MEMORANDUM FOR RECORD

SUBJECT: Questions & Answers Post Pre-Bid Meeting – Solicitation No. AG-82AT-S-17-0003, Clear Creek Ranger District Office Remodel

1. This document is specifically addressing any questions and answers exchanged post the pre-bid meeting minutes originally posted to FebBizOps 30 March 2017. The cutoff for questions pertaining to the subject solicitation was Noon (1200 PM) today, 5 April 2017. See the table below.

Sr. Query Raised Reply/Clarification

1. Our company is currently assembling our bid package for Sol. AG-82AT-S- 17-0003 Clear Creek Ranger District (CCRD) Office Remodel and had a question regarding the Bid Bond requirement. L.1 page 30/38 states:

Bid Bond. Offeror shall provide a bid bond with the proposal to ensure that payment and performance bonding can be obtained if selected for contract award. For the amount needed, reference the project magnitude provided under item 10 of the 1442 and in Section L.2.

L.2 gives an estimated project value between $100,000 and $250,000, is the intent to provide a Bid Bond for the total bid amount. On many government contracts we provide a 20% not to exceed 3 million amount for the bid bond. Could you please clarify what amount should be shown on the Bid Bond?

The payment bond is to be 20% of the bid price. If awarded, the performance and payment bonds are to be 100% of the award amount. You can refer to FAR 28.101-2 and this guidance is in accordance with 52.228-1.

2. After reviewing the drawings Sheet

A1.4 appears to show a hard lid ceiling on level 2 of the west side of the building where the fire alarm is being installed. Could you please clarify the type of ceiling on the second level on the west side of the building? Could you please also clarify if the ceiling on the first floor is the same as the second, and if not what the first floor ceiling is made of?

The actual material of the ceiling in the building is unknown. Any information provided to that respect would be a guess and that would not be fair to all bidders. The photos provided are intended to give all potential bidders the best idea based on their individual expertise.

Final Answer: To ensure we keep this competition within legal parameters, we cannot tell you specifically how to bid.

However, per the photos provided, combined with the Section J attachments loaded into FedBizOps, Contractors will need to consider the 3 different ceiling types throughout the building when developing bid proposals. It is recommended that the contractor utilize the photos combined with the documents submitted under the solicitation on FedBizOps to draw up the best proposal response given the information available.

3. Continuation of question 2 - The concern we have is whether the two story portion of the building that only gets fire alarm added is a hard lid (i.e.

drywall ceilings) or a soft lid (i.e.

acoustical ceiling tile), as that will substantially affect the price to install the fire alarm conduit and boxes.

2. The minutes of the pre-bid conference and any correspondence is published on the website, FedBizOps (https://www.fbo.gov/).

3. Bidders should regularly visit the FedBizOps website for updates. To access the post directly, visit https://www.fbo.gov/index?s=opportunity&mode=form&id=d7f32ebeaf7b4e6c293537e9f6d0eeb 9&tab=core&_cview=1.

4. Proposal are to be emailed to klenisewallace@fs.fed.us and lyeager@fs.fed.us by the solicitation suspense: 7 April 2017/1300 HRS, MT.

Sincerely, Klenise S. Wallace Contract Specialist
