1.0 STATEMENT OF WORK: Cattle Spray Box utilized by the Cattle Fever Tick Eradication Program of the USDA
1.1 Background
USDA APHIS Veterinary Services Cattle Fever Tick Eradication Program employees monitor the southern border of Texas, capturing stray livestock and maintain a permanent quarantine zone (PQZ) for control of the cattle fever tick from Mexico. Employees routinely transport livestock to holding pens for diagnostic testing, owner contact, and transportation to auction markets if needed. The PQZ encompasses seven county offices and over 600 miles along the southern border of Texas.
Captured cattle must be scratched (examined) and treated for cattle fever ticks, blood samples collected for diagnostic testing, and tuberculosis testing completed.
Cattle throughout the PQZ, and temporary quarantine zones, are also treated with injectable Dectomax, given a tick preventative vaccine. Attached are the specifications for a cattle spray box that is designed to treat cattle with liquid ectoparasitic treatment solutions which are sprayed from nozzles under pressure. The cattle enter the chamber through the entry door. The operator is positioned on side platform. This platform allows the operator to manipulate the spray box controls located on top of the spray box and to observe the animal being treated through observation door on top of the spray box. It is essential that the spray box minimizes the loss of treatment solution. The equipment is designed to thoroughly wet the cattle being treated while both minimizing the loss of fluid to the environment and exposure to the operator.
The following specifications serve as a guide. Variance to the stated specifications are allowed if the bidder can show that the deviations from the specifications either are as good or are better than the specifications that follow.
1.2 Objectives
APHIS’ mission is to protect the health and value of American agriculture and natural resources. Protecting both citizens and our national cattle herd from diseases include the cattle fever tick, brucellosis, and tuberculosis can only be achieved through effective gathering, testing, and removal of stray animals.
1.3 Scope
The CFTEP requires Cattle Spray Boxes for treatment of both stray and producer owned cattle when dipping or other treatment is unavailable or when dealing with small numbers of animals. Stray livestock are gathered in remote areas with rough terrain, requiring durable equipment for both operator and livestock safety. CFTEP offices in several counties are in need of Spray Boxes.
1.4 Specifications
Please see Attachment A for further clarification.
1. 9 ft. long x 4ft. wide
2. 1 spare tire rack mounted on removable tongue
3. 1 spare tire (700-15/8ply) and rim (16”) assembly
4. License plate bracket to be securely mounted at eye level on the left rear door of the spray box
5. Storage area under spray box will hold 200 gallons of liquid
6. Drip pan base of the unit is to be extended 2 inches beyond the front and back doors of the spray box to facilitate the recovery of treatment solution
7. All holes for plumbing in body of spray box will be sealed closed to prevent exposure of treatment solution to the operator and loss of treatment solution
8. Plumbing must include the option to quickly convert to a portable pump system as a back-up method of operating the spray box
9. Spray box is to be fitted with an alternate tongue featuring a drop hinge
10. 18 -- nozzle ports plumbed in, ready to insert ½ inch
11. Solid cone brass nozzles with standard spray angle
12. 2 -- string nozzles in the bottom of storage tank
13. All piping will be galvanized
14. The body of the spray box will be hot-dipped galvanized.
15. Each end of spray box will have a double opening door which will be operated from the top of a platform mounted on the side of the spray box
16. Spray box will be made of 12 gauge sheeting that will be cut, bent, formed and welded together to produce all necessary pieces to fabricate box
17. Sand blasted and powder coated (COLOR – TBD)
18. Spray box mounted on one 5000 pound axle (Drop Axle Preferred) with tires to make unit portable
19. Each corner of spray box will be a 7,000 lb. drop leg stabilizer jack
20. 3ft. removable tongue with a 2-5/16” bulldog hitch
21. Embed serial number onto steel frame, 1/2” high digits

25. 2 – High pressure hoses, 10ft, 12ft with correct fittings
26. Hydraulic system for rear entry door and front exit door:
This system shall consist of a power unit—Honda GX160 (or equal) gas-powered motor, with attached hydraulic pump and reservoir. The unit shall be mounted opposite the operator’s cage platform. Two small, hydraulic cylinders shall be affixed to the top of the door mechanism and bracket that’s welded to spray box frame. Stroke of cylinders can be determined at time of installation. Two control levers to operate the doors shall be mounted in the operator cage. If the operator is standing in cage the control levers shall be directly in front of operator for easy access. The need for a hydraulic system is twofold: with large numbers of cattle it will greatly reduce fatigue of having to operate the spray box, and hydraulics will allow us to go to a much heavier gauge of metal for the doors. In the past the doors have been built to accommodate manual operation. The lighter the better (too heavy is hard to operate manually).
However, being lighter made them susceptible to damage, which caused more problems with the box leaking while in operation. The door should be a minimum of 3/16 plate metal with formed edges and a channel iron center piece running from the top to the bottom of the door.
