DIVISION 1
SECTION 0101
SUMMARY OF WORK
The work consists of providing all labor, material, tools, and equipment for the removal of existing barbed wire fencing and the installation of new barbed wire fencing. This work shall include but shall not be limited to the following:
1. Removal of approximately 8.5 miles of barbed wire fencing as shown on the drawings and as described in the specifications.
2. Installation of 8.5 miles of barbed wire fencing as shown on the drawings and as described in the specifications.
3. Removal and installation of additional barbed wire fencing as shown on the drawings and as described in the specifications based on a cost per mile (Option #1).
3. Removal of existing barbed wire fencing and installation of wire panel fencing based on a cost per mile (Option #2).
4. For additional information, including miles layout for different areas and locations of combination panel installation, see drawings.
SECTION 0130
SHOP DRAWINGS
1. Submit shop drawings to the Contracting Officer’s Representative (COR) for approval prior to installation. Information in the form of drawings, product literature, manufacturer’s specification, equipment lists, etc. shall be submitted on the following:

1. The Contracting Officer may request submittals in addition to those listed when deemed necessary to adequately describe the work covered in the respective sections.
2. Each submittal shall be complete and in sufficient detail for ready determination of compliance with the contract requirements.

3. Submittal shall be submitted in four (4) copies to the COR using the transmittal form.
The form shall be properly completed by filling out all the heading block spaces and identifying each item submitted. Special care should be exercised to insure proper listing of the specification paragraph and/or sheet number of the contract drawings pertinent to the data submitted for each item. A separate transmittal form shall be attached to each copy of the data being submitted.
4. Brand Name: Identification of items in the contract documents is intended to be descriptive, not restrictive, and is to indicate the quality and characteristics of products that will be satisfactory.
SECTION 0160
USE OF GOVERNMENT FACILITIES (UTILITIES, ETC.)
1. Water, Gas, Electricity:
a. As mutually agreed upon between the Contractor and the COR, the Contractor may use nearby utilities required for his performance under this contract.
b. Contractor shall bear the cost of temporary connections (if necessary) and restoration upon conclusion of use.
c. The Government shall bear the cost of reasonable utility consumption.
Government will not pay the cost of utilities if usage is abused.
d. The Contractor shall submit for approval written notification not less than 4 working days in advance of requirement to shut down any utilities or other services to or within existing building or facilities used by others.
2. Telephone:
a. Contractor shall arrange and pay for any telephone service they choose to provide for themselves.
3. Toilet:
a. Contractor shall provide his or her own toilet facilities for his personnel as approved by the Contracting Officer’s Representative (COR).
4. Access to Property:
a. Contractor’s access to property shall be limited to those areas where work is being performed.

5. Protection of Existing Facility:
a. Contractor shall protect the existing Facility from damage during construction. If damage occurs it shall be repaired by the Contractor at the Contractor’s expense.
6. Material Receiving:
a. Contractor shall be on-site to receive materials. Contractor shall arrange for their own storage of materials unless other arrangements have been agreed to by owner.
7. Security:
a. All contract personnel shall complete a visitor information sheet and shall be issued a contractor badge that shall be worn at all times while on-site.
b. Work hours shall be Monday through Friday, 8:00 AM to 4:30 PM, except for
Holidays. Contractors shall be off the premises by 4:30 PM.
SECTION 0180
CLEANUP
1. Cleanup:
a. The Contractor shall keep the premises clean during construction and shall remove all rejected material, rubbish, etc., after completion of work and prior to final inspection.
b. Materials removed by the Contractor shall become the property of the contractor and shall be removed from the site unless otherwise agreed to by the owner.
c. Government dumpsters shall not be used by the contractor.

SECTION 0211
DEMOLITION
1. Contractor shall provide all labor, equipment, and material to remove and dispose of all fence shown to be removed and replaced. Other fencing materials not listed are also intended to be removed as part of the removal of the existing fence.
a. 1 week notice is required for all fence removal. Fence removal shall be coordinated and approved by owner.
b. Owner shall be responsible for removing livestock prior to contractor’s work in each area.
c. Contractor shall provide landmarks every quarter mile during demolition to identify the location of the removed fence to be used to install the new fence.
d. No more than two miles of fence shall be removed at any one time. Contractor shall remove no more fence than can be put back the same day.

