| NOXIOUS | WEEDS | USER | GUIDE | |
| Nebraska | National | Forests | and | Grasslands |
| January | 1, | 2013 |
INTRODUCTION
| The | Forest | Service | has | been | performing | invasive | plants | inventories, | and | treating | invasive | plants | ||||||
| (Noxious | Weeds) | for | more | than | 20 | years. | Much | of | that | data | has | been | loaded | into | the | nox_weeds | ||
| geodatabase. | This | database | allows | tracking | noxious | weed | infestations | and | treatment | in | a | logical | ||||||
| manner. | The | Nebraska | National | Forests | and | Grasslands | Range | team | and | GIS | has | developed | a | |||||
| comprehensive | Noxious | Weed | Form | and | Geodatabase | to | collect | all | of | the | necessary | data | for | |||||
| National | Applications, | and | local | use. | When | current | and | future | collectors | of | noxious | weed | data | head | ||||
| for | the | field, | they | need | to | be | mindful | of | the | preceding | history | of | data, | and | the | time | and | effort |
| devoted | to | the | data. | Collection | of | noxious | weed | data | should | be | done | in | a | careful | manner | to | insure | |
| continuity | of | existing | data. | It | must | be | collected | using | the | best | spatial | techniques | available, | and | all | |||
| mandatory | items | on | the | form | must | be | completed. | Both | agencies | are | required | to | report | this | data | to | ||
| a | higher | level, | but | its | primary | use | is | to | track | and | treat | invasive | plants | locally. |
| The | noxious | weeds | inventory | for | the | Nebraska | National | Forests | and | Grasslands | is | made | up | of | a | ||||
| single | polygon | feature | class | which | contains | data | for | both | inventories | and | treatments. | At | times | ||||||
| points | and | lines | are | used | to | collect | the | data | in | the | field | and | those | are | converted | to | polygons | in | the |
| office | using | a | buffer | radius | or | width. | All | of | the | data | is | stored | in | a | geodatabase | (nox_weeds) | as | one | |
| simple | polygon | feature | class | with | data | attached. | This | simple | “shape‐file | like | design” | allows | easy | ||||||
| data | loading | from | GPS | units | with | data | dictionaries. |
| BASIC | RULES | |||||||||||
| The | following | rules | must | be | followed | when | collecting | invasive | plant | (noxious | weed) | data: |
| 1. There | is | always | one | GIS | polygon | for | each | treatment | or | inventory. | Polygons | are | not | |
| collected | without | data | and | data | is | not | collected | without | polygons | (in | the | field | a | polygon |
| may | be | represented | by | a | point | or | line | that | is | buffered | later | in | the | office) |
| 2. Treatment | information | always | includes | inventory | information | (Both | page | 1 | and | 2 | of | the |
| form, | EXHIBIT | 1) |
| 3. Monitoring | is | a | decision | that | requires | comparing | the | information | for | one | polygon | with | the | |
| information | stored | for | the | associated | parent | polygon. | There | is | not | a | separate | feature | class | |
| for | monitoring. |
| 4. GIS | identities | (SITE | ID’s) | must | be | unique | within | the | entire | set | of | polygons. | |||
| 5. Point | and | line | data | collected | in | the | field | must | be | converted | to | polygon | data | (buffered | with |
| the | radius | or | width | entered) | prior | to | loading | into | the | master | database | and | all | required | data |
| items | must | be | completed. |
| 6. Inventory | polygons | are | queried | using | inventory | date. | Treatment | polygons | are | queried | ||||
| using | treatment | date. | Treatment | polygons | have | both | inventory | and | treatment | information | ||||
| and | are | counted | as | both | inventory | and | treatment | for | reporting | purposes. | The | reason | that | |
| treatments | include | the | inventory | record | is | for | potential | monitoring | purposes | – | i.e. | what | was |
treated.
