AG-67T0-S-13-0027 Brooks Lake Road Aggregate Q: The contract calls for 5911 CY of aggregate for the base item of 3.9 miles, the contract calls for 6" depth with a 14' wide surface. On page 40 it states that curve widening and pullouts have been included on the estimated quantity. But according to my calculations, no compaction has been included in the 5911 CY. Figuring on 20%-30% compaction this 5911 CY will only give approximately 4.5" thickness.

Q: Could you please clarify if this line item refers to loose or compacted yards?
Answer: Compacted yards in place – page 5
Q: How is the yardage going to be determined for payment? Will scale tickets be required to convert tonnage to yards? Or will it be determined compacted in place?
Answer: Compacted yards in place
Q: If the CY be determined compacted in place, will you want a 6" compacted depth, or a 6" loose and a 4.5" compacted depth to stay within the 5911 CY (I estimate the compacted yardage as following (3.9 x 5280 x 14 x .5)/27= 5338 CY + 20% compaction =6405 CY this does not include pullouts or curve widening)

Q: On page 5, under section C, it says aggregate gradation shall conform to table 703-3. But there is no gradation table in the packet. Could you please send a gradation table and specs for the aggregate?
Answers: Please see C-3 – Specifications. Section L.2 provides location where you can obtain the full specifications. FP03 as referenced on page 5. You may also find them electronically at: http://flh.fhwa.dot.gov/resources/pse/specs/
Q: On page 7 of the packet, it states that work may include additive mineral filler or binder, and also mentions bentonite, please clarify if any bentonite will be needed for this project?
Answer: Untreated aggregate base – Section 301
Q: On page 7 under 301.3, it gives the contractor an option to develop and use government furnished sources. Please clarify if there are any available.
Answer: No Government sources available, Vendor furnished aggregate as noted on schedule of items.
Q: On the line item the compaction method is A, which requires no watering or use of a roller but rather just compact it with the trucks as we drive on it. After we finish hauling all aggregate, I will at that time do the finish blading, which according to method A no water or rolling will be needed after the finish blading. Will this be acceptable?
Answer: Traffic constraints do not lend this project well to such a plan. Predominantly, depending on the approved traffic and construction schedule, traffic will need to be allowed access. This will not allow long term narrow road widths that could be caused by lengthy windrows. It will not lend itself well to uneven surfaces either. Passenger vehicles need access during construction. While this plan is acceptable to the aggregate placement criteria, it will likely be more difficult, if not impossible, to implement this strategy and still meet traffic constraints. Windrows will not be allowed overnight or between approved closure periods.
Q: If not, does this need to be changed to method B or C?
Answer: N/A
Q: Under 303.06 Road reconditioning, it states that compaction will be the method in the bid schedule which is Compaction A. Please clarify that no watering or rolling will be required as part of the reconditioning. Also the only compaction that will occur as part of the reconditioning will be after we start hauling aggregate as the trucks drive on the prepared road bed, thus the contractor will need written permission to start hauling aggregate even though technically the compaction has not taken place on as part of section 303.
Answer: That is fine
Q: What are the steepest slopes of the road that will be resurfaced?
Answer: The road is less than 10% grade. Contractor is encouraged to inspect the project site.
Q: Is percentage of the road is flat?
Answer: Assumed – what % of the road is flat? None – most is less than 5%. Again, Contractor is encouraged to inspect the project site.
Q: How many places are there to turn truck and trailer around on the 5.1 miles?
Answer: Turnouts exist – maybe a site visit would be in order.
Q: Can you define “liquidated damages” for this job?
Answer: Liquidated damages are defined in Federal Acquisition Regulations (FAR) part 11.5. Liquidated damages are not stated under this contract except through the application of Contract Work Hours and Safety Standards Act. Any damages under this contract will be determined as actual damages.
Q: Can you define “warranty period” for this job?
Answer: See FAR Clause 52.246-21 Warranty of Construction Alternative 1.
