Road Blading

DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

GENERAL SPECIFICATIONS

C-1 - OBJECTIVES AND SCOPE OF CONTRACT. The Government is in need of Performance Based Commercial Services Requirements Contract for Road Maintenance Blading that will result in the proper mix of aggregates and fines to maintain aggregates and native soils on the roadway, the elimination of ruts and chuckholes, maintenance and functionality of ditch lines and water diversion structures, and removal of rocks, limbs and other debris from the road prism while preserving vegetation that serves to prevent or moderate erosion from runoff. The services covered in this contract include the furnishing of all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to perform road maintenance on roads specified herein, in compliance with the terms, specifications, conditions, and provisions of this solicitation. This work will include road blading, watering, scarification, clearing debris from ditches, minor road repair, and other related work necessary to meet the project objectives.

Blading minimum of 700 miles and maximum of 1500 miles are anticipated with this contract. Minimum and maximum quantities are estimates based upon expected work load and funding, and are provided for information only. A sample list of roads that are anticipated to be bladed with this contract are contained in Exhibit A.

Method of Measurement. Roadside blading will be measured in miles and nearest tenths of miles along the road centerline of the roadway, and shall include only those sections of the roads which are included in the contract and completed in accordance with the specifications. Parking areas, turnouts, and approach road connections are considered as adjuncts to the main roads and shall not be measured separately.

Period of Performance The period of performance of this contract will be based upon the work being ordered and will be stated in each task order. It is anticipated that blading will occur between June and November. Contract time will be allowed on the basis of five miles per calendar day.

C-2 - DESCRIPTION AND LOCATION

(a) - BLADING. Location for performance is on the Boise National Forest. Standard industry practice indicates use of a motor grader with a moldboard blade and scarifier/ripper to effectively perform this type of work. Carbide bit systems are recommended for local road types but not required. Many high use roads will require the use of a water truck to obtain proper mixing and compaction of road surface material. Some roads or road segments may require scarification in conjunction with blading in order to cut out washboards and chuck holes. The equipment used to perform this work shall be in good mechanical and operating condition. The locations of the specific roads to be bladed will be identified with task orders.

C-3 - MOVING OF EQUIPMENT AND SUPPLIES. Costs for mobilization and moves between job locations will be considered incidental to the ordered work, therefore the Contractor must consider this expense in the pricing.

C-4 - REPLACEMENT OF EQUIPMENT. Contractor shall provide quality equipment capable of safely performing the work under the terms of the contract. If equipment is rejected because it does not meet minimum requirements, including but not limited to safety and operability, or if it becomes inoperative, the Contractor shall correct the deficiencies or furnish replacement equipment meeting contract requirements within 2 days. All repairs are the total responsibility of the Contractor this includes any vandalism to equipment while under contract.

C-5 - POLLUTION AND EROSION CONTROL. During all operations under this contract, the Contractor shall exercise reasonable measures to direct surface runoff water to stabilized waterways and to keep the drainage systems functioning effectively to prevent or minimize soil erosion and pollution of water and other resources. All refuse, including garbage, rubbish, and solid or liquid wastes from the operations including camps, parking areas and equipment maintenance areas shall be stored and collected in a sanitary manner and disposed of in a State-approved sanitary landfill.

PERFORMANCE SPECIFICATIONS

C-6 - WORK OBJECTIVES

(a) - Blading and Shaping. Performance of Road Maintenance includes blading and shaping the roadbed, including shoulders and turnouts in the process of removing ruts, washes, slough, and other irregularities that prevent normal run off from the road surface. THE END RESULT shall be the restoration and maintenance of the original cross section, grade and drainage of the road. The following standard industry practices will be reviewed during quality assurance inspections to determine that the desired end results will be met:

(1) - Blading to restore surface without loss of aggregate/gravel surfacing material or natural road base material. Performance on gravel surfaced road shall be accomplished so that base disturbance is minimal and no surface material is lost in ditches or over the road shoulders. Blading of unsurfaced roads shall be performed so no road material is lost. Surface material shall be cut from one edge of the road to the other in a windrow in order to eliminate any segregation prior to spreading. The mixed material will then be evenly spread across road surface; at no time will there be cutting across existing road crowns. Sections having segregated materials after spreading shall be reprocessed and spread.