| DATA | COLLECTION | ||||||||||||||||
| Spatial | data | can | be | collected | in | many | ways, | but | for | this | system | GPS | features | must | be | collected | with |
| associated | spatial | data | that | are | generated | as | shape‐files | ready | to | load | into | the | GeoDataBase. | A | |||
| shape | file | stores | both | the | features | (points, | lines | or | polygons) | and | the | data | associated | with | them. | ||
| There | is | a | one‐to‐one | relationship | between | each | feature | and | its | data | attributes. | The | preferred | ||||
| method | of | data | entry | is | a | Trimble | GPS | unit | with | associated | data | dictionary. | |||||
| For | non‐contract | data | only, | the | paper | form | may | be | used | in | association | with | GPS | features. | Using | the | |
| paper | form | will | require | entering | that | data | into | the | access | data | base | found | here | after | the | GPS | data |
| has | been | collected. |
http://fsweb.sanjuan.r2.fs.fed.us/Range/invasives_form_for_garmin.zip http://fsweb.sanjuan.r2.fs.fed.us/Range/invasives_form_instructions.pdf
| The | paper | field | form | shown | in | EXHIBIT | 1 | displays | the | information | that | must | be | collected. | All | of | ||
| the | data | on | the | first | page | of | the | form | is | required | for | inventories | with | the | exception | that | the | sub‐ |
| activity | called | monitoring, | which | is | only | required | when | specified. | All | of | the | data | on | both | page | 1 | and | |
| page | 2 | of | the | form | are | required | for | treatments, | with | the | exception | that | the | sub‐activity | called | |||
| monitoring | is | only | mandatory | when | specified. |
| Refer | to | EXHIBIT | 2 | for | the | shapefile | or | GeoDataBase | feature | class | specifications | required | for |
| electronic | submission. | Data | dictionaries | used | for | data | collection | must | contain | the | fields | ||
| corresponding | to | the | paper | form | with | these | specifications | for | field | size | and | type. |
| Refer | to | EXHIBIT | 3 | for | legal | codes | to | be | used | when | completing | the | Noxious | Weed | data | form. | These | |
| are | the | GeoDataBase | “domains”. | When | using | the | GeoDataBase | directly | the | user | selects | from | these | |||||
| lists | when | entering | data. | The | GPS | data | dictionaries | setup | must | also | use | these | same | codes. | Proper | |||
| completion | of | the | field | electronic | or | paper | form | requires | thorough | knowledge | and | understanding | of | |||||
| this | user | guide. |
| REQUIREMENTS | FOR | NOXIOUS | WEED | INVENTORY | |||||||
| The | following | items | are | required | in | order | to | perform | noxious | weed | inventories: |
| 1. Map | of | any | polygons | to | be | specifically | monitored | with | associated | SITE | IDs. | Monitoring | of | these |
| specified | polygons | requires | completion | of | the | monitoring | sub‐activity | information; | monitoring | flag | = | |||
| Y(es), | parent | type | is | to | be | completed. |
| 2. One | hundred | foot | tape | for | radius | determination. | ||||||||||
| 3. Weber’s | plant | guide | (COLORADO | FLORA: | WESTERN | SLOPE) | and | Noxious | Weed | Plant | guides. | |||||
| 4. Hand | lens | for | keying | plants. | ||||||||||||
| 5. Trimble | GPS | unit | with | data | dictionary | for | data | entry | or | alternative | method | as | specified | such | as | paper |
form.
| 6. Computer | with | hardware | capacity | to | run | GIS | software | and | to | convert | GPS | data | into | shapefiles. |
| 7. ArcView | or | ArcGis | software | (ESRI) | for | aggregating | exported | GPS | files | into | shape | files. | ||
| 8. Complete | knowledge | and | understanding | of | the | requirements | of | this | user | guide. | ||||
| 9. Ability | to | identify | noxious | weeds, | determine | dominant | species, | analyze | trends | and | to | organize | and |
enter electronic data. Knowledge of GPS and accuracy standards.
