Solicitation No. AG-6395-S-17-0011
Section C – Description/Specifications/Statement of Work
C.1 Particulars:
1.1 Title: High Security Greenhouse Building Built Up Roof Replacement
1.2 Location: USDA, APHIS, PPQ, National Plant Germplasm Quarantine Center (NPGQC), BARC- East, Building 580, Beltsville, MD 20705
1.3 Project Background: The NPGQC opened in 1979 to safeguard agricultural resources from the risks associated with the entry, establishment, or spread of exotic plant diseases from foreign germplasm to be introduced into the United States. Additional expansion projects at NPGQC in the 1980s and 1990s added facilities for the Plant Protection Quarantine (PPQ), Plant Health Program (PHP), National Botanist’s and Beltsville Plant Inspection Station, and the PPQ Center for Plant Health Science and Technology (CPHST) Beltsville Laboratory. The most recently completed NPGQC expansion added an additional facility for the foreign plant germplasm testing program and included the specially constructed BSL-3 Enhanced Laboratory and Greenhouse. The NPGQC also provides world leadership and excellence to ensure the plant germplasm designated for release into the U.S. Germplasm Resource System is free of exotic plant pathogens and supports the preservation of global plant genetics resources.
The facility has a specialized BSL3-Ag High Security Greenhouse Building that is used to maintain prohibited plant material while they are being tested at NPGQC. The original asphalt built-up roof is over 20 years old and is approximately 4,318 square feet. The roof structure has several penetrations for specialized roof exhaust fans and associated wiring and controls. The structures are sealed throughout to prevent the movement of vectors and plant pathogens from escaping into the surrounding environment. The roof has developed water leaks into the quarantine area compromising the integrity of the containment area. This project involves the replacement of the asphalt built-up roof with a fully adhered Thermoplastic Polyolefin (TPO) membrane roofing system.
1.4 Project Description: USDA requires architectural-engineering design and construction services to replace the asphalt built-up roofing on the High Security Greenhouse building. The Project consists of demolition of selected existing building elements, including removal of the existing asphalt built-up roof, down to the roof deck and the existing roof accessories (including flashing, caulking, sealant), the provision and installation of new fully adhered TPO membrane roofing system with new flashing, sealant. The work also includes provision for Shop Drawings: For roofing system. Include plans, elevations, sections, details, and attachments to other work; base flashings and membrane terminations; sloped and tapered insulation, including slopes; roof plan showing orientation of deck and orientation of membrane roofing and fastening spacings and patterns for mechanically fastened membrane roofing; insulation fastening patterns for corner, perimeter, and field-of-roof locations.
The design shall comply with all federal, state, local building codes and the polycarbonate manufacturer’s installation requirements. The contractor shall develop design layout drawings, specifications, and construction cost estimates for review and approval prior to issuance of the Notice to Proceed.