(2) - Elimination of ruts, chuckholes, and washboards. These defects shall be repaired by scarifying or cutting to the bottom of such defects to provide for uniform compaction of roadbed material. Large rock or organic material removed from drainage facilities during cleaning process shall not be used as fill. High blading, or any method which merely fills depressions with loose material, does not eliminate the defect or provide for uniform compaction and is therefore not acceptable.

(3) - Repair of Settlement sections will be determined by the COR before repairs are made.

(4) - Blading and shaping operations shall not undercut road cut slopes.

(5) - Sections of roads constructed without roadside ditch shall be uniformly in sloped or out sloped the entire width of the roadbed, unless otherwise specified on each individual task order (i.e. crowning). The in slope or out slope grade shall be a minimum of 2 percent and a maximum of 8 percent unless staked otherwise on the ground. The actual in slope and out slope grade is determined by the steepness of the road section.

(6) - Existing drainage dips shall be cleaned and reestablished if needed with the out slope grade restored to equal or exceed the gradient of the road.

(7) - Sections of roads constructed with a roadside ditch shall be bladed and reshaped to maintain crown at centerline of the roadbed, or in sloped except on curves where crown is omitted. Road cross section shall slope uniformly both ways from crown apex to shoulders at a minimum grade of 2 percent and a maximum grade of 6 percent.

(8) - At the conclusion of the blading and shaping operations the roadbed shall be smoothed and dressed to produce a uniform grade and cross section and a surface free of hollows, depressions, and projections above the adjacent road surface. No berm or ridge or any material shall be left along either shoulder of the roadbed unless directed by the COR. No surfacing shall be wasted over the road edges.

(9) – Level 2 roads are normally in sloped or out sloped and generally bladed primarily for drainage needs. This will consist of blading road surface to remove wheel rutting and rills from water running down the road prism. Drainage structures such as water bars, rolling dips, and interceptor ditches need to be maintained as described above. New drainage features may also need to be added if existing structures are too far apart and not performing properly.

(10)- Compaction necessary to reestablish the road surface will be accomplished by wheel rolling across the entire road width with equipment on job site.

(b) - Drainage Facilities - Cleaning and Repair

(1) - Wood, rocks, and other debris shall be removed from roadside drainage ditches to provide unobstructed flow of water. Only those ditches requiring debris removal will be pulled. The back slope of the ditch shall not be undercut by ditch cleaning operations; and the slope to road shoulder shall be maintained at an approximate ratio of 3:1 from the bottom of the ditch to the edge of the roadbed. Roadside ditches shall not be excavated to a depth of greater than 2 feet below roadbed grade. Typical depth of roadside drainage ditches below roadbed is one foot. Existing ditch dikes shall be restored, reshaped, and compacted as needed for effective drainage through culverts. Some hand shoveling may be required ensuring water flow is unimpeded in lead-ins and outlets of culverts and berm drains.

(2) - Wood, rocks and other debris resulting from the cleaning of drainage ditches shall be removed and disposed of on the jobsite as directed by the Contracting Officer's Representative. On aggregate-surfaced roads, material may be bladed across the road provided it is not deposited in ruts, washes, or chuckholes in the road surface. Such material shall be side cast on stable fill slopes or natural ground out of streambeds, streams, or other waterways. No side casting will be permitted on roads paralleling streams where material could possibly reach the streams. On roads without aggregate surfacing, surface soil with rocks less than 2 inches in greatest dimension may be spread evenly over the adjacent roadbed.

(3) - Remove from bridge decks all rock and other material that would create a hazard to traffic or is otherwise detrimental to the traveled surface. No material will graded on to the bridges or the approaches. Cattle guards shall be left clean between the bottom of the rails and ground beneath. No additional material may be deposited within cattle guards.