Refer to EXHIBIT 4 for general information pertaining to GPS.
| INVENTORIES | AND | TREATMENTS | |||||||||||||
| The | system | will | allow | an | inventory | record | without | a | treatment. | However | treatments | also | provide | ||
| inventory | information. | Every | inventory | must | have | an | associated | inventory | date. | Every | treatment | ||||
| must | have | an | associated | treatment | date. | The | total | number | of | inventory | records/polygons | is | the | ||
| result | of | a | query | where | inventory | date | exists. | The | total | number | of | treatment | records/polygons | is | |
| the | result | of | a | query | where | treatment | date | exists. |
| USE | OF | THE | MONITORING | SUBSYSTEM | |||||||||||||
| This | system | has | the | capability | to | monitor | invasive | plant | polygons | to | determine | the | increase | or | |||
| decrease | in | size | of | the | infestation | area, | and | the | changing | cover | percents | as | well | as | the | effectiveness | |
| of | treatment. | First | a | decision | to | monitor | must | be | made. | When | a | polygon | is | intended | for | ||
| monitoring, | the | sub‐activity | for | monitoring | must | be | coded | as | YES. | In | addition, | the | parent | polygon | |||
| SITE_ID | must | be | coded | in | the | parent | polygon | field. | This | way | differences | can | be | compared | by | ||
| examining | the | parent | and | follow‐up | polygons | as | well | as | the | differences | in | data | collected. | If | a | ||
| polygon | is | to | be | monitored | the | spatial | accuracy | of | its | location | becomes | important. | For | example, | |||
| roughly | drawn | polygons | are | usually | inadequate | for | the | purpose | of | monitoring. | The | Forest | Service | ||||
| will | designate | polygons | to | be | monitored | in | the | supplemental | specifications. | When | monitoring | an | |||||
| existing | polygon, | a | new | inventory | or | treatment | is | conducted | and | all | of | the | required | fields | are | ||
| completed. | A | new | polygon | is | created | in | association | with | the | inventory | or | inventory/treatment | |||||
| record. | When | monitoring | is | required, | a | shape | file | with | the | polygons | and | data | to | be | monitored | will | |
| be | used | as | a | background | file | on | the | GPS | unit. |
LOADING GPS DATA INTO THE MASTER GEODATABASE
FIELD CREW AND CONTRACTOR REQUIREMENTS
| This | GeoDataBase | system | is | designed | so | that | data | may | easily | be | loaded | from | shape | files | that | are | |
| generated | from | a | Trimble | GPS | unit | with | data | dictionary. | The | field | person | needs | to | be | concerned | ||
| with | the | GPS | unit | used | to | collect | the | data | and | that | the | proper | data | dictionaries | are | in | place |
| (obtained | from | the | GIS | team). | They | must | fully | read | and | understand | this | user | guide | and | complete | ||
| all | required | data | items | and | spatial | features. | Both | inventory | and | treatment | shapefiles | will | be | loaded | |||
| in | a | copy | of | the | master | GeoDataBase | for | that | year | work | was | done. |
| When | the | paper | form | is | used | (non‐contract | data | collection), | a | shape | file | is | also | required | for | the | GIS | |
| features. | For | this | method | of | data | collection | the | tabular | data | must | be | entered | using | the | access | |||
| database | referenced | under | the | DATA | COLLECTION | heading. | This | would | apply | to | Garmin | GPS | users. | |||||
| When | the | spatial | data | and | tabular | data | are | separate | it | is | critical | that | the | SITE | ID | field | be | completed |
| and | is | 1:1 | between | the | spatial | and | tabular | data. |
GARMIN GPS UNIT
| A | setup | for | use | with | Garmin | or | other | GPS | units | is | available. | This | is | the | recommended | alternative. | |
| However, | the | separate | spatial | and | tabular | access | database | method | may | also | be | used. | In | either, | |||
| Garmin | users | will | deliver | a | merged | shapefile | with | corresponding | tabular | data | in | electronic | format | ||||
| to | a | district | person | for | inclusion | in | a | copy | of | the | master | Geodatabase. |
DISTRCIT TEAM REQUIREMENTS
