2. Paragraph 2, Replace “AWPA UC4A” with “AWPA UC4B”.

3. Paragraph 3, Replace with the following four sentences:

“Rail System on Bridge, including: posts, blocks and rails, are to be treated with waterborne preservative or oil based Penta Types B or C, suitable for human contact.

Rail System on approach guardrail, including blocks and rails, are to be treated with waterborne preservative or oil based Penta Types B or C, suitable for human contact.

Posts on approach guardrail are to be treated with CCA, Copper Napthenate, or Penta (TYPE A) to

AWPA UC4B.

Treatment of rail systems shall be coordinated to the maximum extent practical to ensure uniform appearance between components.”

B-2 – NOTES

1. Payment for bond premiums in accordance with Clause 52.232-5, Payments under Fixed-Price Construction Contracts, shall not be in addition to the contract price. Include bond payments under 151.01 Mobilization. Payment will be made on actual work performed as described in FP-03 109.01 unless otherwise noted.

2. The Standard Specifications for Construction of Roads and Bridges on Federal Highway Project FP-03 edition has been used for this contract. Copies of this book are available at the USFS engineering office in Duluth, Ely or Grand Marais.

3. The low offeror and the items to be awarded shall, in conjunction with Section M – Evaluation Factors for Award, be determined as follows-

a. Prior to receiving offers, the Government will determine the amount of funds available for the project.

b. The low offeror shall be the Offeror that-

i. Is otherwise eligible for award; and

ii. Offers the lowest aggregate amount for the base bid items, plus or minus (in the order stated in the list of priorities in the bid schedule) those additive or deductive items that provide the most features within the funds determined available.

c. The Contracting Officer shall evaluate all offers on the basis of the same additive or deductive items.

i. If adding another item from the bid schedule list of priorities would make the award exceed the available funds for all offerors, the Contracting Officer will skip that item and go to the next item from the bid schedule of priorities; and

ii. Add that next item if an award may be made that includes that item and is within the available funds.

d. The Contracting Officer will use the list of priorities in the bid schedule only to determine the low offeror. After determining the low offeror, an award may be made on any combination of items if-

i. It is in the best interest of the Government;

ii. Funds are available at the time of award; and

iii. In accordance with the other factors listed in section M

e. Example. The amount available is $100,000. Offeror A's base offer and four additives (in the order stated in the list of priorities in the bid Schedule) are $85,000, $10,000, $8,000, $6,000, and $4,000. Offeror B's base offer and four additives are $80,000, $16,000, $9,000, $7,000, and $4,000. Offeror A is the low offeror. The aggregate amount of offeror A's bid for purposes of award would be $99,000, which includes a base offer plus the first and fourth additives. The second and third additives were skipped because each of them would cause the aggregate offer to exceed $100,000.

4. All other items not listed above with unique bid items shall be considered incidental to the contract. See Specification

109.05.

Responses to Bidder Questions 3-13-15

Bidder Questions -- Administrative FS Response to Bidder

1. Optional Items pricing will only reflect the increase or add price if chosen over the base bid item. Please clarify or confirm?

Optional item pricing should reflect the entire cost of providing the bid item.

2. When awarding the bid and there are funds to accept the optional items, will the base bid number be removed and the optional item number be inserted to determine the final contract value?

Clarification provided on Schedule of Items Form dated 3-13-15.

3. Who should we make the bond payable to? Minnesota Shared Services Contracting Unit or USDA Forest Service?

Minnesota Shared Services Contracting Unit, Superior National Forest

4. Is the required bid bond amount 20% or $50,000 whichever is less? Please clarify?

See FAR 52.228-1 on page 19

5. Per the Supplemental Specifications Section 108 from the FP03 was deleted in its entirety. What, if any, are the liquidated damages?

If necessary, there are other contractual options that can be implemented.

6. Per the Supplemental Specifications Section 109 from the FP03 was deleted in its entirety. What, if any, is the retainage?

There is no retainage

7. Is there a requirement for a maintenance bond? If so what is the required duration and percentage to be bonded?

There is not a requirement for a maintenance bond, only bid, payment and performance

8. FAR 52.246-21 references a 1-year warranty for “fixed price construction contracts”. The Bidder’s Solicitation states that this project is a fixed price contract on page 4 but, the clause is not included in the “Contract Clauses” in section I. What, if any, Warranty is required?

See Amendment 1.

9. In the Bid Solicitation there is no stated amount for Umbrella/Excess Insurance coverage. Will there be any required Umbrella/Excess insurance required?

See page 22 clause 452.228-71 Insurance Coverage

10. Will we be required to have a jobsite sign with posting such as wage rates, EEO policy etc.? If so, will the required items be provided by the owner?

