SECTION 01010

SUMMARY OF THE WORK

PART 1 - GENERAL

1.1 SUMMARY

A. The intent of this section is to outline in a general sense the work required under this contract and identify special project conditions and/or requirements. It is not intended to provide detailed specifications for materials, labor, and workmanship. These are covered in other sections of these specifications.

1.2 LOCATION

A. Creede East Bench Water System Upgrade

1. This site may be reached by following Colo. 149 southeast from Creede, Colorado approximately 3.0 miles to junction of Colo. 149 and Forest Development Road (FDR) 550; also Co Rd 806A. Follow FDR 550 approximately 1.35 miles to junction of FDR 550 and FDR 551. Follow FDR 551 0.28 miles to location of project site.

2. The proposed project is located in Sec 8, T.41N., R.1E., N.M.P.M.

1.3 DESCRIPTION OF WORK

The principle features of work to be performed under this contract are described as follows:

1. Work shall include the construction of an 8’ X 8’ wood frame water storage building on a concrete pad. Construction includes all plumbing and electrical work necessary to complete the operation of the new water supply and distribution system.

2. Excavation of a trench for the installation of 1” HDPE Pipe water supply line from existing well to contractor built water storage building. Backfill and compact after installing HDPE Pipe.

3. Excavation of a trench for the installation of 1 ½” HDPE Pipe water distribution line from water storage building to bunk house and utility building. Backfill and compact after installing HDPE Pipe.

4. Installation of a new electric cable from Utility Bldg. to Water Storage Building and Well.

5. Install of Curb Stops and Pump Drain Assemblies as shown on the drawings.

6. Furnish and install metered Chem-feed injector, pipes, fittings, valves, vacuum breaker, pressure relief valve, water meter, pressure gauges, metered chlorinator, switches, appurtenance and incidentals associated with the water supply and distribution system.

7. Furnish, install and test all equipment, materials, devices, control panel and necessary appurtenances to provide complete and operable electrical system.

8. Excavation and backfilling for a water line from Line “C” stub-out to RV sites.

9. Furnish and install valves, curb boxes and hydrants for each of five (5) RV sites

AS SHOWN DRAWINGS AND DESIGNATED ON THE GROUND.

1.4 STANDARDS

1. All work shall be in accordance with this contract and the State of Colorado “Water Well Construction and Pump Installation Rules”, latest edition.

2. All plumbing shall be in accordance with local code and the National Standard Plumbing Code.

3. Electrical: All electrical work shall be performed by a licensed electrician. All work shall meet the requirements of governing codes and regulations, NFPA 70- 2008 (NEC) and NESC. The electrical installation shall meet the requirements of NECA standards of installation. All electrical materials and equipment shall meet requirements of the applicable standards of UL, if UL standards exist for such materials and equipments.

1.5 GOVERNMENT FURNISHED EQUIPMENT

A. The government will furnish the water meter and the 100 amp main breaker panel for water storage building.

1.6 SPECIFICATIONS

A. The specifications establish the construction procedures and materials to be employed throughout.

1.7 EXISTING UTILITIES

A. Creede East Bench Administrative Site

1. There are existing electrical cables, telephone and propane gas lines in the vicinity of the construction site. The contractor shall arrange for line locate before beginning work.

1.8 GENERAL SITE CONDITIONS AND WEATHER

A. The altitude of the project is approximately 8754 feet above mean sea level. The construction site experiences snowfall and rain and extremely cold temperatures, with snow on the ground typically from October through mid-May.

B. Electric power is available at the site.

C. An in-depth soil survey has not been performed; however Contractor should expect to encounter large rock during excavation and grubbing operations. Blasting of rock will not be permitted unless approved by the Contracting Officer.

D. In-depth water table surveys have not been performed; however, if water is encountered during excavation, the Contractor shall perform adequate dewatering to keep the excavation free from water and dispose of the water without damage to property.

1.9 STAGING AREA AND SAFETY

A. The staging area will be as approved on site by the Contracting Officer.

1.10 SITE CLEANUP AND DISPOSAL

B. The Contractor shall dispose of all waste off National Forest Lands.

1.11 PERMITS

A. Special permits required by County, State, or Federal laws or regulations shall be obtained by the Contractor.

SECTION 01600

USE OF GOVERNMENT FACILITIES AND UTILITIES

PART 1- GENERAL

1.1 DESCRIPTION

A. This section applies to Government facilities at the worksite available for use by the

Contractor.

