A) The following questions and answers are hereby provided:
1. Question:
Requirement (a) and (b) - ADH license for treatment and distribution operator. Will the substitute operator be the (ORC) Operator responsible or the current full-time operator holds that title?
Answer:
Both will have the ADH License but the Full Time Operator will hold the title.
2. Question:
Requirement (c) states need a Class C plumbing inspection license. Current I don’t have this license, but if I can have this license by October if I’m awarded this position; will this be sufficient for me to submit a bid?
Answer:
Yes, the solicitation is amended to show that all quoters must possess a Class C plumbing inspection license by October 1, 2013.
3. Question:
What type and amount of insurance is required according to FAR-52.228.5? I current a
1,000,000.00 general liability policy; see document attach for more details. Is this insurance sufficient or I need another type of coverage?
Answer:
The solicitation is amended to include the following additional provision/clause:
AGAR 452.228-71 Insurance Coverage (Nov 1996) Required Insurance Coverages are contained therein.
4. SOW states “On call 24-7”. The statement estimates 145 days for per year in the event of vacation, sick, or emergency.
Question:
What are the hours of operation during a regular work week?
Answer:
7:30 am through 4:00 pm
Question:
What is considered a response time? The SOW states in a reasonable time. Currently, I live 4 hours from Ozarks. Is this a response time?
Answer:
A four (4) hour response time is required.
Question:
On emergency, some operation allows 12-24 hours. Is this your SOP?
Answer:
A four (4) hour response time is required.
Question:
Will this position be considered part-time?
Answer:
The requirement is On-Call As-Needed
Question:
If the day is scheduled to cover a shift; what are the hours/time to conduct the maintenance, operations, sampling, and documents?
Answer:
7:30 am through 4:00 pm
5. Question:
Upon sampling, are the samples for the state of Arkansas dropped off a local locations or it is the operators responsible to deliver the sample to the ADH or ADEQ in Little Rock?
Answer:
Locally

6. Concerns maintenance, Does the operator make repairs to water main breaks, backflow preventers or the city of Ozark provide this services?
Answer:
The operator and/or contract plumber will provide the services.
7. Question:
Will training be involved after award of contract for this position with the current contractor for the substitute contractor to become familiar with the operation, duties, roles, responsible and necessary completion of paperwork? If so, how many days are allowed to cross-training or become familiar with the SOP?
Answer:
If possible, there will be a one day transition in which the Full Time Employee will familiarize the contractor.
8. Question:
Do you have a cross-connection program in place or backflow devices on this current site that needs to be tested annually for the state of Arkansas?
Answer:
Backflow devices are inspected annually.
9. Question:
How soon are you looking to award this position/ bid? The deadline to submit the quote appears to be 9/9/2013.

Please see item B) which follows.
10. Question:
Is there anything else that is required of me to submit to possibly be award this contract?
Answer:
The requirements are contained in the solicitation.
11. Will the government pay/reimbursement for required training, licenses, and/or course for the operators to maintain licenses?
No, the contractor is responsible for its own training and licenses.
12. Let me clarify the (ORC) Operator in responsible contact person. Will the full time Operator remain the Emergency Contact for Cass CCC PWS # 203 for the surface source? I'm a Grade 4 Treatment and Grade 4 Distribution in the State of Arkansas, but currently I'm a Operator-In- Training (OIT) due to I need 1 year more of training/experience at a PWS for my full operator license. At this time, I can not be the operator in charge until I work at a Pubic Water Service for a period of 3 years. Current I have 2 years credit with 7 years of water treatment experience and 2 years of distribution experience. Will the license of OIT be sufficient for your current operation? I'm qualified to conduct all the required duties as the operation which is a V-distribution and 2-treatment.
The following licenses are required to meet the Government’s minimum requirements and all quotes must contain copies of them:
a) State of Arkansas Department of Health Water Treatment Operators License “Grade 2” or higher.
b) State of Arkansas Department of Health Water Distribution License “Grade 2”.
c) “Class C” plumbing inspectors license.
d) “Class 3” or higher Wastewater Operator License issued by Arkansas Department of Environmental Quality.
B) The time and date for receipt of quotes is hereby extended to 12:00 PM, Mountain Time, September
13, 2013.
C) Since some of the answers provided herein result in the solicitation being amended, quoters must acknowledge receipt of this Question and Answer document with each copy of the quote submitted.
Failure of the quoter’s acknowledgement to be received by the time and date specified at the place specified for receipt of quotes may result in the quote being rejected as non-responsive.