Yes, there are hard copy posters available at the Duluth office or they can be downloaded at the Dept. of Labor website

11. Per the www.fbo.gov website, Amendment No. 1 (dated 02/10/2015) is the re-issuance of the Bid Solicitation Pages.

Amendment No. 2 (dated 03/02/2015) appears to be correct on Page 1. However, Page 2 of Amendment No. 2 says “Amendment #1 – March 2, 2015”. Can you please clarify what pages are Amendment #1 and date and what pages are Amendment #2 and date?

Amendment # 2, page 2 is incorrectly identified as “Amendment #1”. An amendment to correct the wording for amendment 2 will not be issued, the page is incorporated as part of the solicitation regardless if it is part of amendment 1 or 2

12. Is there a specific kind of weathering steel to be used? I.E. Cor-ten type a?

Meet specifications FP03, Section 710.08, ASTM A 242

13. Will Doug Fir (DF) 24f-v5 glue laminated beams be acceptable in lieu of Southern Yellow Pine (SYP) 24f-v5 glue laminated beams?

Yes, fabricator to verify dimensions, size and strength of members meet requirements.

Contractor to adjust attachments and fit.

14. Has the current concrete pier and concrete abutments been tested to handle HL-93 loading?

Please provide the testing report if available.

No.

15. Will lumber that is Surfaced Four Sides (S4S) be acceptable in lieu of Rough sawn (RGH)?

No.

16. The plans state that the 2” x 10” running boards shall cover the lane width of the bridge, is the lane width to be considered 16’-2”?

Running boards shall extend approximately 14 feet width.

17. Will timber running planks fastened with #12 x 4.5” stainless steel screws be acceptable in lieu of ¼” x 5” ring shank nails?

Nails are preferred for future maintenance purposes.

18. What combination number is the glue laminated guardrail rail sections to be built as? I.E. The guardrail posts are #48 SYP and the guardrail blocks are to be

#47 SYP?

If you are referring to the BRIDGE RAIL and not the guardrail, see sheet 20 of 26, notes 1 and 2.

19. Note on plan page “Steel Backed Timber Guardrail TL-2 Transition to Straight or Curved-End Structure, Standard 617-67” Sheet 1 of 3; Note 2.; states “Use weathering steel for all structural steel & fastener hardware”. B-1 Schedule of Items page 1, item #’s 55601 (a) and 61701 (a) refer to galvanized steel plates and bolts. Schedule of Items page 2, Optional Items, item #’s 55601 (b) and 61701 (b) refer to weathering steel plates and bolts.

This issue is clarified as part of Amendment dated 3-13-15.

20. Will Simpson AT-XP or equal epoxies be acceptable in lieu of Hilti HY150 max for the anchoring hardware?

We are not reviewing substitutions at the bidding phase.

21. What grade of steel is the Hilti HAS? See Hilti HIT-HY 150 System information at www.us.hilti.com

22. Will all threaded rod of the same grade as Hilti HAS be acceptable?

Rod must satisfy all the requirements as specified in product information.

23. No specific connection is shown to attach backing boards to the glulams, will it be acceptable to attach backing boards to the glulams with 40d RS nails HDG?

Backer board modification will be addressed after award. Bid as shown.

24. FP-03 Section 637 shows that the contractor must provide a temporary field office for the CO on the project. Will the contractor be required to furnish a temporary field office meeting the requirements of FP03 Section 637?

Desk space within the contractor trailer would be adequate.

25. Will the contractor be required to obtain/purchase any permits relating to the removal, installation, & road work for the bridge replacement? If so please advise on approximate cost of each permit?

Contractor will be required to coordinate with Forest Service in addressing permits.

26. Will the contractor be responsible for moving any utilities within the right-of-way, if any?

None are expected.

27. What is the required Durometer for the Elastomeric Bearing pads to be used on this project? See drawings, Sheet 2.

28. Will elastomeric bearing pads need to be laminated material or are they to be constructed of solid rubber?

See FP-03 Specification 564-Bearing Devices.

29. Will the contractor be allowed to selectively clear trees for additional access to remove the existing bridge structure and install the new bridge structure?

Tree removal will be considered as part of the submitted demolition plan.

30. What is the estimated weight of the existing 80’ pony truss and the existing 25’ steel span?

The Truss Span weighs approximately 62,000 lbs. and the approach span is about 20,000 lbs.

31. Are there any as-built drawings of the existing bridge?

Yes, however they do not have the same level of detail as present day plans.

32. Pg 10 (detail 4) and pg 11 (detail 5) – seems the vertical 2”x4” backer board or the diagonal backer boards should be bolted to the back of the concrete for better stability.

Modification will be considered after award.

33. The (3) 6x6x30” backers that are bolted seem like they should have a second bolt into the concrete as it will better resist the wall “racking”

No modifications required.

34. I am not clear how the .15’ difference between the abutments is being dealt with. Is it just with the steel shims?

Yes

35. Is 57301 Minor Bridge Repair only for the ½ SF spalling concrete on the center pier?

Yes

36. What is the optional item for concrete repair? Additional repair that may be revealed upon removal of the superstructure