1.2 WATER

A. Any water needed for construction activities shall be supplied by the Contractor.

1.3 ELECTRICAL POWER

A. The Contractor shall be responsible for any temporary electrical service needed for construction and testing.

1.4 SANITARY FACILITIES

A. Contractor will provide sanitary facilities for use by Contractor’s personnel as per OSHA regulations.

1.5 TELEPHONE

A. Emergency telephone use is available at Creede East Bench work site.

SECTION 01710

CLEAN UP AND DISPOSAL

PART 1 – GENERAL

1.1 DESCRIPTION

A. The work under this Section consists of removing obstructions, trees, shrubs, grass, and other vegetation to permit installation of new construction. This section includes the digging out of stumps and disposal of construction waste encountered as a result of the work under this contract.

1.2 CLEANUP AND PROTECTION

A. During construction the Contractor shall exercise reasonable care to prevent unnecessary damage to surrounding vegetation, facilities, and water resources.

B. At all times during construction the Contractor shall protect the well to prevent tampering of the well by unauthorized personnel or the entrance of foreign material into the well.

C. The Contractor shall keep the work site free from accumulation of waste materials and rubbish resulting from the work.

D. Prior to final acceptance and during any extended delays ( 10 days or more) of the project the Contractor shall remove from Government land, and properly dispose of, all waste materials and rubbish resulting from this work.

1.3 DISPOSAL

A. All waste material and rubbish shall be removed from Government land and disposed of in accordance with Federal, State, and local laws and regulations. Contractor shall haul all construction trash off-site for disposal. The nearest approved landfill is the San Luis Valley Regional Solid Waste Authority. B. The transportation, storage, clean up and disposal of hazardous materials shall be done in accordance with the most recent state and federal regulations.

C. Washing waste material into waterways is not permitted.

SECTION 01732

MOBILIZATION

PART 1 - GENERAL

1.1 DESCRIPTION

A. Move personnel, equipment, material, and incidentals to the project, and perform all activities necessary to accomplish work at the project site. Obtain permits, insurance, and bonds.

1.2 MEASUREMENT

A. Method: Measure mobilization by the lump sum.

1.3 PAYMENT

A. Payment for each individual item listed in the Schedule of Items shall be full compensation for all work related to the particular item in accordance with these specifications and contract drawings.

B. The mobilization lump sum will be paid as follows:

1. If applicable, bond premiums will be reimbursed according to FAR clause 52.232-5, Payment Under Fixed-Priced Construction Contracts, after receipt of evidence of payment.

2. Fifty percent of the lump sum, not to exceed 5 percent of the original contract amount, will be paid following completion of 5 percent of the original contract amount, not including mobilization.

3. Payment of the remaining portion of the lump sum, up to 10 percent of the original contract amount, will be paid following completion of 10 percent of the original contract amount, not including mobilization.

4. Any portion of the lump sum in excess of 10 percent of the original contract amount will be paid after final acceptance.

OPERATION AND MAINTENANCE DATA

PART 1 - GENERAL

1.1 SUMMARY

A. This Section includes administrative and procedural requirements for preparing operation and maintenance manuals, including the following:

1. Operation manuals for systems, subsystems, and equipment.

1.2 SUBMITTALS

A. Manual: Submit two (2) manuals in final form at least 15 days before final inspection.

Contracting Officer (CO) will return copy with comments within 15 days after final inspection.

1. Correct or modify each manual to comply with CO’s comments. Submit 3 copies of each corrected manual within 15 days of receipt of CO’s comments.

1.3 DEFINITIONS

A. System: An organized collection of parts. Equipment, or subsystems united by regular interaction.

B. Subsystem: A portion of a system with characteristics similar to a system.

PART 2 – PRODUCTS

1.1 MANUALS, GENERAL

A. Organization: Unless otherwise indicated, organize each manual into a separate section for each system and subsystem, and a separate section for each piece of equipment not part of a system. Each manual shall contain a title page, table of contents, and manual contents which included the use of digital photos.

