SECTION II – DEFINITIONS

2.1 STANDARD DEFINITIONS

2.1.1 ACCEPTABLE QUALITY LEVEL (AQL): The maximum allowable deviation from perfect performance that may occur before the Government will invoke payment deduction. An AQL does not allow a contractor knowingly to offer defective service, but limits reduced payment to circumstances in which defective performance results in a measurable reduction in the value of services rendered.

2.1.2 DEFECTIVE SERVICE: A unit of service, which contains one or more defects, or nonconformance with specified requirements.

2.1.3 PERFORMANCE REQUIREMENTS SUMMARY (PRS): Identifies the key service outputs of the contract that will be evaluated by the Government to assure contract performance standards, are met by the contractor.

2.1.4 QUALITY ASSURANCE: Those factions taken by the Government to assure services meet the requirements of the Performance Work Statement (PWS).

2.1.5 CONTRACTING OFFICER REPRESENTATIVE (COR): A Government person appointed by the Contracting Officer to help the Contracting Officer with contract administration and surveillance.

2.1.6 GOVERNMENT INSPECTOR: A Government person responsible for surveillance of contractor performance.

2.1.7 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP): An organized written document used for quality assurance surveillance. The document contains specific methods the Government will use to perform surveillance of the contractor.

2.1.8 QUALITY CONTROL: Those actions taken by a contractor to control the performance of services so that they meet the requirements of the PWS.

2.1.9 SPRAY SHEET: Sheets that the contractor uses to document location and type of herbicide used on a particular area. Spray sheets are required to be submitted to the COR/Inspector upon completion of a task order. Spray sheets are included with this contract and is listed as an exhibit.

2.1.10 RANDOM SAMPLING: A sampling method in which each service output in a unit has an equal chance of being selected.

2.2 TECHNICAL DEFINITIONS

2.2.1 BOOM SPRAYER: Spray equipment capable of delivering a minimum of 20 gallons per acre. A minimum of 20 gallons of carrier per acre is required. Boom sprayers shall be equipped with an identifier system to minimize swath overlap such as a ribbon or flagging system. ATV boom-less nozzles are not considered as boom sprayers.

2.2.3 MIXING SITE: All mixing and rinsing during the operational period of each task order if needed will take place in the field within the treatment areas at a distance no less than 100’ from any stream course, trees, or crops. All mixing and rinsing prior to the start of each season or at the end of the season, shall be prohibited on any Federal Lands included under this contract.

2.2.4 WEATHER CONDITIONS: Herbicide shall not be applied if temperatures exceed 95 degrees and or the wind speed exceeds 10 mph in all areas excluding aquatic areas. Within the aquatic areas, herbicide shall not be applied if temperatures exceed 95 degrees and or the wind speed exceeds 2 mph.

Weed kill count within this plot will be determined by ocular estimation of total percent of live versus dead weeds. These observations will be recorded on a monitoring sheet. Specific task orders will identify type of inspection required. Plots are a method of inspection by the COR and Inspector to verify compliance or the PWS. The contractor may use plots or another type of inspection method to monitor and inspect completed work.

2.2.6 GIS and GPS SPECIFICATIONS:

2.2.6.1Field Survey Operations and Procedures:

1. The final product is an ARCGIS polygon shapefile containing all weed spraying sites. Small and linear sites may be mapped as a point or line; however they must be converted into polygons of the correct dimensions.

1. Field survey operations using GPS shall be performed using the following recommended receiver settings and observation times.

1. PDOP6.0
2. SNR/CNR39
3. Elev Mask15 degrees
4. Min Satellites4

Each Point site will require at least 30 positions collected.

1. Operations under adverse conditions, such as under a forest canopy, may require longer observation times than specified by the manufacturer.

Positional tolerance:

1. Horizontal Positional Tolerance is conducted in the field with an 95% coverage and corrections made. Each feature recorded will have a horizontal positional tolerance of 10 meters of its true location.

Attributing Information:

Shapefile will be referenced to the North American Datum, 1983 (NAD83) in the Universal Transverse Mercator (UTM), zone projection will be determined by general location of geographic area. Coordinates will be reported in meters. (Note: If using Trimble PFOffice software use the NADCON Conus Datum).

· Shapefile will be referenced using the following export coordinate system, units, and velocity:

A Truck, ATV, or trailer boom type sprayers may be used in other broadcast applications. Generally a truck, ATV, or trailer boom type sprayers are limited to areas that are open and free of trees or brush. If the contractor chooses to use boom sprayers and during inspections it is found that weeds are being missed, the contractor shall be directed to use equipment that meets the requirements of the PWS.

2.2.8 HERBICIDE: Herbicides with a half-life of over 90 days may not be used on any lands included under this contract. All herbicides used must be EPA and State approved. The contractor will inform the COR at the pre-work what herbicides are being planned and will inform the COR/Inspector during the contract of any changes in herbicides.

Listed below are approved herbicides under this contract. Any chemical that the Contractor requests to use and it is not on the approved list will need prior approval from the COR/Inspector prior to application. Application rates and products applied to various species of noxious weeds are dependent upon plant and stage of plant growth. In order to minimize the potential for weed spreading, spray trucks and equipment will be pressure washed before moving from one type of infestation to another, unless combinations of infestations already exist.

2.2.10 CLEANUP AND DISPOSAL: Clean up and disposal of excess herbicide and empty containers is the contractor’s responsibility and will be in accordance with the manufacturer’s instructions and applicable to Federal and State Laws.

2.2.11 WATER/WITHOUT WATER: With Water areas are identified as natural and or developed water source areas that water is available in the general area and does not cause the contractor to travel more than a 10 mile radius of the treatment area to collect water. Pumps and suction hoses used at natural and or developed water sources for drafting purposes shall be equipped with foot valves. Areas identified as without water require the contractor to transport supply water to the project area.

In the field, the data dictionary structures and speeds up data collection and allow crews to enter data in the correct format. This ensures data uniformity and integrity, as well as compatibility with the GIS database. The Government provides the data dictionary to the contractor upon request or prior to May 1st of each year.

2.2.14 FLAGGING STANDARDS: The Contractor shall mark the perimeters of weed areas, and weed points where herbicide treatment has occurred. Flagging will remain in place until the COR/inspector has completed field survey.