SECTION 0221
SITE GRADING
1. It shall be the responsibility of the owner to grade, fill, and remove vegetation, as required in order to install the new fence prior to the installation of the new fence, but after demolition. Contactor shall give a minimum of two days notice to owner to allow owner time to schedule their grading, fill, and vegetation removal prior to the installation of the new fence.
SECTION 0271
BARBED WIRE and WIRE PANEL FENCING
1. General:
a. Fencing shall consist of 5 strands of barbed wire with an overall height of 5’-0” from the ground surface to the top strand as indicated on drawings. Locations where new fence is to be installed are shown on the drawings. Fencing shall have all components for a completely functional, safe, and secure barbed wire fence.
2. Materials:
a. Barbed wire shall be a 12-1/2 gauge, 2 point (barbs), spaced every 4 inches. It must conform to ASTM A121, Class 1. It shall be “Red Brand” or equal.
b. Steel Line Post – “T” section high carbon steel, 1-3/8” x 1-3/8” x 6’-6” length,
1.33 lbs/ft., factory painted.
c. Wood Vertical Post – 8” x 8’.
d. Wood Brace Post – 2-3/8" heavy steel pipe.
e. Wood Gate Post – 3-1/2” x 6’. There shall be six strands of barbed wire at 5 spaces of equal space as shown on the drawings.
f. All wood posts shall be hedge posts (osage orange). Posts shall be substantially straight through their length, sound and free from decay.
g. Dimensions- Wood fence posts shall be of the dimensions shown in the plans.
Posts will be accepted only when the top diameter equals, or exceeds by not more than 7/8 inch, the specified diameter, except that posts of specified diameter of seven inches and larger may exceed the specified diameter by not more than 1-
3/4" inches. The diameter, after peeling, shall be determined with a circumference- diameter tape or by dividing the circumference measurement in inches by 3.14. Posts will be furnished in the length specified plus or minimum
2.0 percent.
h. Brace Wire – No. 9 gauge galvanized.
i. Staples – 1-3/4”. 9 gauge galvanized steel staples per ASTM A116, Class 2.
j. Barbed Wire Ties – Galvanized wire no. 11 gauge.

k. Nails – Galvanized, sized for intended use. Nails for braces shall be galvanized
20d (0.192" x 4") steel.
l. Barbed wire gate closers shall be a gate closer as manufactured by
SpeeCo, or equal. Closer shall be approved by owner prior to ordering.
m. Wire Panel: Wire panel shall be as manufactured by Red
Brand, or equal. Panel shall be made of 1/4" wire, 52" x 16' with 5-6", 4-4", and 3-2" spaces from top to bottom.
3. Installation:
a. The installed fence shall conform to the alignment and details indicated on the drawings and in the same location as the fence to be removed unless shown otherwise. The gate, corner, anchor, and terminal posts shall be set prior to setting line posts. Line posts shall be set equal distances apart, not more than 16’-6” apart as shown on the drawings. Barbed wire shall be fastened to wood posts with staples, and to steel posts with wire ties.
b. All posts shall be set plumb. Wood posts shall be either set in full sized pre-bored holes and back filled in layers not to exceed 8” or set in pre-bored holes with holes drilled a minimum of 2” smaller than the post and the post pushed in the ground.
Back filled holes shall be compacted by mechanical means to the satisfaction of the owner.
c. Contractor shall assume responsibility for posts splitting or breaking. Damaged posts shall be replaced at no cost to the government.
d. Fence construction shall be in a straight line between corner, gate, anchor, and terminal posts. If fence cannot be constructed in a straight line, then straight line segments shall be used and angles shall be appropriately braced.
e. Existing gate locations will be reconstructed along with new fence construction.
New gate locations will be located for the contractor and will not exceed the frequency of one new gate every one-quarter mile along a continuous stretch of new fence line constructed.
f. See drawings for locations where fence intersects an existing fence or where fence crosses a stream or drainage location.

g. Barbed wire shall be drawn taut with an approved mechanical device and securely fastened to each post. Wires shall be pre-stretched to 600 pounds tension then backed off to 300 pounds tension when stapled in place. The wire shall be looped around the corner and terminal posts, and fastened with sufficient staples to anchor the wire securely. Brace wires shall consist of two complete loops of wire (four strands) twisted both above and below the brace post until satisfactorily tight.
j. Staple no. 9 cross-brace wires to gate, brace, and corner posts at quarter points of posts. At brace posts and gate bars, double-staple each wire. Drive staples diagonal to wood grain and at a slightly downward angle. Wire shall be wrapped around and tied at each gate post and one brace post in the fence line.
k. Stretch system shall consist of a double brace as shown on the drawings and shall be installed such that there shall be no more than 1/4 mile distance between stretch systems.