| Points | and | lines | shape‐file | data | will | first | be | buffered | by | the | entered | radius | or | width | prior | to | loading | ||
| into | the | GeoDataBase. | All | new | data | is | first | loaded | into | an | empty | GeoDB | schema. | Once | it | is | verified |
| to | be | clean | it | is | re‐loaded | into | the | master | using | the | ArcCatalog | simple | data | loader | via | the | GIS | ||
| personnel. | This | loader | will | add | all | of | the | new | polygons | with | their | attached | data. | ||||||
| For | those | polygons | without | a | field | SITE | ID, | one | will | be | generated | using | ArcMap, | but | only | before | the | ||
| data | has | been | loaded | into | the | master. | It | is | critical | that | existing | SITE | ID’s | are | not | changed | since | they | |
| could | be | “parent | polygons”. |
| Various | checks | will | be | made | on | the | integrity | of | the | data | including | checking | for | unique | id, | correct | |||||
| legal | codes, | and | existing | parent | polygons. | The | district | personnel | will | contact | the | data | collector | if | |||||||
| the | data | is | not | clean | to | see | if | the | problems | can | be | corrected. | If | the | data | is | unacceptable | it | will | be | |
| rejected | and | returned. |
GIS TEAM REQUIREMENTS
| The | GIS | team | member | updates | the | master | GeoDataBase | which | resides | in | Oracle | ArcSde. | After | the | |||||
| data | for | a | fiscal | year | is | finalized | it | is | added | to | the | Master | Geodatabase | using | the | ArcCatalog | simple | ||
| data | loader. | A | backup | copy | of | the | ArcSde | master | in | the | form | of | an | Access | Database | (MDB) | is | stored | |
| on | the | server. | See | Exhibit | 5 | for | some | notes | related | to | maintaining | the | master | GeoDataBase. |

| If | point | is | checked, | enter | the | radius | of | the | weed | patch | in | feet. | If | the | radius | is | 100 | feet | or | greater, | a | |
| polygon | should | be | used | for | the | feature | and | not | a | point. | For | a | line | feature, | the | field | describes | one | side | |||
| of | the | centerline | of | an | inventoried | or | treated | line, | in | feet. | If | the | feature | is | a | road, | the | road | width | is | not | |
| included, | and | the | field | describes | the | width | of | one | side | of | the | inventoried | or | treated | road. | Leave | this | |||||
| field | blank | for | polygons. | This | information | will | be | left | in | the | master | database | after | buffering | to | |||||||
| polygons | as | a | metadata | item. | This | field | must | be | entered | for | all | GPS | points | and | lines | in | order | to | create | a | ||
| polygon | in | GIS. | This | value | is | must | be | converted | to | meters | for | the | buffer | operation. |
| Example | Line | Feature: | If | you | inventoried | or | treated | 10 | feet | on | each | side | of | a | road, | the | width | entered | |
| would | be | 10 | feet | (include | only | one | side | of | the | road, | and | do | not | include | the | width | of | the | road). |

| ENTRY | ORDER | FOR | MULTIPLE | HERBICIDES | ||||||||||||||||
| The | detailed | data | in | the | Geodatabase | is | grouped | for | reporting | to | the | FACTS | system. | For | example | there | ||||
| could | be | Tordon | 22K | / | 2,4‐D | and | there | could | be | 2,4‐D | / | Tordon | 22K | which | were | the | same | treatment | ||
| but | would | be | grouped | into | two | separate | rows | in | the | report. | In | order | for | there | to | be | fewer | groups | to | |
| enter | into | FACTS | the | following | is | recommended | for | herbicide | treatments. |
| Tordon | 22K/2,4‐D |
| Tordon | 22K/Escort/2,4‐D |
| The | default | convention | for | entry | order | of | multiple | chemicals | should | be | Tordon, | followed | by | the | second | |
| herbicide, | and | third | in | alphabetical | order. | 2,4‐D | herbicides | should | be | named | last. | Where | Tordon | is | ||
| not | used, | then | list | the | herbicides | used | in | alphabetical | order | (with | the | exception | of | 2,4‐D | which | is |

EXHIBIT 4 – GPS DISCUSSION AND STANDARDS
| In | the | past, | noxious | weed | infestations | were | plotted | on | paper | or | mylar | maps | manually, | and | either | ||||
| scanned | into | the | electronic | format, | or | on‐screen | digitized | using | DRG’s | (topographic | maps) | as | a | ||||||