B. Title Page: Enclose title page in transparent plastic sleeve. Include the following information:

1. Subject matter included in manual.

2. Name and address of Project.

3. Name and address of District or Forest.

4. Date of submittal.

5. Name, address, and telephone number of Contractor.

6. Cross-reference to related systems in other operation and maintenance manuals.

Table of Contents: List each product included in manual, identified by product name, indexed to content of volume, and cross-referenced to Specification Section number in Project Manual.

Manual Contents: Organize into sets of manageable size. Arrange contents alphabetically by system, subsystem, and equipment. If possible, assemble instructions for subsystems, equipment, and components of one system into a single binder.

7. Binders: Heavy-duty, 3-ring, vinyl-covered, loose-leaf binders, in thickness necessary to accommodate contents, sized to hold 8-1/2-by-11-inch (115-by-280-

mm) paper; with clear plastic sleeve on spine to hold label describing contents and with pockets inside covers to hold folded oversize sheets.

a. Identify each binder on front and spine, with printed title "OPERATION AND MAINTENANCE MANUAL," Project title or name, and subject matter of contents. Indicate volume number for multiple-volume sets.

8. Dividers: Heavy-paper dividers with plastic-covered tabs for each section. Mark each tab to indicate contents. Include typed list of products and major components of equipment included in the section on each divider, cross-referenced to Specification Section number and title of Project Manual.

9. Protective Plastic Sleeves: Transparent plastic sleeves designed to enclose diagnostic software diskettes for computerized electronic equipment.

10. Drawings: Attach reinforced, punched binder tabs on drawings and bind with text.

a. If oversize drawings are necessary, fold drawings to same size as text pages and use as foldouts.

b. If drawings are too large to be used as foldouts, fold and place drawings in labeled envelopes and bind envelopes in rear of manual. At appropriate locations in manual, insert typewritten pages indicating drawing titles, descriptions of contents, and drawing locations.

Operation and Maintenance Manuals: Assemble a complete set of operation and maintenance data indicating operation and maintenance procedures of each system, subsystem, and piece of equipment not part of a system.

Manufacturers' Data: Where manuals contain manufacturers' standard printed data, include only sheets pertinent to product or component installed. Mark each sheet to identify each product or component incorporated into the Work. If data include more than one item in tabular format, identify each item using appropriate references from the Contract Documents. Identify data applicable to the Work and delete references to information not applicable.

Drawings: Prepare drawings supplementing manufacturers' printed data to illustrate relationship of component parts of equipment and systems and to illustrate control sequence and flow diagrams. Coordinate these drawings with information contained in Record Drawings to ensure correct illustration of completed installation.

11. Do not use original Project Record Documents as part of operation and maintenance manuals.

SECTION 01900

DEFINITION OF BID ITEMS

PART 1 - GENERAL

1.1 DESCRIPTION

A. The intent of this section is to explain, in general; what is and what is not included in a bid item; the limits or cut-off points where one did item ends and another begins; and method of measurement and basis of payment for work items listed in the Bid Item Schedule.

B. WORK:

1. Furnish all labor, materials, equipment, and other incidentals necessary to successfully complete the project or any portion of it, and carrying out all duties and obligations imposed by the contract on the Contractor.

2. For each individual item listed here and in the Schedule of Items, payment shall be full compensation for all work related to the particular item in accordance with these specifications, as shown on the drawings, and as staked in the field.

3. Measurement and payment for contract work shall be made only for and under those pay items included in the Schedule of Items. All other work and materials shall be considered incidental or as included in the payment for items shown.

1.2 DETERMINATION OF QUANTITIES

A. The Contractor shall perform, or cause to be performed, all measurement of quantities of materials incorporated into the work processes that are to be measured under the provision of the contract.

B. Quantity Measurement:

1. The Contractor shall make all measurements for computation of quantities for all work items except those specified for payment by Designed Quantity (DQ) or Lump Sum Quantity (LSQ).

2. The contractor shall compute the quantities for period progress payments; the Contracting Officer shall compute the quantities for the final payment based on measurements taken by the contractor.

