PART 2: STATEMENT OF WORK

Fully Refined Paraffin Wax

USDA, APHIS, Wildlife Services (WS) A. Background

The USDA, Animal and Plant Health Inspection Service (APHIS), Wildlife Services intends to procure fully refined paraffin wax used in the manufacturing of feed blocks for use in servicing of Brown Tree Snake (BTS) traps located in Guam and islands of the Commonwealth of the Northern Marianas. Wax would be used to combine assorted bird seeds, grains, and pellets into a block form. Consistency of supply and quality of product are paramount in awarding contract. The contractor will maintain at their location an uninterrupted supply of two (2) pallets available to ship within fourteen (14) days’ notice throughout length of contract.

B. Scope of Work

APHIS WS intends to award a fixed price with economic price adjustment indefinite quantity indefinite delivery (IDIQ) commercial supplies contract for fully refined paraffin wax limited to the USDA, APHIS Wildlife Services Hawaii State Program located on the island of Oahu at 3375 Koapaka Street, Suite H420, Honolulu, HI 96819.

C. Period of Performance

The effective period of the contract is from date of award through five (5) years.

D. Performance Requirement

Following are the specifications for the fully refined paraffin wax in the slab form. Alternate products or brands can be considered, but must be of similar to the composition and properties listed below. USDA APHIS Wildlife Services must be provided options in advance of substitution.

Product identification: LUXCO fully refined paraffin wax Chemical family: Petroleum Hydrocarbon

Boiling point: >600 degrees

Melting point: 125-170 degrees F

Flash Point: > 455 degrees

Density: @ 25 degrees C: 0.90 g/ml

Viscosity@ 100 degrees C: (CST): 3.5-8.0

Appearance: off white to solid white

Generic name: Paraffin wax

Odor: None Grade: R4242

E. Payment

Vendors must register in the Invoice Processing Platform (IPP) @ https://www.ipp.gov to submit all invoices. Invoices must be numbered and list vendor address, point of contact name and phone number and delivery order number. Invoices must be dated no earlier than delivery date.

F. Quantities

An estimated of six (6) deliveries (26,400 lbs.) per year with a minimum of two (2) pallets (4400 lbs.) per delivery; frequency of order would be every two (2) to three (3) months or upon an as needed basis. Wax to be delivered within 14 days after delivery order is issued. However, the first order shipment may exceed 14 days’ notice.

G. Inspection

Inspection will take place at USDA WS facility site prior to freight forwarder departing site. Vendor to maintain dust and debris measures to ensure wax is free of foreign particles.

H. Deliveries Freight forwarder will contact Lourdes Jubilado or Jeff Flores at 671-635-4400 to schedule delivery. Timely delivery of this Paraffin Wax is most important, and pricing shall reflect FOB destination shipping costs. Therefore, shipping of the items must be included in the price for the line items as well as all overheard and material costs to deliver the items to the USDA, APHIS facility. Upon confirmation from consignee vendor to process bill of lading, package U.S. Customs declaration form and invoice and contact freight forwarder for will call at storage location. Vendor must have access to forklift to load freight forwarder truck. The quantity per pallet shall equal 2200 pounds of product or less and packaged in corrugated packing carton. Label each pallet on front and back of carton facing forklift entry points with the following information.
