply with these specifications, project drawings, and all applicable local, State, and national laws, codes, standards, and regulations. In the event of differing requirements, the most stringent applies.

2. All work shall be in accordance with the requirements of the National Electrical

Code, NFPA 70, latest edition.

3. Comply with NFPA 101, Life Safety Code, latest edition.

B. Inspections and Fees:

1. Inspection and approval by the State Electrical Inspector will be required prior to acceptance of the project by the Government.

2. The Contractor is responsible for obtaining, paying for all necessary State permits, and inspections.

C. Workmanship:

1. Install all materials and equipment in strict compliance with manufacturer's recommendations and in a clean and workmanlike manner.

2.1 CONDUIT AND FITTINGS

A. Rigid Galvanized Steel Conduit (RGSC) - ANSI C80.1. Fittings UL 514, threaded type.

Split couplings are not acceptable.

2. To well casing: No. 12 copper in 1-inch Sch. 80 PVC. Four (4) conductors required

(two phase, one starting, one ground).

B. Ground Conductors: All circuits shall include a separate copper ground conductor, same size as the power conductors.

3.3 GROUNDING AT FRP ENCLOSURE

A. Install ground rod at FRP enclosure. A No. 8 copper grounding electrode conductor shall be connected to galvanized steel water piping and a ground tap at the top of the well casing.

B. All grounding must be continuous and provide for a low impedance path to ground.

C. All branch circuits shall include a separate No. 12 copper ground conductor.