3. All Contractor measurements are subject to verification.

4. The Contractor shall submit all field notes, calculation sheets, and other data used to determine quantities.

5. The Contractor shall certify in writing as to the accuracy of the measurements and computations submitted.

C. The following measurements and calculations are used to determine contract quantities.

1. For individual construction items, longitudinal and lateral measurements for area computation shall be made horizontally or corrected to horizontal measurement unless otherwise specified. Measurements for geotextiles, netting and erosion control blankets shall be along slope lines.

2. The average end area method shall be used to compute volumes of excavation or embankment. However, if in the judgment of the Contracting Officer (CO), the average end area method is impractical, measurement shall be made by volume in hauling vehicles or by other three dimensional methods.

3. Structures shall be measured according to neat lines shown on the drawings or as altered by the Contracting Officer, in writing, to fit field conditions.

4. For items that are measured by the linear foot, such as pipe culvert, fencing, guardrails, and under drains, measurement shall be made parallel to the base or foundation upon which the structures are placed. Pipes shall be measured along center of invert.

5. For aggregates weighed for payment, the tonnage shall not be adjusted for moisture content, unless otherwise provided for.

1.3 UNITS OF MEASUREMENT

A. Payment shall be by units defined and determined according to U.S. Standard measure and by the following:

B. Each: One complete unit, which may consist of one or more parts.

C. Linear Foot: Linear feet measured horizontally.

D. Lump Sum: Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item.

E. Where tolerances are shown in the contract, they are intended to define reasonably close conformity. Adjustments of horizontal or vertical alignment, within the tolerances specified in this contract, or shifts of balance points to 100 feet shall be made by the contractor as necessary to produce the designed roadway section and to balance earthwork. Such adjustment shall not be considered as “Changes.

2.1 GENERAL

A. One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item.

B. DESIGNED QUANTITIES (DQ)

1. These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data includes the preliminary survey information, design assumption, calculations, drawings, and the presentation in the contract. Changes in the number of units shown in the Schedule of Items may be authorized under any of the following conditions:

a. As a result of changes in the work authorized by the Contracting Officer.

b. As a result of the Contracting Officer determining that errors exist in the original design that causes a pay item quantity to change by percent or more.

c. As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design that cause a pay item quantity to change by percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.

C. ACTUAL QUANTITIES (AQ)

1. These estimated quantities are determined from actual measurements of complete work.

D. LUMP SUM QUANTITIES (LSQ)

1. These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job.

They shall be measured complete and in-place.

PART 3 – BID ITEMS PHASE 1 AND 2

3.1 DEFINITION OF BID ITEMS

A. The project Schedule of Items includes sections to organize the bid items into Base Bid Items and Optional Bid Items. Contractor shall provide item pricing for all items listed in the Schedule of Items. Contract award will be made for all Base Bid Items. Those items listed as Option Bid Items will be awarded based on available project funding.

The Optional Bid Items are not listed in priority order and may be awarded in any combination of individual items.

3.2 DESCRIPTION OF BASE BID LABOR AND EQUIPMENT ITEMS

A. Bid Item No. 1 – Clearing & Grubbing. (Phase 1)

1. This bid item consists of all work necessary for the clearing and grubbing for the construction of the Water Storage Bldg. at the location SHOWN ON THE DRAWINGS AND DESIGNATED ON THE GROUND. The work shall include all personnel, equipment, supplies, and incidentals, needed to complete the work specified.

2. Measurement: Lump Sum Quantity.

3. Payment: Payment shall be made at the contract Lump Sum Quantity (LSQ) bid price.

B. Bid Item No. 2 – Construction of 8’ x 8’ wood frame Water Storage Bldg. on a concrete pad. (Phase 1)

1. This bid item consists of all materials and work required to pouring a concrete pad, construct and insulate a wood frame building with metal door as SHOWN ON THE DRAWINGS. The work shall include all personnel, equipment, supplies, and incidentals, needed to complete the work specified.

C. Bid Item No. 3 – Excavation and Backfilling for the installation of HDPE Water Supply and Distribution Line to Utility Bldg. (Phase 1)

1. This bid item consists of all material and work necessary for the excavation or trenching for water and electrical lines. The work includes backfilling and compaction. The work shall include all personnel, equipment, supplies, and incidentals, needed to complete the work specified.