C-7 - SIGNING AND PUBLIC SAFETY.

The Contractor shall provide signs, other devices, and traffic control for occupied work areas in accordance with National standards as contained in Part VI of the Manual of Uniform Traffic Control Devices (MUTCD and these specifications. All signs and devices remain the property and responsibility of the Contractor.

(a) - Traffic Conditions

(1) - Roads shall be open to traffic unless otherwise approved in writing by the COR.

(2) - Single lane roads shall be available for one lane channelized passage of traffic at all times unless approved in writing by the COR.

(3) - On roads closed with gates, the gate, will remain closed during the period of operations. The gate shall be opened only to allow passage of the Contractor and his/her equipment and then be closed, unless otherwise approved in writing by the COR. The Contractor shall not hunt behind a closed gate, nor transport hunters or game, when equipment is behind that gate.

(b) Devices

(1) - Required signs can be mounted on portable or temporary mountings. Standard MUTCD legends shall be used

(2) - Traffic approaching the work area from either direction and side approaches shall be warned by signing.

(3) - Signs will, at all times, be within one mile of the operating equipment or personnel.

(4) - Hazards incidental to the work within or on the traveled way, shoulders, or turnouts shall be marked with hazard identification, illuminated beacons, or other MUTCD devices to safely guide road users through the area. Work shall be scheduled to provide for completion of segments on a daily basis so that no berms or other obstacles remain overnight.

(5) - Advisory speed plates may be used by the contractor to control traffic through the work area.

(6) - Road hazards that cannot be repaired under normal maintenance will be marked with delineators to warn motorist of the existing hazard. Notify the COR of the hazard locations.

(c) - Equipment

(1) - All vehicles and machinery operating on or from the traveled way or road shoulder shall have flashing 4-way or top mounted flashing amber lights or rotary beacons operated continuously while work is in progress.

(2) - Back-up horns shall be required on all self-propelled equipment in excess of 8,000 lbs. gross weight.

(3) - Vehicles and machinery not currently used in the Contractor's operation shall be parked off the traveled way at approved locations to minimize interference with the normal use of the road. Track mounted machines shall not be used on paved surfaces.

(4) - Use of motorized equipment other than hand held equipment such as power saws and brush cutters will not be permitted off designated roads in the project area without approval of the Contracting Officer.

C 8 - REMOVAL OF OBSTRUCTIONS. All fallen trees, limbs, or brush in the travel way or road ditch line shall be removed and scattered outside the traveled way. Rocks and debris hazards will also be removed from the roadway. If major obstructions exist that are beyond the scope of normal maintenance, notify the COR.

C-9 - DAMAGE TO STRUCTURES. The Contractor shall be held liable and is responsible for any damage caused by his/her personnel or equipment to any existing traffic loops, cattle guards, culverts, signs, and riprap protecting culvert inlets or fill slopes. Repair to these structures shall be at the Contractor's expense. Traffic loops will be marked on the ground with delineators.

C-10 - SOIL MOISTURE - Retention of Fines. A water truck will be necessary for the majority of the level 3 (passenger car) roads in order to obtain and maintain proper moisture requirements and to provide wheel compaction. Contractor is responsible to ensure that performance does not reduce the level of fines in the road surface and moisture levels allow for proper compaction of road surface. Therefore, operations may be suspended when soil moisture conditions are not favorable for obtaining a satisfactory result. Suitable moisture conditions are determined to be in excess of five (5) percent and less than ten (10) percent by weight unless otherwise authorized by the Contracting Officer's Representative (COR).

(a)- Water truck will be equipped with proper drafting foot valve with a maximum opening of 3/32 of an inch for fish and aquatic protection.

(b)- Drafting locations- will be limited to those sites where the water truck can remain on traveled surfaces and reach the water, other sites must to be approved by the COR prior to use.