| background. | Hard | copy | maps | can | refer | to | topo | maps | or | visitor | maps, | as | long | as | the | drawn | features | are | |
| distinguishable | at | the | source | map | scale | (note | that | SCALE | is | an | attribute). | GPS | will | yield | a | more | |||
| accurate | result | in | some | cases, | but | a | discussion | of | the | advantages | and | disadvantages | of | different | types | ||||
| of | GPS | data | is | appropriate. | The | Forest | Service | often | use | Trimble | GPS | units, | because | they | come | with | |||
| their | own | software | (Pathfinder | Office) | which | can | differentially | correct | raw | data | to | improve | its | ||||||
| accuracy | and | export | the | data | to | shape | files. | Additionally, | the | Trimble | GPS | units | have | the | capability | of | |||
| storing | the | Data | Dictionary | and | the | Data | associated | with | the | Noxious | Weeds | Inventory | form | from | |||||
| above. | This | means | that | the | tabular | data | is | stored | with | the | spatial | data | and | makes | incorporation | into | |||
| GIS | more | efficient. | The | Garmin | GPS | units | cost | less | than | the | Trimble, | but | lack | the | ability | to | |||
| differentially | correct | or | store | tabular | data | with | spatial | data. | The | only | way | to | import | Garmin | GPS | data | |||
| into | GIS | is | by | using | GIS | extensions. | Hard | copy | map | features | and | Garmin | GPS | data | need | to | be | ||
| accompanied | by | a | completely | filled | out | Noxious | Weed | Inventory | Form | which | must | then | be | entered | |||||
| into | an | empty | copy | of | the | GeoDataBase | manually. |
| GPS | can | be | an | excellent | tool | to | use | in | acquiring | spatial | data. | The | following | is | an | excerpt | from | the | |
| document | GPS | to | GIS: | Procedural | Handbook | version | 7.0. | For | more | detailed | information | about | |||||||
| getting | GPS | data | into | GIS, | refer | to | San | Juan | NF | intranet. |
| There | are | a | variety | of | GPS | receivers | available | on | the | forest | that | can | collect | data, | but | it | is | important | to | ||
| understand | their | capabilities | and | limitations. | It | is | also | important | to | keep | your | data | needs | (including | |||||||
| type | of | data) | in | mind | when | selecting | a | unit. | Trimble | units | are | specifically | designed | to | collect | and | store | ||||
| spatial | information. | Garmin | units | are | primarily | designed | as | a | navigation | tools. | A | lot | can | depend | on | ||||||
| what | you | want | to | use | the | data | for | that | may | govern | which | GPS | tool | to | use, | but | keep | in | mind | the | final |
| product. | GIS | uses | the | best | data | available | (which | may | not | be | very | good). | Rule | of | thumb, | Garbage | In | ||||
| Garbage | Out. | In | collecting | data, | don't | short | yourself | in | getting | the | best | data | possible. |
| Currently, | the | Nebraska | GIS | recommends | the | use | of | Trimble | (or | equivalent) | GPS | units | for | data | |||
| collection | when | units | are | available. | These | units | provide | a | higher | quality | of | data | and | interface | with | ||
| GIS | very | well. | However, | it | is | understood | that | cost | and | availability | can | be | a | deterring | factor | and | more, |
| less | expensive | Garmin | handheld | units | are | available | to | users | on | the | forest. | Any | GPS | data | going | into | GIS |
| layers, | regardless | of | source, | should | be | as | “clean” | (edited) | as | possible. | When | exporting | data | from | the | ||
| trimble | for | invasive | plants | be | sure | to | use | code | and | not | attribute | value. |

EXTRACTING A SCHEMA FROM THE MASTER GEODATABASE FOR CURRENT WORK ONLY
| Data | for | each | fiscal | year | is | collected | in | a | new | empty | GeoDataBase. | Once | that | is | complete | and | edited | it | |
| is | loaded | into | the | master | GeoDataBase. | The | following | describes | how | to | create | a | new | empty | |||||
| GeoDataBase | for | the | fiscal | year. |
| Add | the | distributed | geodatabase | toolbar | to | ARCMAP | using | tools, | customize | and | checking | on |
| distributed | geodatabase. |
Add the master GeoDb NoxiousWeeds feature class to ArcMap using the +.