2. Measurement: Linear Foot.

3. Payment: Payment shall be made at the contract Linear Foot (LF) bid price.

D. Bid Item No. 4 – Installation of all HDPE pipe from Well to Water Storage Bldg.

(Phase 1)

1. This bid item consists of all work, equipment, fittings and other materials necessary for installation of 1” HDPE supply line from well to Water Storage Bldg. and 1 ½” HDPE distribution line from Water Storage Building to Bunk House and Utility Bldg.

3. Payment: Payment shall be made at the contract Linear Foot (LF) bid price.

E. Bid Item No. 5 – Relocate existing Well Mate Water Pressure Tank to new Water Storage Bldg. Connect water line in bathroom. Remove all electrical and plumbing components where WM80 tank is located except ceiling lights. Lights must turn on and off in both rooms. (Phase 1)

1. This work consists of all work, personnel, equipment, and other materials necessary for moving of existing water pressure tank from its present location to the new Water Storage Bldg. This work includes all plumbing necessary to retro fit old with the new. Plumbing in the bathroom and existing Water Storage Room with Well Mate pressure tank will require plumbing and electrical work to complete this Bid Item.

3. Payment: Payment shall be made at the contract Lump Sum Quantity (LS) bid

F. Bid Item No. 6 – Installation of Curb Stop & Shut-off Valves. (Phase 1)

1. This work consists of all work, personnel, equipment, and other materials necessary for the installation of curb stop & shut-off valves as SHOWN ON THE

DRAWINGS.

2. Measurement: Each.

3. Payment: Payment shall be made at the contract Each (EA) bid price.

G. Bid Item No. 7 – Installation of Pump Drain Assembly No. 1. (Phase 1) for the installation of one (1) curb stop & shut-off valve, one (1) 4” PVC drain and concrete pad as SHOWN ON THE DRAWINGS.

H. Bid Item No. 8 – Installation of Pump Drain Assembly No. 2. (Phase 1) for the installation of two (2) curb stops & shut-off valves, two (2) 4” PVC drains and concrete pad as SHOWN ON THE DRAWING AND DESIGNATED ON

THE GROUND.

I. Bid Item No. 9 – Installation of Electrical Components for Water Storage Bldg. and Electric Cable in Trench. (Phase 1)

1. This work consists of all work, personnel, equipment, and other materials necessary for the installation of all electrical components as SHOWN ON THE DRAWINGS. Components include electrical panels, outlets, light, pump house heater, pressure switch and lightning arrestor.

1. This work consists of moving personnel, equipment, material, and incidentals to the project, and performs all activities necessary to accomplish work at the project site.

3.3 DESCRIPTION OF OPTIONAL BID LABOR & EQUIPMENT ITEMS

A. Bid Item No. 12 – Excavation and Backfilling for the installation of HDPE Water Supply and Distribution Line for RV sites. (Phase 2)

B. All roots over 3 inches in diameter within the construction area shall be grubbed to a minimum depth of 6 inches below subgrade.

C. Trees shall be felled into the area being cleared when ground conditions, tree lean, and shape of clearing permit. Controlled felling shall be used that will ensure the direction of fall when necessary to prevent damage to property, structures, trees DESIGNATED to remain, or traffic.

3.2 UTILIZATION OF TIMBER

A. Timber on this project is not considered merchantable and shall be removed or hauled to a location DESIGNATED by the Contracting Officer.

EXCAVATION, BACKFILL AND COMPACTION

PART 1 - GENERAL

1.1 SUMMARY

Includes excavation for building, water line, and electric cable; backfilling, and compaction with mechanical tamper.

1.2 PROTECTION

Protect excavations from accumulation of water. If clay soil becomes saturated, compact after it has dried as specified herein.

Protect excavations from freezing. If frost action occurs, compact ground after thawing as specified herein.

Provide shoring and bracing as necessary to protect structures, employees, and the public.

PART 2 – PRODUCTS

2.1 BACKFILL

Use the excavated material as specified below:

1. Special bedding material shall be used 4 inches below utility lines and 6 inches above of utilities.

2. Suitable fill material from required excavation shall be exhausted before using imported fill material.

3. Remove rocks over 2 inches in maximum dimension for backfill placed within

12 inches of foundation or pipe.

4. Materials removed in stripping shall not be used for backfill.

2.2 SPECIAL BEDDING MATERIAL

Clean sand and or 3/8 inch minus material.

2.3 BORROW

Suitable fill material from required excavations shall be exhausted before using imported fill material. Contractor will provide imported fill material.

2.4 DISPOSAL OF EXCAVATED MATERIALS

Excavated material not suitable for fill shall become the property of the Contractor and shall be removed from the site. Excavated material or waste of any kind shall be disposed of legally and with notification to the Government.

PART 3 – EXECUTION

3.1 EXCAVATION

Perform to the lines, grades, and elevations indicated. Extend excavation a sufficient distance from walls and footings to allow for safety, placing and removal of forms, installation of services, and for inspection.

3.2 UTILITY TRENCH BACKFILL

As soon as possible after individual pipe is jointed, sufficient backfill material shall be placed along each side of the pipe to offset conditions that might tend to move the pipe off line and grade.

Backfill shall not be completed until the pipeline installation is approved by the CO and pressure and/or leakage tests have been performed and approved by the CO.

Sufficient backfill shall be placed to prevent pipe movement under pressure tests.

This backfill shall be tamped to the density specified in this section. All joints, valves, etc., shall remain uncovered for inspection purposes during testing.

Place and compact initial backfill [bedding] course on trench bottoms and where indicated. Initial backfill [bedding] shall be installed to the full width of the trench bottom to a minimum depth of 6 inches below pipe and 6 inches above pipe. Shape initial backfill [bedding] course to provide continuous support for bells, joints, and barrels of pipes and for joints, fittings, and bodies of conduits.

The initial backfill [and bedding] material shall be placed and tamped to the density specified in this Section. Carefully compact initial backfill [and bedding] under pipe haunches and compact evenly up on both sides and along the full length of utility piping or conduit to avoid damage or displacement of piping or conduit.

Place and compact initial backfill to a height of 6 inches above the utility line or conduit. Place initial backfill in layers not to exceed 12 inches in loose depth.

Place and compact subsequent backfill to final subgrade in layers not to exceed 12 inches in loose depth. Each layer shall be compacted as specified in this section. No large rock remaining in the backfill material and approved by the CO for placement with the backfill shall be placed within three feet of the pipe.

Install warning tape (electric and water) directly above utilities, between 10 inches below finished grade.

3.3 COMPACTION

Compact each layer to following percentages of maximum density determined by AASHTO T-99 using a mechanical tamper.

1. Under footings: 95%.

2. Under concrete flatwork: 90%.

3. All other areas: 85%.

12.2 PROTECTION

During grading operations, and before stopping work for the day, blade unfinished areas being graded to provide a well-drained surface so water cannot collect in pools and puddles. Protect newly graded areas from traffic and erosion.

Piping materials shall bear label, stamp, or other markings of specified testing agency.

Comply with FM's "Approval Guide" or UL's "Fire Protection Equipment Directory" for fire-service-main products.

NSF Compliance:

1. Comply with NSF 61, “Drinking Water System Components—Health Effects,” for water service piping and specialties for domestic water.

2. For plastic potable-water-service piping. Include marking "NSF-pw" on piping.

3. Comply with standard of authorities having jurisdiction for potable-water service piping, including materials, installation, testing, and disinfections.

1.4 SYSTEM PERFORMANCE REQUIREMENTS

Minimum Working Pressures: The following are minimum pressure requirements for piping and specialties, unless otherwise indicated:

1. Potable-Water Service: 160 psig.

1.5 PROJECT CONDITIONS

Existing Utilities: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:

1. Notify Contracting Officer (CO) not less than two days in advance have proposed utility interruptions.

2. Do not proceed with utility interruptions without CO's written permission.

1.6 DELIVERY, STORAGE, AND HANDLING

Deliver piping with factory-applied end-caps. Maintain end-caps through shipping, storage, and handling to prevent pipe-end damage and to prevent entrance of dirt, debris, and moisture.

Protect flanges, fittings, and specialties from moisture and dirt.

Store plastic piping protected from direct sunlight. Support to prevent sagging and bending.

1.7 COORDINATION

Coordinate with CO when disconnecting existing water and power line.

PART 2 - PRODUCTS

2.1 GENERAL

All waterlines, pipes, and fittings shall be new and unused, of the type, pressure rating or class, and size specified and as shown on the drawings.