Click the button on the distributed geodatabase toolbar to “Extract Data”
Select the checkbox for schema only. Do not check Reuse schema or show advanced options
| Navigate | to | the | directory | where | you | want | the | extracted | GeoDataBase | (MDB) | and | name | it | something |
| meaningful | such | as | ColumbineWeedsFY2006.mdb | (this | is | a | new | unique | MDB). |
| Select | next | and | then | finish | and | an | empty | copy | of | the | GeoDataBase | complete | with | domains | and | ready | |||||
| for | editing | will | be | saved | as | specified. | All | new | data | is | loaded | or | entered | into | a | copy | of | the | master | and | |
| the | GIS | team | person | would | validate | that | prior | to | loading | into | the | master | database. |
USING THE ARCCATALOG SIMPLE DATA LOADER TO LOAD DATA (FROM GPS SHAPEFILES OR GEODB)
| At | this | point | in | time | for | maintaining | the | ArcSde | master | of | the | Invasive | Plants | data, | we | are | using | ||
| “complete | replacement”. | We | are | not | using | versioning | or | checkout. | This | means | that | the | GIS | Team | |||||
| member | must | first | create | a | new | master | MDB | copy. | When | that | has | been | completed, | the | old | version | is | ||
| archived | in | the | server | archive | library | and | the | old | SDE | version | and | the | older | SDE | domains | are | deleted. | ||
| The | new | version | is | then | loaded | into | ArcSde | by | copying | the | feature | data | set | and | pasting | it | into | SDE | thus |
| optimizing | performance. | Since | there | are | many | maintainers | of | this | database, | another | method | that | |||||||
| could | be | used | in | the | future | is | “checkout”. |
| To | use | the | ArcCatalog | simple | data | loader | to | load | the | newly | collected | Trimble | shapefile | data | dictionary |
| information | into | the | noxious | weeds | GeoDataBase | (either | the | field | copy | of | the | master | or | from | the |
| completed | field | copy | to | the | master) | is | an | easy | process: |
| Simply | right | click | on | the | feature | class | you | want | to | load | new | data | into | and | select | to | load | data. | Navigate | |
| through | the | wizard | and | there | should | not | be | any | problems | since | the | data | dictionaries | from | the | field | ||||
| (the | shapefiles) | use | the | same | names | as | stored | in | the | GeoDB. | Be | sure | to | always | have | a | backup | prior | to | |
| loading | new | data | in | case | something | goes | wrong. | Once | loaded, | choose | select | by | query | and | get | the | ||||
| unique | values | for | each | of | the | data | items | which | are | associated | with | domains. | The | unique | value | list | will | |||
| show | both | the | code | and | description | if | there | is | a | match | with | the | domain. | If | only | the | code | shows | then | |
| there | is | either | a | problem | with | the | domain | or | the | code. |
All domain changes must be approved by the Range Staff and the GIS Team.
CALCULATING SITE ID FOR NON‐FIELD ENTRY OF SITE ID
| If | SITE_ID | is | calculated | and | not | entered, | then | it | must | be | calculated | before | loading | into | a | copy | of | the |
| master | GeoDataBase | so | that | all | of | the | current | object | ids | have | been | accounted | for | and | object | id’s | are | not |
duplicated.
| First | select | those | polygons | where | the | SITE_ID | is | blank | or | is | null | (should | be | every | record | in | the |
| database). | The | following | is | the | proper | calculation | for | data | collected | on | the | NNFG. |