2.2 HIGH DENSITY POLYETHYLENE (HDPE) PIPE

HDPE Pipe: Note: HDPE Pipe shall be one continuous section of pipe from Water Storage Bldg. to Utility Bldg. No joints will be allowed for this section except where necessary to make connection to drains and existing line to Bunk House.

1. PE plastic pipe shall be PE-3408 as defined in ASTM D1248, with a minimum cell classification of 345444C in accordance with ASTM D3350. The pipe shall be SDR11, 160 psig minimum pressure rating and comply dimensionally with ASTM D3035. HDPE shall meet the requirements of NSF 61 Standard.

2. Pipe shall be manufactured in accordance with AWWA C901 for sizes ½” through 3”.

3. The joining method shall be with mechanical fittings and shall be performed in strict accordance with the pipe manufacturer’s recommendations. Ribbed steel inserts with stainless steel clamps are not approved for PE pipe.

4. The HDPE pipe shall be Geo-Flo pipe as manufactured by US Poly/JM Eagle, Hasting, NE (888) 437-9919 or Cenfuse pipe as manufactured by Centennial Plastics LLC, Hastings, NE (866) 851-2227 or approved equal.

2.3 MJ ADAPTER

1. PE fittings shall be made from material meeting the same requirements as the pipe. Fittings meet the requirements of NSF Standard #61 and ASTM Standards.

2. Molded fittings shall be manufactured in accordance with either ASTM D2683 for socket fused or ASTM D3261 for butt fused and shall be so marked.

3. All PE fittings shall have the same or higher pressure rating and compositions,

Compression type transition fittings for making connections between like and dissimilar pipe materials shall be designed to enable a variety of connections between polyethylene pipe to various pipes. Fittings shall be Cepex performance series compression fittings as manufactured by

2.6 CURB BALL VALVE

A. One piece, close-bottom body with tee head and plug integrally cast, TFE coated brass ball that is supported by two Bun-N-seats, and 300 psig maximum working pressure.

B. Minneapolis pattern.

C. Female iron pipe inlet by female iron pipe outlet.

D. Hole for attaching curb box rod or handle is provided in tee head.

E. Heavy cast bronze body construction conforming to AWWA C800.

2.7 CURB BOX

A. Extension type curb box with threaded Minneapolis pattern base, cast iron base, steel pipe telescoping upper section.

B. Curb boxes shall be manufactured by the same company as the curb stop and sized to fit curb stop. Box length, when installed, shall permit adjustment between 3 inches above and below final ground surface.

C. Lids shall be Model No. 5601 two-piece, cast iron with brass pentagon plug and have letter “WATER” permanently imprinted on them. Contractor will provide two (2) Pentagon Keys Model 304K as manufactured by A.Y. McDonald. Mfg.

Co. or equal.

D. Box shall be equipped with stationary rod. The rod length shall be within 12 inches of the top of the box. Contract will provide two (2) Curb Box Keys 3 feet in length Model No.304B as manufactured by A.Y. McDonald Mfg. Co. or equal.

E. Curb Box, complete with lid and stationary rod, shall be Minneapolis style, series number 5610 for 1” valves, series number 5611 for 2” valves, length as needed, as manufactured by A.Y. McDonald Mfg., P.O. Box 508, Dubuque, Iowa, (800) 292- 2737, or approved equal.

2.8 AIR AND VACUUM VALVE

A. Valve shall operate by sealing the BUNA-N rubber outlet seat with a peripheral float as the liquid enters the valve chamber to raise the float. The valve shall satisfactorily withstand hydrostatic pressures of 300 psig. Cast iron body, top flange with brass trim, ½” NPT screwed inlet and outlet. 2.11 BACKFLOW-PREVENTION DEVICES

A. Brass 2 Hole Check Valves

Heavy brass bodied check valves with two tapping holes. A ¼” female thread tapping on the outlet side of the check valve poppet, and a 1/8” female thread tapping on the inlet side of the check valve poppet. 2.19 WATER FAUCET

A. Self-closing bibb faucet with plain end. Plain end means no threads, so a garden hose cannot be attached to the end.

B. Extended “paddle” type handle for accessibility. Operation of handle shall require less than 3.5 lbs pressure or operation.

C. Equipped with integral 2.5 gpm flow controller assembly.

D. Finish shall be non-chromed brass. Brass shall be lead free and suitable for dispensing potable water.

2.21 VACUUM BREAKER

2.23 PRESSURE TANK FITTING KIT

PART 3 - EXECUTION

3.1 PIPE INSTALLATION, GENERAL

A. Construct the water system to the lines and grades shown or established in the field.

B. Stake locations of waterlines as shown on the drawings. Waterline location shall be approved by Contracting Officer (CO) before installation of waterline.

C. All water line installation shall be graded to drain.

D. All pipe, fittings, and appurtenances shall be handled and laid in strict conformance to the manufacturer’s recommendations.

E. Drains, valves, and other regulating and controlling devices shall be installed in the line where called for on the drawings.

F. The interior of all pipe, fittings, and other accessories shall be kept as free as possible from dirt and foreign matter at all times. Each piece of line as it is laid shall be cleaned of all debris. When the pipeline has become dirty on the inside during shipment or storage, it shall be swabbed out by drawing a damp swab through the line before lying. Care shall be exercised to keep all joining surfaces clean. Any pipe with contaminated or damaged joining surfaces, which cannot be satisfactorily cleaned or repaired, shall be discarded. Under no circumstances shall pipe be laid in water, and no pipe shall be laid when trench conditions or the weather is unsuitable for such work. At all times when work is not in progress, all open ends of the pipe and fittings shall be securely closed to the satisfaction of the CO so that no trench water, rodents, earth, or other substance will enter the pipe or fittings.

G. Any section of pipe already laid and found to be defective shall be taken up and replaced with new pipe at the Contractor’s expense.

H. A minimum of one-foot separation shall be maintained between electric and water lines in the same trench. Unless the electric conductors are in conduit the water line shall be a minimum of one foot below the electric conductors.

I. Bury piping with depth of cover over top at least 72 inches unless approved by CO.

J. Install underground piping with restrained joints at horizontal and vertical changes in direction. Use restrained-joint piping, thrust blocks, anchors, tie-rods and clamps, and other supports.

3.2 PIPE ALIGNMENT AND GRADE

Complete water system shall be constructed to drain by gravity to pump drains for winter shutdown. Waterlines shall be constructed to drain at a minimum grade of 2%.

Waterlines not meeting this requirement shall be removed by the Contactor and replaced at no cost to the Government.

Pipelines may be relocated slightly, if necessary, to avoid existing obstacles. However, all lines shall be installed to slope towards daylight drains as shown on the drawings.

Deflections from a straight line or grade, as required by vertical curves, horizontal curves, or offsets, shall not exceed the manufacturer's recommended maximum joint deflection or curvature for their pipe. If the alignment requires curvature or deflections in excess of these limitations, the Contractor shall provide special bends, standard fittings, or a sufficient number of shorter lengths of pipe to provide angular deflections at the joints within the limit set forth by the manufacturer.

Bends resulting in tension on joints will not be allowed.

3.3 CUTTING AND HANDLING OF PIPE

Cutting of pipe for closure pieces or for other reasons shall be done in a neat manner by methods, which will not damage the pipe. The pipe and fittings shall be handled in such a manner as to insure delivery and final placement in good, undamaged condition. Particular care shall be exercised not to injure the pipe surfaces or coatings.

Damaged pipe shall not be used in the work.

3.4 LAYING PIPE

No pipe shall be placed in the trench until the CO has approved the trench and bedding.

Each section of the pipe shall rest upon the pipe bed for the full length of its barrel.

Backfill the pipe within 24 hours after installing the pipe in the trench, leaving the joints and one foot of pipe on each side of each joint exposed until testing is complete.

When work is not in progress, securely close open ends of pipe and fittings.

When high density polyethylene pipe is used, it shall be weaved in the trench to provide horizontal slack in the line for expansion and contraction.

High density polyethylene pipe shall be allowed to cool to within 20F of the shaded trench bottom temperature before backfilling.

3.5 INSTALLATION OF CURB STOP

A. Each curb stop shall be housed in a curb box as specified. No pipe shall be placed in the trench until the CO has approved the trench and bedding.

B. Comply with manufacturer’s written instructions.
